ST. LUKES GOLF LEAGUE


CONSTITUTION AND BYLAWS
ARTICLE l: NAME AND NATURE OF THE LEAGUE
St. Lukes Golf League: Is a weekly recreational golf league. We compete as
2 man teams made up of 2 or 3 individuals against other teams in the
league.

ARTICLE II: SECRETARY:


The general polices of the St. Lukes Golf League and the enforcement thereof, shall be the responsibility of the league secretaries. Any dispute involving
league affairs and/or scoring that is not clearly outlined in the constitution
and bylaws will resolved by the secretaries. These decisions are final.
League dues will be collected by the acting secretary. Weekly dues to the
course will be handled by secretaries unless otherwise assigned.
Selection of the subsequent years secretary will be voted on at the
conclusion of each current year. There is no term limit of active secretary.
Any current league member may nominate another current member or
themselves for this role. Majority vote will decide the subsequent years
secretary.

ARTICLE III: PLACE OF PLAY


The League will play its weekly schedule at the City of Omahas Johnny
Goodman Golf Course.

ARTICLE IV: STARTING TIMES


The schedule order for each match will be set by the league secretaries. A
copy of this schedule will be published on the league website (Subject to
change at any time). The 1st League tee time shall be scheduled at
approximately 5:15 pm on Tuesdays. Teams should be prepared to start

earlier based on course availability. Schedule order should be followed as


closely as possible. If individuals form the current schedule match are not
present and ready to start play when their place in the order is up, the next
scheduled match may tee off if it is obvious that play will be delayed. The
match that was skipped in order will tee off in order once all members from
the 2 teams are present and ready for play. This is intended to speed pace of
play. Please be courteous in all situations on the starting tee. Respect the
schedule order, be patient, and be on time.

ARTICLE V: MEMBERSHIP AND DUES


The league contract with the City of Omaha provides for 18 twosomes (9
tee times) each week for 17 weeks.
The secretaries shall maintain a list of substitutes who may be called upon to
fill in for the regular members who call in absent. It is the responsibility of
the absent member to fill their team or contact the secretaries in an
appropriate about of time, who will attempt to fill the team.
The league dues for 2015 are set at $580 per team ($290 per person on 2
man teams & $193.50 per person on 3 man teams) and are subject to
change season to season. Due are payable at the beginning of the season in
full or in installments but are due in full no later than week 12.
A substitute, defined as an individual not listed on the 2 or 3 man official
roster, will be required to pay $5 to the secretary prior to playing the week.
This money will be invested back to the league.

If a league member, for any reason, needs to drop out of the league
after the season has begun, they will be required to pay their dues in
full. They may assign a permeant substitute to fill in for them at no
additional cost to the substitute. \

Dues are driven by the City of Omaha and set by the secretaries of this
league. Included in the league dues are green fees, weekly pin prizes, end of
year scramble/dinner, and end of year awards. These fees are paid to the
secretaries who will in turn pay the golf course each week prior to play.

ARTICLE VI: NATURE OF COMPETITION

Each week consists of a 9-hole round. League teams are matched against
other league teams in accordance with the published schedule. The teams
scheduled against one another golf as a foursome and are assigned to
compete on the front or back nine.
PLAYER ABSENCE: Both regular and substitutes should notify the
secretaries ASAP of an absence, so as to minimize extra work and
inconvenience to fellow members. Use the substitute list posted on the
website or call to notify the secretaries who will attempt to fill the absentee.
Please do your best to find a substitute if you will be absent, this adds to the
fun and competition of the league.
Substitute players pay the appropriate fee ($5) and compete for points just
as the regular team players. When playing, the substitutes name and
handicap are applied to the score care and scored the same as a regular
league member.
HANDICAP SYSTEM: The purpose of our handicap system is to make the
game more enjoyable by enabling players of differing abilities to compete on
an equal basis. The system provides a fair course handicap for each plyer,
regardless of ability, and adjusts a players handicap index up or down as the
players game changes. Two basic premises underlie the handicap system:
Namely that each player will try to make the best score at every hole in
every round; and that the players weekly league scores are posted for peer
review. The player and secretaries have joint responsibility for adhering to
these premises.
League handicaps are calculated by taking 90% of the average of the
players last 10 league scores then subtracting the course par. Only official
weekly league scores may be used in calculation league handicap. If a
player does not have 10 total league rounds then all of the number of
available rounds will be used in calculation.
Handicaps will be calculated with the following formula:
Total gross score of previous 10 rounds X 90% = (90% of Avg. Score) (PAR 36) =
Players League Handicap

Each team consists of Player A (player with the lower handicap) and player B
(player with the higher handicap)

If both players from the same team have equal handicaps A and B
roles need to be assigned prior to the start of the match. The decision
is announced to the opposing team prior to tee off. Player Handicaps
are determined based on the weekly league scores. Points are
awarded for league competition

If a member of a team or substitute does not have an established


league handicap (never golfed in St. Lukes Golf League) prior to the
start of the round it is unknown who will be assigned the A and B roles.
After the match the handicap is figured and applied to determine the A
and B golfers.
o If the calculated handicap is the same as the other golfer in that
team the new player will be slotted to the B role.
o The handicap of the new player is comparted to the pre-round
handicaps of the other players.

All member and substitute handicaps will be carried over for the following
year.
HADICAPS APPLIED TO MATCH: The differential in the player handicaps is
applied to the match. Handicap strokes are figured in the individual and team
final NET scores as well applied to hole scoring throughout the round. When a
player receives stokes (has a higher handicap than opponent) they will apply
these stroke to individual holes in order of hole handicap (strokes applied to
more difficult holes first).

Team 1 Player A will receive 5 strokes when calculating final NET team
and individual score
Team 1 Player A will receive 1 stroke on the 5 toughest holes on that
nine (Front nine: handicap holes 1, 3, 5, 7, 9 OR Back nine: handicap
holes 2, 4, 6, 8, 10)

In determining the winner of a hole, no golfer shall be required to give up


more than two strokes on any hole because of the differential in handicap.
Total handicap is used to determine NET score of the match.

SCORING: There will be a total of 21 points available per weekly match.


The A golfers from opposing teams play head to head and the B golfers form
opposing teams play head to head.

Each hole is worth 2 points (18 Total Points)


o 1 Point per hole for the A match / point each for tie (No carry
over)
o 1 Point per hole for the B match / point each for tie (No carry
over)

1 point for Low NET in the A match / point each for tie

1 point for Low NET in the B match / point each for tie

1 point for Low Team NET (A + B NET Score) / point each for tie

IN CASE OF A NO SHOW: League teams are matched against other league


teams in accordance with the published schedule. If a team member of your
regular opponent is unable to play, the team or the secretary will assign a
substitute for that match. Substitutes are used to complete foursomes to the
extent possible and will compete for points in the same manner as regular
members.

2 VS 1: In a situation where a team only has 1 player for the week the
two members of the other complete team will both play the 1 player
from the shorthanded team. Points for each hole are calculated as a
normal match. All individual and team NET points will be awarded to
the complete team.

2 VS 0: The present team still plays round and has score count
towards league scoring. The team which did not show will receive no
points. Team that plays round will receive automatic 13 points.

PLAYER UNABLE TO FINISH ROUND: Player will forfeit all remaining hole
points and as well as all individual and team NET scores. The player unable
to finish the round will still be awarded all hole points that were accumulated
prior to withdrawing from the round.
FINAL SCORECARDS: Score cards must be signed by a single member of
each team and turned in following the completion of the 9 hole round. Once

scorecards are signed and turned into the secretary they are considered
correct and final.

ARTICLE VII: PRIZES FROM THE GENERAL FUND


WEEKLY PRIZES:

There are 2 weekly flags prizes on the front and back

Low NET for the front and back

*There will be a limit of 1 prize per regular season week per golfer
END OF SEASON PRIZES:

Team: 1ST, 2ND & 3RD

CARRY OVER OF FUNDS: The secretaries shall be creative with prize funds
at the end of the season so that only a small amount of funds are carried
over to the next season. Enough will be left over for the following years
registration fee(s) set by the city of Omaha.

ARTICLE IX: CHANGES IN BY-LAWS:


Any league member in good standing may petition the secretaries and
league for a change in the by-laws. The proposal can be brought up at the
end of year event for ratification by a majority of the membership vote. If
the proposal is deemed critical by the secretaries a vote may be called for
mid-season review. This vote may be held on the league website or in
person at the discretion of the secretaries.
