often used when referring to
individuals with emotional or
behavioral disorders (Garguilo,
p. 285)
Emotional or behavioral
disorder is defined as a chronic
condition characterized by
behaviors that significantly
different from age norms and
community standards to a
degree that educational
performance is adversely
affected (Garguilo, p. 283)
