April 6,2015 Senator Fd Hernandez, Cai, Senate Health Commitee State Capitol, Room 2191 Sacramento, CA 95814 Dear Senator Hemandez, (On behalf of Ravenswood Family Health Cente, I am writing to express our opposition to SB £46 because of seridus concerns regarding the impact the bill will have on existing partnerships between hospitals and community benefit organization lke ours. As you know, Califoria's community benefit law has been in place and working since 1994 and serves as a model forthe Affordable Care Act (ACA). This unnecessary legislation, SB 346, ‘conics with provisions ofthe ACA and will increase costs forthe state's government and ‘hospitals to comply with inconsistent federal and state reporting requirements. ‘Currently, hospitals work collaboratively with communities and stakeholders to assess local health needs and tailor services and investments to address each community's specific needs. Ravenswood Family Health Center has embraced this collaboration and is making great strides in ensuring that our most vulnerable populations have the healthcare services they need. \Webliove the partnerships between hospitals and community benefit organizations ike ours re cvitcal in adessing local health neds.
