getthemandyourfamilythejusticetheydeserve.InmostcasesDNAprofilingcanbethe
answertosolvingunsolvedcases.WithasingleDNAsamplefromcriminalsplacedinthe
nationalDNAdatabaseitwouldhelpsolvethemostdifficultofcrimecases.Criminalsshouldbe
forcedtosubmittogivingaDNAsampletobeusedbypoliceinapprehendingcriminals.
WithcrimesraisingthroughouttheUnitedStates,CongressestablishedCODISalso
calledCombinedDNAIndexSystemwithNationalDNAIndexSystemin1994.TheNational
DNAindexsystemismadeupofDNAprofilesfromconvictedoffendersandsomearrests
collectedbyallfiftystatesandthefederalgovernment.CODISisusedforcomparingDNA
profilesofcriminalsfromunsolvedcases,frommurderstolowerlevelcrimestotheoffenders
database.IfcriminalswouldsubmitmoreDNAsamplesotherthanfingerprintsamples,itwould
helpofficialschargecriminalsfortheircrimesthattheyhavenotbeenchargedfor.
CODIShasshowntobeaveryeffectivetoolinthejusticesystemeversincethe
beginning.AccordingtoRichard"crimeswithsamplesdrawnfromconvictshadscorednearly
5,500matchesinthefirst10yearsithasoperatedfor.""InJuneof2006,its12thyear,CODIS
hashelpedsolve36,000cases."(Richard).Thedatabasessuccesshasincreasedevenmoreafter
2006.TheFederalBureauofInvestigationstatesthatasofSeptember2014,CODIShas
producedover261,703hitsassistinginmorethan250,230investigations.Anexampleofthis

wouldbethecaseofamancalledCurtisTuckerwhowasaccusedofrobbingandassaultinga72
yearoldmanwithparkinsonsdiseaseinManhattan.HewasthenrequiredtosubmitaDNA
samplewithaswaboftheinsideofhischeek.Thetestconnectedhimtoa2004assaultand
attendedraipofa15yearoldgirlinherapartmentcomplex(TheNewYorkTimes).Asyou
canseetheCODISsystemhasbeenproventohelpsuccessfullyincrimefightingandsolving
cases.
TherearemanybenefitstohavingcriminalsberequiredtosubmittheirDNAto
lawinformentbuttheiraresomepeoplewhothinktheopposite.Theysaythatitviolatestheir
ownprivacybutthatisnotexactlytrue.AccordingtotheFederalBureauofInvestigation"No
namesorotherpersonalidentifiersoftheoffenders,arrestees,ordetaineesarestoredusingthe
CODISsoftware."TheonlywaytheDNAistrackedtosomeoneisbyaspecimenidentification
number(FBI).
WiththeadvancesinDNAtestingithasbecomeanessentialpartofthecriminaljustice.
WithcriminalssubmittingtheirDNA,itwouldkeepdangerouscriminalsbehindbarsby
connectingthemtocrimesthattheyhavecommittedandhavenotbeenaccusedof.Criminals
shouldberequiredtosubmittheirDNAtobeusedintheNationalDNADatabase.
