‫قالت الشبكة العربية لمعلومات حقوق اإلنسان اليوم أنھا تنظر بانزعاج شديد إلي قيام السلطات اإلماراتية بحجب موقع منتدى الحوار اإلماراتي منذ ‪7‬‬
‫فبراير الحالي وھو ما يؤكد من جديد زيف ما تدعيه الحكومة اإلماراتية أنھا ال تحجب سوي المواقع اإلباحية فقط‬

‫قالت إدارة منتدى الحوار في رسالة إلي الشبكة العربية لمعلومات حقوق اإلنسان إن ھيئة تنظيم االتصاالت )اإلمارات( أبلغت العديد ممن استفسر عن سر‬
‫عدم القدرة على الوصول إلى موقع "الحوار اإلماراتي"داخل دولة اإلمارات “أن الموقع ليس محجوباً وإنما ھناك خللٌ فني‪ ،‬وطلبت أن يقوم أصحاب الموقع‬
‫بالتواصل معھا لمعالجة الخلل‪ ،‬ثم ما أن قام الفريق بالتواصل معھا حتى تملصت من الرد أوالً و رمت الكرة في ملعب شركتي االستضافة )اتصاالت ‪،‬‬
‫دو(‪ ،‬بالرغم من أن الھيئة طلبت في البداية أن يتم التواصل معھا وليس مع أي من الشركتين المزودتين للخدمة‪ ،‬ومن المعلوم أن االتصال لإلنترنت‬
‫)بروكسي اإلمارات( خاضع لھيئة تنظيم االتصاالت و ليس لشركتي االتصاالت‪ .‬عالوة على ذلك‪ ،‬لم تقم ھيئة تنظيم االتصاالت بإعطاء الشركة المستضيفة‬
‫أي معلومات لالتصال بالشركة المزودة بالخدمة‪.‬‬

‫وأضافت الشبكة العربية لمعلومات حقوق اإلنسان إن دولة اإلمارات تمثل واحدة من النماذج الصارخة في التضارب بين الشعارات والواقع حيث تشجع‬
‫المواطنين علي استخدام االنترنت وفي الوقت نفسه تقوم بممارسة أنواع عديدة من الحظر المكثف علي آالف المواقع علي الشبكة الدولية ‪ -‬وھي المواقع‬
‫التي تعتبرھا السلطة غير مرغوبة ألسباب دينية وثقافية وسياسية أحيانا ‪ -‬وتأتي ھذه المراقبة كجزء من المناخ الذي يحكم عمل اإلعالم التقليدي داخل دولة‬
‫اإلمارات‪.‬‬

‫تطالب الشبكة العربية لمعلومات لحقوق اإلنسان الحكومة اإلماراتية بتنفيذ وعودھا باحترام حرية الرأي والتعبير ‪ ،‬وتنبه الشبكة من ان المنھج الحالي يھدد‬
‫برفع اإلمارات من قائمة الدول التي تسعى للدفاع عن حرية التعبير و كفالة حق المواطنين في استخدام االنترنت‪ ،‬حيث بدأت ممارساتھا تسير علي العكس‬
‫‪.‬من الخطابات التجديدية والوعود التي تقطعھا علي نفسھا في المحافل الدولية باحترام ھذه الحقوق‬

‫‪The Arabic Network for Human Rights Information said, today, it was seriously disturbed by the blocking of the Emeriti‬‬
‫‪forum , Montada AlHewar. UAE authorities have been blocking the site since 7/2/2010, in a clear revocation of the‬‬
‫‪allegations that only pornographic sites are blocked in UAE.‬‬

‫‪In a letter to ANHRI, The forum administration said that the Telecommunications Regulatory Authority in UAE informed the‬‬
‫‪many users who reported not being able to access the site, that the site is not blocked but is undergoing technical difficulties.‬‬
‫‪TRA requested that the forum technical support staff would contact them to fix the problem.‬‬

‫‪When the forum support staff contacted TRA, the authority denied responsibility and pointed out the ISPs ,Itisalat and Du, as‬‬
‫‪being in charge of the problem although TRA requested the forum to contact them in the first place.‬‬

‫‪It is also known the company ,Proxy Emarat, is an affiliate of TRA not to any ISP. In addition , TRA did not provide any‬‬
‫‪useful information to Itisalat or Du in order to fix the problem with the forum staff.‬‬

‫‪The Arabic Network for Human Rights Information added that UAE is one of the examples of the barefaced inconsistencies‬‬
‫‪between rhetoric and reality . The government encourages people to use internet with one hand and blocks thousands of sites‬‬

with the other for allegedly being unfavorable for religious, cultural or sometimes political reasons. Yet, blocking internet
sites is rather consistent with the prevailing climate of restriction that controls media work in UAE.

The Arabic Network for Human Rights Information calls on UAE to carry out its commitments and respect freedom of
expression. ANHRI stresses that the current governmental attitude might lead to lifting UAE name from the list of countries
that are consistent in defending freedom of expression and providing for citizens' right to internet access. UAE practices are
at odds with the reform rhetoric and the official promises made at international forums to respect these rights.
