SUBJECT
Agreement for Elevator Maintenance Services
RECOMMENDATION
Approve by motion a three (3) year term maintenance service contract with KONE Inc.
to provide elevator maintenance services for all elevators, material lifts and chair lifts
owned by Redwood City (City) in the amount of $57,600.00 with the possibility of
renewal for up to no more than five (5) years.
BACKGROUND
Redwood City Public Works Services (PWS) Facilities Division manages elevator
maintenance and repair services at 12 hydraulic elevators, 3 wheelchair lifts, and 1
material lift in 19 square miles of urbanized neighborhoods and commercial districts
within the City. PWS is committed to providing elevator maintenance and repair services
in order to ensure that city-owned equipment and operated assets promote the publics
health, safety and welfare. The current elevator maintenance contract with Star
Elevators Inc. will be expiring by the month of May 2015. The new contractor will not
only provide maintenance but also sustain high levels of equipment availability and
reliability to minimize equipment downtime and its impact on riders.
ANALYSIS
A new replacement contract was solicited under a request for proposals (RFP) process
on January 7, 2015. Award of a contract would be the lowest responsible bidder whose
offer conformed to the RFP and was most advantageous to the City. The City received
two qualified bids that met the minimum performance criteria. KONE Inc. was
determined to be the lowest responsible bidder.

Recommended Bidder: KONE Inc.

Substantiation: KONE Inc. submitted the bid with the lowest annual price while still meeting all required
specifications.

Staff is confident in KONEs ability to provide preventative maintenance and scheduled

repair of all elevators, material lifts, and chair lifts in any building, land or property
owned by the City. Staff recommends awarding the contract to KONE Inc.
ALTERNATIVES
Council could not approve the agreement with selected contractor. This will result in
having to perform elevator maintenance work on an on-call time and material basis
which is significantly more expensive than the proposed prices presented in the RFP
process.
FISCAL IMPACT
Funds for elevator maintenance and services are budgeted in the FY2014-15
maintenance and operation fund (780-67242-50).
ENVIRONMENTAL REVIEW
The action proposed in this report is considered Categorically Exempt pursuant to
Section 15301 (Class 1) of the California Environmental Quality Act (CEQA) Guidelines.
Class 1, Existing Facilities, allows for maintenance and repair of existing facilities
involving negligible or no expansion of use of the existing facilities. Therefore, this
project is exempt from the provisions of CEQA.
