0 Introduction
1.1 About IBS System
The Malaysia construction industry is undergoing a transitional change from a project
based industry to a more systematic and mechanized product based technology which is
Industrialized Building system (IBS). Construction Industry Development Board Malaysia
(CIDB) is responsible for promoting Industrialized Building System (IBS) in Malaysia.
IBS which involves industrialized production of building elements or components as
well as erection and assembly of these elements into desired building structure through
mechanically using as little in-situ construction as possible, is as an alternative to the
conventional system. Conventional formwork system is somewhat unsustainable as it always
associates with low quality and productivity, high risk on workers safety, and excessive reliance
on labors.
On the other hand, IBS precast concrete system known as its systematic construction
procedure, high quality of work, less workers and time needed to complete one cycle of
procedure process, which is more sustainable. Also, if properly designed and executed, precast
method can lead to much better quality of work. The overall cost impact of IBS construction,
therefore, has to take all these factors into consideration.
As such, the Industrialized Building System (IBS) is introduced to reduce our
dependency on foreign workers. Nevertheless, early effort by the government of Malaysia to
promote usage of IBS as an alternative to conventional and labour intensive construction method
has yet to make headway. Although members of the industry are open to the idea, a major portion
of the industry stakeholders are indifferent, perhaps due to resistance towards change.
Conversely, CIDB had implemented the IBS Score in the construction industry to
measure the level of IBS usage in buildings and become part of the main monitoring system of
the IBS construction industry.
