troduced the following joint resolution; which was referred to the Com-
mittee on the Judiciary

JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States regarding presidential election voting rights for
residents of all United States territories and common-
wealths.

3 That the following article is proposed as an amendment
4 to the Constitution of the United States, which shall be
5 valid to all intents and purposes as part of the Constitu-
6 tion when ratified by the legislatures of three-fourths of

1 ‘‘ARTICLE —
2 ‘‘SECTION 1. The right of citizens of the United
3 States to vote in the election for President and Vice Presi-
4 dent shall not be denied or abridged by the United States
5 or by any State on account of residency in a territory or
6 commonwealth of the United States.
7 ‘‘SECTION 2. The Congress shall have power to en-
8 force this article by appropriate legislation.’’.
