Remo ‘THE EUROPEAN Chamber of Commerce of the Philip- Ipines (ECCP) has expressed concern about the “delivery \chaos” caused by the truck ban and route limitations im- posed by government agencies, stressing that this was not ‘the solution to easing the traffic woes lin Metro Manila. In a ‘statement, ECCP president ‘Michael Raeuber noted that the cur- ‘Metropolitan Manila Development ‘Authority (MMDA) created “a reduc- don in operating time, incréases uti- lization beyond the 70 to 80 percent at |peak times, and creates the require ‘ment for more trucks to ply the roads tomove accumulated cargoes.” “To make things worse, the City of Manila threatened to effectively limit port working time to a few hours in "NDUSTIY/B2 Industry group ... rom pags ine evening, which would create needle penis in demand, increase uilzacon even [ually to 100 percent, increase the required {number of trucks in the chain, and eventual- lly shut down trade. That would be close to economic sabotage. At the end of last week, |the City of Manila changed tack slightly and ‘opened a window for trucks from 10 a.m. to 3 p.m. Does that make sense? Will that i ‘prove things? Sad to say, no,” Raeuber com mented. “The city goverment of Mania imple- ‘mented yesterday anew truck ban policy in the ey. See ary in Meso sein, pags ‘Racuber said the solution tothe perceived ‘ruck problem was to reduce the so-called peaking factors, which refer tothe polices that require more trucks tobe in crculaton, ‘and the need for truckers to park their vehi- les while waiting forthe bans to end. “The single best solution forall of the aforementioned issues {s to eliminate all ‘muelcbans completely and formulate a prop- coordinated and efficient 24-hour track route regulation system, This will benefit the entite country and wil, 1 everyone's surprise, actually reduce the traffic impact ‘ofcargotucks/"Raeuber added. Over the short term, the ECCP also pro- twas reported that 35 percent of the truck ‘raffle was being caused by those that donot carry any cargo.
