ArticleII:Purposeoftheorganization,mandatoryresponsibilities,andexpectations
formembersoftheStudentCouncil

ThepurposeofthisStudentCouncilshallbeto
A. BuildandpromotethebestinterestsofIlliniBluffsHighSchool.
B. Cooperateinthefurtheringofadesirablestudentactivityprogram.
C. Maintainanyservicesastheyariseforthebenefitofthestudentbodyas
approvedbysponsorsandStudentCouncil.
D. Increaseschoolspirit,goodcitizenship,andleadershiptrainingby
promotingstudentparticipationinschoolandcommunityactivities.

II.

Themandatoryannualresponsibilitiesshallbeto
A. PlanandorganizeHomecoming,theannualCannedFoodDrive,and
AnythingGoesWeek.
B. HelpwithParent/TeacherConferences.

III.

TheexpectationformembersoftheStudentCouncilshallbethat
A. Studentsshallbepositiverolemodelsandeffectiveleaders.
B. MembersmustabidebytheIlliniBluffsHighSchoolActivityCodeand
theguidelinesandrequirementssetforthbytheIlliniBluffsHighSchool
StudentCouncil.

ArticleIII:Powersvestedintheorganizationtherightofvetobytheprincipal

Anymembercanbringupitemsfordiscussionatameeting.

TheStudentCouncilmayvoteonideas,movements,programs,etc.thatthe
StudentCouncilwantstoinitiateaslongasfiftypercentplusoneofthecouncil
(includingatleastfiftypercentoftheexecutiveboard)ispresent.

Theultimatevetopowerrestswiththeprincipal.

ArticleIV:Definitionofmembershipforthegroupqualificationsofmembership
I.

Membersaretobeelectedbythestudentsoftheirclass.Studentswishingtojoin
StudentCouncilmayalsobeadmittedifdeemedsuitablebyamajorityofthe
executiveboardand/ortheadvisor(s).

II.

Membersmustattendallmeetings.
a. Threeunexcusedmeetingsasdeemedbyadvisor(s)resultsinremoval
fromcouncil.
b. Threetardieswillresultinoneabsence.

III.

Membersmustremainacademicallyeligible(prolongedineligibilitymayresultin
dismissalfromcouncilatthediscretionoftheExecutiveBoardandadvisor(s)).

IV.

Membersmustfollowschooldisciplinecode.

Theelectionofofficers
A. Thetimeandmethodfortheelectionoftheofficerswillbedecidedbythe
advisor(s)andthePresident.

B. Allcandidatesshouldhaveatleast1yearofexperienceonStudent
Councilbeforerunningforanofficerposition.ThePresidentandFirst
VicePresidentshouldhaveatleast2yearsexperience.
C. TheSecondVicePresident,Secretary,andTreasurershouldhaveatleast
1yearofexperience.
D. Ifapprovedbytheadvisor(s)andthePresident,theraceforPresidentand
FirstVicePresidentmaybeonerace.Thecandidatewiththehighestvote
countwillbenamedPresident.Thecandidatewiththesecondhighestwill
benamedFirstVicePresident.
E. Ifanofficerpositionbecomesvacantatsomepointduringtheschoolyear,
membersmayapplyforthepositionasdictatedbytheadvisor(s)andthe
restoftheExecutiveBoard.
F. Anyvacantpositioncanbefilledbythemostqualifiedcandidate/member
asdeemedbytheadvisor(s).
G. Qualificationsforcandidacyinclude:Mustbepassingallclassesattimeof
election,mustfilloutanapplication,andmusthavebeenonStudent
Councilthepreviousyear.
H. IfyouhavebeendismissedfromStudentCouncilyouareprohibitedtorun
foranexecutiveboardpositionforthedurationofyourhighschoolcareer.
I. Iftherearenocandidateswhohavetherequiredexperiencesomeonewith
lessexperiencemaybechosen.

Theelectionofmembers
A. Thetimeandmethodfortheelectionofthememberswillbedecidedby
theadvisor(s)andthePresident.Thisshouldhappenwithintwoweeksof

theelectionoftheofficersunlesscertaincircumstancesarisethatmake
thisimpossible.
B. Qualificationsforcandidacyinclude:Allmembersmustbepassingall
classesatthetimeofelectionandmustfilloutanapplication.Ifrunning
foranexecutiveposition,studentsmustnothavebeendismissedfrom
StudentCouncilthepreviousyear.

Theappointmentofcommitteechairmen
A. ThechairmenwillbeappointedbyajointdecisionbetweentheExecutive
Boardandadvisor(s).

ArticleVI:Procedureforthedismissalofinadequatemembers
I.

Inorderforamembertomakeamotiontodismissanothermembertheymust
writeoutthemotiongivingspecificreasonsforthedismissal.
A. Atwothirdsvotebythecouncilmustbeachievedinorderforthemotion
tocarry.
B. Thismustbedeemedalegitimatereasonbytheprincipalandthe
advisor(s).

meetingsintheeventthatPresidentcannotattend.Inthiscase,the
FirstVicePresidentwillnotbeavotingmemberofthebody.
3. TheFirstVicePresidentwillpresideovertheTeacher
AppreciationCommittee.
4. TheFirstVicePresidentwillberesponsiblefortakingminutesin
theeventthattheSecretaryisabsent.
5. TheFirstVicePresidentwillchairadhoccommitteesasthe
Presidentoradvisor(s)deemsnecessary.

6. TheFirstVicePresidentwillassistthePresidentinattemptingto
attendallcommitteemeetingsandwillreporttothePresident.
C. TheSecondVicePresident
1. TheSecondVicePresidentwillbeinchargeofcorrespondence
thatinvolvesconventionsforthestateanddistrict.
2. TheSecondVicePresidentwillpresideoverthemeetingsinthe
eventthePresidentandFirstVicePresidentareabsent.
3. TheSecondVicePresidentwilltakeminutesintheeventthatthe
SecretaryandFirstVicePresidentareabsent.
4. TheSecondVicePresidentwillhelpmanagesocialmediasites
andotherformsofcommunication.
D. TheSecretary
1. TheSecretarywilltakeminutesatthemeetings.Theseminutes
willincludeallbusinessthatisdiscussed,thevotesthataretaken,
andthedecisionsthataremade.Theywillalsoincludecommittee
reporthighlightsandpointsofinformationgivenbytheadvisor(s).
2. TheSecretarywilltypeuptheminutes.
3. TheSecretarywillcopytheminutestothewebsitewithinfivedays
ofthemeeting.
4. TheSecretarywillpresideoverthecouncilmeetingsiftheabove
membersarenotinattendance.
E. TheTreasurer
1. TheTreasurerwillpresideovertheFundraisingCommittee.

2. TheTreasurerwillkeeptrackofthemoneythatisgainedand
dispersedbytheStudentCouncil.
3. TheTreasurersreportwillalwayscontaintheamountofmoney
thatexistsinourStudentCouncilaccount(s).
4. TheTreasurerwillreconcilethebudgetwiththeofficesrecordof
thebudget.
5. TheTreasurerwillpresideovertheStudentCouncilmeetingsifthe
abovemembersarenotinattendance.

ArticleIX:Descriptionofstandingcommitteesandprovisionsfortheformationof
specialcommitteesastheneedarises

StandingCommittees
A. TheCharityCommitteewillbechairedbytheCharityCommittee
Chairperson.Themaingoalofthiscommitteeistoorganizecharitable
actsthattheStudentCouncilcanparticipateinandruntheCannedFood
Drive.

B. TheConstitutionCommitteewillbechairedbythePresident.Thegoalof
thiscommitteeistomakethenecessarychangestotheconstitutionandto
discussatleasttwochangestoourstandingconstitutioneveryyear.
C. TheFundraisingCommitteewillbechairedbytheTreasurer.Thegoalof
thiscommitteeistoraisefundssothattheStudentCouncilcanfunction
properlyandefficiently.
D. TheTeacherAppreciationCommitteewillbechairedbytheFirstVice
President.Thegoalofthiscommitteewillbetoshowappreciationtothe
teachersatleastfivetimesayear.
E. ThePublicityCommitteewillmaintainconnectionsbetweenthecouncil
andthecommunity.Thegoalofthiscommitteeistokeepthecommunity
uptodateoncouncilhappenings.
F. TheCommunicationsCommitteewillinformtheschoolofcouncil
activities.Thegoalofthiscommitteeistoallowtheschooltobeawareof
councilmatters.

TheExecutiveBoardwillappointregularmemberstotheirrespectedcommittee

ArticleX:Ratifyingandamendingtheconstitution
I.

TheconstitutionmustberatifiedarticlebyarticlebytheStudentCouncilbya
twothirdsvote.

II.

Theprincipalandadvisor(s)mustapprovetheamendmentstotheconstitution.

ThePresident,theadvisor(s),andPrincipalmustallthesignthecompleted
constitution.

IV.

Inordertomakeanamendmenttotheconstitution,awrittenformmustbesentto
theConstitutionCommittee.IftheConstitutionCommitteepassesthis
amendmentitisthensenttothewholeStudentCouncilwhereatwothirdsvote
mustbeachievedtopass.

TheIlliniBluffsStudentCouncilConstitutionwasratifiedbya22to0vote
January22,2007.ThisamendedconstitutionwasratifiedonMarch11,2015.The
signaturesbelowapprovethisamendedconstitution.
