The

Constitution

of

the

United Clans
of

Arcadia

"We the gamers in order to preserve a more perfect union


form this great charter of sure order and good governance,
that these clans be united as one arcade of the common
game and recreation under peace and simplicity, to this
generation of gaming and the many, many generations to
come"

Article I

Section 1

1: All legislative powers herein granted shall be vested in an official assembly of the
United Clans, which shall consist of a senate and house of representatives.

Section 2

1: The house of representatives shall be composed of members chosen every six months
by the people of the several clans, and the electors in each clan shall have the

qualifications requisite for electors.


2: No person shall be a representative who shall not have attained to the age of eleven
years, have not been subscribed one month of arcadian membership of the United Clans,
and who shall , when elected, be a registered member of that clan in which he shall be
chosen.
3: Representatives shall be apportioned among the several clans which may be included
within this union. The number of representatives per clan shall be in accordance to a
ratio of 1:10 but each clan shall have at least one representative until such enumeration
shall be made in coordinance of that clan's population.
4: When vacancies happen in the representation from any clan, the speaker shall issue
writs of election to fill such vacancies.
5: The house of representatives shall choose their speaker and other officers; and shall
have the sole power of impeachment.
6: The speaker shall give all orders to assemble, appoint representatives on calendar to
act in the name of speaker, and the house quorum shall be set at one more than half the
total number of representatives.

Section 3

1: The senate of the United Clans shall be composed of two senators from each clan,
chosen by the people of that clan every eighteen months.
2: When vacancies happen, the senate president shall issue writs of election, and during
that time may make temporary appointments until the election of a new senator.
3: No person shall be a senator who shall not have attained to the age of fourteen years,
have been subscribed at least six months of arcadian membership of the United Clans,
and who shall, and who shall, when elected, be a regestered member of that clan for
which he shall be chosen.
4: The Vice President of the United Clans shall be president of the senate, but shall have
no vote, unless they be equally divided.
5: The Senate shall choose their other officers, and also a president pro tempore, in the
absence of the vice president, or when he shall exercise the office of President of the
United Clans.
6: The senate president shall give all orders to assemble, appoint senators on calendar to
act in the name of senate president, and the senate quorum shall be set at one more than
half the total number of senators.
7: The senate shall have the sole power to try all impeachments. When sitting for that
purpose, they shall be on oath or affirmation. When the president or vice president is
tried, the chief justice shall preside and no person shall be convicted without the
concurrence of three fourths of the senate.

8: Judgment in cases of impeachment shall not extend further than to removal from
office, and disqualification to hold and enjoy any office of honor, trust or profit under the
United Clans: but the individual convicted shall nevertheless be liable and subject to
indictment, trial, judgment and punishment, according to clan code of conduct.

Section 4

1: The assembly shall first assemble on the first day of the months of January and July,
to open and initiate the terms of senators and representatives.

Section 5

1: Each house shall be the judge of the elections, returns and qualifications of its own
members; but a smaller number may adjourn from day to day, and may be authorized to
compel the attendance of absent members, in such manner, and under such penalties as
each house may provide.
2: Each house may determine the rules of its proceedings, punish its members for
disorderly behavior and, with the concurrence of two thirds, expel a member.
3: Each house shall keep a journal of its proceedings, and from time to time, quarterly,
publish the journal, excepting such parts as may in their judgment require secrecy; and
the yeas and nays of the members of either house.
4: Neither house, during the session of assembly, shall, without the consent of the other,
adjourn for more than three days, nor to any other place than that in which the two
houses shall be sitting.

Section 6

1: The senators and representatives shall receive a compensation for their services, to be
ascertained by clan code of conduct, and paid out of the Treasury of the United Clans.
They shall in all cases, except treason, felony and breach of the peace, be privileged from
'arrest' during their attendance at the session of their respective houses.
2: No senator or representative shall, during the time for which they were elected, be
appointed to any civil office under the authority of the United Clans, which shall have
been created, or the emoluments whereof shall have been encreased during such time;
and no person holding any office under the United Clans, shall be a member of either
house during his continuance in office.

Section 7

1: All bills for raising revenue shall originate in the house of representatives; but the
senate may propose or concur with amendments as on other bills.
2: Every bill which shall have passed the house of representatives and the senate, shall,
before it become a law, be presented to the President of the United Clans; If they approve
they shall sign it, but if not he shall return it, with his objections to that house in which it
shall have originated, and proceed to reconsider it. If after such reconsideration two
thirds of that house shall agree to pass the bill, it shall be sent, together with the
objections, to the other house, by which it shall likewise be reconsidered, and if approved
by two thirds of that house, it shall become a law. But in all such cases the votes of both
houses shall be determined by yeas and nays, and the names of the persons voting for
and against the bill shall be entered on the journal of each house respectively. If any bill
shall not be returned by the president within four days after it shall have been presented
to him, the same shall be a clan law, in like manner as if they had signed it, unless the
assembly by their discretion, via the speaker of the house and president pro tempore on
the excuse of the president, shall prevent its validation.
3: Every order, resolution, or vote to which the concurrence of the senate and house of
representatives may be necessary shall be presented to the President of the United Clans;
and before the same shall take effect, shall be approved by him, or being disapproved by
him, shall be repassed by two thirds of the senate and house of representatives,
according to the rules and limitations prescribed in the case of a bill.

Section 8

1: The assembly shall have power to lay and collect charges, duties, and excises, to pay
the debts and provide for the common defense and general welfare of the United Clans;
2: To borrow money on the credit of the United Clans;
3: To regulate commerce with foreign communities, and among the several clans
themsleves;
4: To establish a uniform rule of naturalization, and uniform laws on the subject of
bankruptcies throughout the United Clans;
5: To print notional currency and regulate the value thereof;
6: To provide for the punishment of counterfeiting the securities and currency of the
United Clans;
7: To establish post;
8: To declare war;
9: To raise and support armies among the several clans;

10: To make rules for clan government and regulation of the union;
11: To exercise exclusive legislation in all cases whatsoever, over such district seperate
from HALO:THE MASTER CHIEF COLLECTION-named High Charity as the Capitol of
Arcadia, and with the acceptance of assembly, become the seat of the government of the
United Clans, and to exercise like authority over all places;
12: To make all laws which shall be necessary and proper for carrying into execution the
foregoing powers, and all other powers vested by this Constitution in the government of
the United Clans, or in any department or officer thereof.

Section 9

1: No clan shall enter into any treaty, alliance, or confederation; print currency;

Article II

Section 1

1: The executive power shall be vested in a President of the United Clans of Arcadia. They
shall hold the office during the term of one year at the stat of every year on the first day
of January and, together with the vice president, chosen for the same term, be elected, by
the people of the several clans.
2: The electors shall meet in their respective clan, and vote by ballot. The person having
the greatest number of votes shall be the president and if there be more than one who
have such majority, and have an equal number of votes, then the house of
representatives shall immediately choose by ballot one of them for president but in
choosing the president, the votes shall be taken by clan. Representation from each clan
shall have one vote. In every case, after the choice of the president, the person having the
greatest number of votes of the electors shall be the vice president but if there should
remain two or more who have equal votes, the senate shall choose from them by ballot
the vice president.
3: Election of the presidency shall take place on the first day of November of every year.
5: No person that is not a member of the United Clans, at the time of the adoption of this
Constitution, shall be eligible to the office of president; neither shall any person be
eligible to that office who shall not have attained to the age of fourteen years, and have
been subscribed at least six months of arcadian membership within the United Clans.
6: In case of the removal of the president from office, or of his death, resignation, or
inability to discharge the powers and duties of the said office, the same shall devolve on
the vice president, and the assembly may by code of conduct provide for the case of
removal, death, resignation or inability, both of the president and vice president,

declaring what officer shall then act as president, and such officer shall act accordingly,
until the disability be removed, or a president shall be elected.
7: Presidential succession, shall be as follows; The speaker of the house, the president
pro tempore of the senate, and all cabinent heads in line of the adoption the department
thereof. If all options are exhausted, the clan shall take effect of martial law and the
highest ranking officer in the arcadian armed forces shall act as clan leader until the
proper election and replacement of a president.
8: The president shall, at stated times, receive for his services, a compensation, which
shall neither be increased nor diminished during the period for which he shall have been
elected, and he shall not receive within that period any other emolument from the United
Clans.
8: Before they enter on the execution of the office, he shall take the following oath or
affirmation:I do solemnly swear (or affirm) that I will faithfully execute the Office of
President of the United Clans, and will to the best of my ability, preserve, protect and
defend the Constitution of the United Clans.

Section 2

1: The president shall be commander in chief of the armed forces of the United Clans, he
may require principal officers in each of the executive departments, upon any subject
relating to the duties of their respective offices, and he shall have power to grant
reprieves and pardons for offenses against the United Clans, except in cases of
impeachment.
2: The president shall have power, by and with the advice and consent of the senate, to
make treaties, provided three fourths of the senators present concur; and he shall
nominate, and by and with the advice and consent of the senate, shall appoint
ambassadors, judges of the supreme court, and all other officers of the United Clans,
whose appointments are not herein otherwise provided for, and which shall be
established by law: but the assembly may by law vest the appointment of such inferior
officers, as they think proper, in the president alone, in the courts of justice, or in the
heads of departments.
Section 3

1:The president shall from time to time give to the assembly information of the state of
the union, and recommend to their consideration such measures as he shall judge
necessary and expedient; he may, on extraordinary occasions, convene and preside for
both houses, or either of them, and in case of disagreement between them, with respect
to the time of adjournment, he may adjourn them to such time as he shall think proper;
he shall receive ambassadors and other public ministers; he shall take care that the laws
be faithfully executed, and shall commission all the officers of the United Clans.

Section 4

1: The president, vice president and all civil officers of the United Clans, shall be
removed from office on impeachment for, and conviction of, treason, bribery, or other
high crimes and misdemeanors.

Article III

Section 1

The judicial power of the United Clans, shall be vested in a court of council, and in such
inferior courts as the assembly may from time to time ordain and establish. The judges,
both of the court of council and inferior councils, shall hold their offices during good
behaviour, and shall, at stated times, receive for their services, a compensation, which
shall not be diminished during their continuance in office.

Section 2

1: The judicial power shall extend to all cases, in law and equity, arising under this
Constitution, the laws of the United Clans, and treaties made, or which shall be made,
under their authority.
2: In all cases affecting ambassadors, other public ministers and consuls, and those in
which a clan shall be party, the supreme court shall have original jurisdiction. In all the
other cases, the supreme court shall have appellate jurisdiction, both as to law and fact,
with such exceptions, and under such regulations as the assembly shall make.
3: The trial of all crimes, except in cases of impeachment, shall be by jury; and such trial
shall be held in the clan where the said crimes shall have been committed; but when not
committed within any clan, the trial shall be at such place or places as the assembly may
by law have directed.

Section 3

1: Treason against the United Clans, shall consist only in levying war against them, or in
adhering to their enemies, giving them aid and comfort. No person shall be convicted of
treason unless on the testimony of two witnesses to the same overact, or on confession in
open court.

2: The assembly shall have power to declare the punishment of treason.

Section 4

1: The judical shall have the sole power to void, or declare any matter unconstitutional
and the court of council shall have final say over all other councils, if appealed to y the
people, all by majority vote of the bench.

Article IV

Section 1

1: Full faith and credit shall be given in each clan to the public acts, records, and judicial
proceedings of every other clan and the assembly may by general laws prescribe the
manner in which such acts, records and proceedings shall be provided, and the effect
thereof.

Section 2

1: The members of each clan shall be entitled to all privileges and immunities of
members in the several clans, though no clan sponsored priviliges and immunities may
be recieved by members of the other several clans.
2: No person shall be held to service or labour in each clan.

Section 3

1: New clans may be admitted by the assembly into the arcade; but no new clan shall be
formed within the jurisdiction of any other clan without the consent of the assembly.

2: The assembly shall have power to dispose of and make all needful rules and
regulations respecting the territory or other poroperty belonging to the clans.

Section 4

1: The United Clans shall guarantee to every clan in the arcade a republican form of
government, with a constitution and shall protect each of them.

Section 5

1: Each clan shall have certian enumerated powers of autonomy, and those powers be
specifically taken care of by that community's government.

Section 6

1: The members of the several clans, by referendum, who shall deem it desired, place
bids for the incorporatoion of a video game. No video game shall be dually incorporated
in the arcade, but if that game is contested by the desired bids of the several clans, the
assembly shall have final say where that video game shall be incorporated.

Section 7

1: Each clan shall have a certain autonymous power to make community laws;
2: To issue liscences of community membership;
3: To set up all competitions, tournaments and recreational events and establish the
rules and prescribe the winnings thereof;
4: To lay and collect charges, duties, and excises, to pay the debts and provide for the
general welfare of that clan;
5: To borrow money of the credit of that clan;
6: To establish post;
7: To conduct elections;
8: To bid and decide for the incorporation of games of that clan;
9: To regulate live and online services;
10: To provide for arcadian education;
11: To provide for the security and community enforcement of the codes of conduct for
that clan;

12: To establish a media base;


13: To make laws and exert any power not specified to the assembly.

Article V

Section 1

1: Every person under arcadian membership regardless and without question shall be
guarenteed these such rights that shall not be infringed upon.

Section 2

1: Right to bear arms:


All arcadian gamers have the absolutle right to pick, choose and mix their choice of
weapons and classifications.

2: Right to vote:
All arcadian members, regardless of online or offline status shall have the right to vote as
it is their civil duty to preform.

3: Right to choice:
No matter the prediciment, every arcadian member is instructed, informed and strongly
suggested to matter concering the arcade but ultimatley in the end have their freedom to
choose for themselves whether or not to serve that purpose.

4: Right to naturalization:
No person, who seeks to become an arcadian member shall be denied due to their age,
gender, orientation, religion, race or their location in the world.

5: Right to media and the exercise of free speech:


Any arcadian member may to their discretion post, upload, review or share his remarks
or records on any form of social media and any form of free speech.

6: Right to privacy:
All arcadian gamers are soley entitled privacy to anything personal pertaining to their
console, profile, account or any otherwise element and shall not be infringed unless
given the conset to do so by them.

7: Right to privilege:
The members of each shall be considered overall an arcadian while at the same time be
considered a community member of that clan by liscense and entitled to all privileges,
benefits and customs of that clan only but no one community member is entitled to
another's clan privleges, benefits and customs.
8: Right to petition:
All arcadian members may for whatever reason petition for a certain cause so long as it
pertains to the arcade or any subject matter among the several clans.
9: Right to justice:
All arcadians who may be convicted of a crime or suspected from 'arrest' or by judgement
of a council may appeal higher for further consideration of possible innosence.

Article VI

Section 1

1: The Assembly, whenever two thirds of both houses shall deem it necessary, shall
propose amendments to this Constitution, or, on the application of the legislatures of
two thirds of the several clans, shall call a convention for proposing amendments, which,
in either case, shall be valid to all intents and purposes, as part of this Constitution, when
ratified by the legislatures of three fourths of the several clans, as one or the other mode
of ratification may be proposed by the assembly.

Article VII

Section 1

1: The following are the adopted ammendments to the United Clans Constitution.
