ITEM- 6

SPECIFICATION FOR DIESEL GENERATING SET

SPECIFICATION POH/DB/15/DG Set


(Ref: SPECIFICATION NO. COFMOW/IR//DG Set-2007)
Important Note:
a) Suppliers are required to give clause wise comments, confirming compliance
non-compliance Deviation etc. to avoid back references. Offers are likely to
be ignored in case of non-compliance of these instructions.
b) Suppliers are required to give details of the leading parameters as per
schedule. All the information as per annexure “A”, “B” & “C” to schedule-I
shall be submitted along with the offers.
c) Clause wise comments to General specification (Electrical) as per schedule-II
and technical particulars as per Ann. “A”, “B” & “C” to schedule-II shall also be
submitted along with the offers.
d) Clause wise comments to General characteristics as per schedule-III shall be
submitted along with the offer.
1. PURPOSE FOR WHICH REQUIRED AND CAPABILITY
1.1 This requirement is for 2 nos. diesel generating sets of 250 KVA capacity for
meeting the standby requirements of electric supply at POH work shop.
2. DESCRIPTION AND SCOPE OF SUPPLY
2.1 Supply, installation and commissioning of 250 KVA DG sets on turnkey basis.
2.1.1 The DG set conforming to IE Act 1910 and IE rules with leading parameters
as per Schedule-I shall have basic design features as given at para 3 below
and shall have general electrical design features as per Schedule II.
2.1.2 The work involves supply installations, testing and commissioning of 250 KVA
DG set complete in all respects as per specification enclosed.
2.1.3 The work also involve designing and construction of foundation by firm
including fixing of fuel piping, exhaust gas system and the connected civil
engineering works involved during the erection i.e., breaking of walls,
providing opening of exhaust piping, breaking of flooring, cabling with
finishing touch etc.
2.2 The DG set when fully installed and commissioned shall be completely
functional and deliver rated output as per BS: 5514. The technical details of
the engine as per Sch.I duly filled in shall be submitted as part of the offer.
2.1 The DG set shall be capable of continuous working up to an ambient of 50
degree C and 98% humidity.
2.4 The DG set shall include -
1. Diesel Engine
2. Silencer unit in the exhaust circuit
3. Fuel tank with fuel piping
4. Governor
5. Alternator
6. Control panel

2. Concomitant Accessories
2.5.1 The set shall be accompanied by following accessories whose cost shall be
included in the basic price of the unit.
Acoustic enclosure -1 No. / each
Auto-main failure panel (AMF) unit complete with voltage -1 No. / each
sensing unit & time relay and battery charger
2.6 Optional Accessories -DELETED
2.6.1 Deleted
2.7 The total value of the offer will include –
(i) The cost of basic machine
(ii) The cost of the concomitant accessories according to tender

(iii) Cost of any other offered accessory treated as concomitant accessory,
in addition to other factors, like applicable duties and taxes, insurance,
freight, installation and commissioning, training etc.
3. BASIC DESIGN FEATURES
The general characteristics of the machine shall be as per Schedule-III.
General electrical design shall conform to Schedule-II.
3.1 Specific Characteristics
3.1.1 The Generating set shall be complete with accessories auxiliaries, acoustic
enclosure and control panel etc. Any equipment not specifically mentioned
in the specification but essential for completeness of the equipment, shall be
supplied. The DG set offered shall be fitted with equipment of reputed
manufacturers and liberally designed to ensure reliable and satisfactory
performance. The DG set shall be equipped with Diesel Engine of
Cummins/Ashok Leyland/ Greaves/Perkins make and Alternators of
KEC/Stamford/KEL/CGL make.
3.2 Rated Power Output
3.2.1 The Diesel Generating set shall be capable of delivering continuously on (24
hours basis) and shall be rated for prime power duty as per ISO-8528.
3.2.2 The output available from Diesel Engine under site conditions given in
clause 2.3 should also be specified.
3.3 Diesel Engine
3.3.1 The Diesel Engine conforming to BS-5514 / ISO-3046 (Latest) shall be cold
start, vertical direct injection, 4 stroke cycle, water cooled radiator, electric
battery start, directly coupled to the alternator on a combination base plate
through a flexible coupling. The Engine shall be required to operate on
Diesel fuel oil grade A to IS: 1460.
3.3.2 The Engine shall be complete with accessories and protective devices
including following:
3.3.2.1 Heavy-duty air filters
3.3.2.2 Radiator
3.3.2.3 Radiator fan with guard and accessories
3.3.2.4 Lube oil and fuel oil filters and by pass facilities
3.3.2.5 Fuel injection equipment with electronic Governor
3.3.2.6 Engine speed control unit
3.3.2.7 Turbo Charger

3.3.2.8 Lube oil Sump


3.3.2.9 Thermostat with by pass facilities
3.3.2.10 Flywheel unit complete with safety guard
3.3.2.11 Exhaust silencer
3.3.2.12 Lube oil cooler and water pump
3.3.2.13 Lube oil heaters
3.3.2.14 Corrosion resistor / chemical dozer / corrosion inhibitor
3.3.2.15 Self start unit with dynamo & battery of adequate capacity
3.3.2.16 Dry type air cleaner with vacuum indicator
3.3.2.17 Engine Control Panel Comprising Of Following:
3.3.2.17.1 Oil pressure gauge
3.3.2.17.2 Water temperature gauge
3.3.2.17.3 Ammeter
3.3.2.17.4 RPM indicator
3.3.2.15.5 Push button start with key switch.
3.4 Silencer Unit
3.4.1 Suitable provision of flanges etc. shall be made in the exhaust air system for
mounting silencer unit. The supply of domestic type of silencer to reduce
noise level to maximum extent is preferred. Maximum noise level of 75 db
when measured at a distance of 1 meter is acceptable. The bidder should
provide acoustic enclosures to achieve the desired noise level and give
detailed technical particulars of the acoustic enclosure including the material
being used etc.
3.4.2 Stack height of the exhaust pipe should be as per Central Pollution Control
Board norms (height of the building + 4.5 mtrs.).
3.5 Emission related parameters
3.5.1 Emission of the exhaust gas should be in accordance with Central Pollution
Control Board norms and should meet EU stage-II Emission norms.
3.6 Fuel Tank
3.6.1 A Fuel Tank along with suitable level gauge and necessary pipeline for
holding fuel oil sufficient for 12-hour capacity shall be provided subject to
maximum 990 ltrs. The fuel pipe (10 meter long) shall be designed so as to
be free from leakage and air loss.
3.7 Governor
3.7.1 Engine shall be supplied with inbuilt electronic governor to maintain Engine
speeds within the rated speed under varying load conditions. The Governor
shall confirm to Class A-I or G3 as per BS 5514 / ISO-8528.
3.8 Alternator
3.8.1 Alternator conforming to IS-4722 with + 2.5% voltage regulation under all load
conditions shall be of self exciting, self regulating type in SPDP enclosure
and suitable for 415 volt, 3 phase 4 wire 50 HZ, AC system. The neutral point
shall be brought out.

3.9 Control Panel


3.9.1 The following control devices and equipments shall be suitably housed in
the control panel cubical with minimum 14 SWG MS sheet conforming to
provisions of IE rules 1910 and easy accessibility for repairs in IP 54
enclosure.
3.9.1.1 Voltmeter conforming to IS: 1248 with 4-way selector switch of AE/MECO
make.
3.9.1.2 Ammeter conforming to IS 1248 (latest) with 3 CTs and 4-way selector
switch of AE/MECO make.
3.9.1.3 Frequency meter of AE/MECO make.
3.9.1.4 Mode selector switch (4 way) of KAYCEE/SALZER make (applicable for
AMF panel only).
3.9.1.5 Push button for engine start/stop/acknowledge/reset.
3.9.1.6 2 Nos. 4-pole draw-out type ACB for DG set and Mains of L&T/GE
Power/CGL/Schnider/ Siemens make of capacity as under :
For 250 KVA : 630 Amps. ACB with CT ratio 400 / 5 Amp.
3.9.1.7 Safety control trip including Audio alarm for low lube oil, high coolant
temperature engine over speed and DG set failed to start feature.
3.9.1.8 Bus bar of suitable rating.
3.9.1.9 Main power cable PVC insulated, sheathed, armoured with aluminium
conductors of following sizes conforming to IS 1554 (Pt.I) 1976 from
engine to AMF panel. The approximate total length of the cable required
would be 10 mtrs. per run. Size of the cable proposed to be used may be
specified in the offer but shall not be less than as mentioned below :
For 250 KVA : 3 ½ Core cable of 185 sq.mm of 2 runs (total length 20
mtrs.)
3.9.1.10 KW meter of AE/MECO make.
3.9.1.11 KWH meter of Simco/Universal/Jaipur/Havells make.
3.9.1.12 Power factor meter of AE/MECO make.
3.9.1.13 Set of indication lamps.

3.10 Battery Charger


3.10.1 The battery charger of reputed make shall be provided with maintenance free
lead acid batteries of Exide/Amron make. Provision of voltmeter ammeter,
trickle/boost charging with on/off switch and pilot lamp.
3.11 Anti Vibration Mounting
3.11.1 The mountings of the DG set shall be liberally designed and shall be either of
Dunlop/Polybond/Resistoflex make.
3.12 Auto-main failure panel
3.12.1 This panel shall be in IP-54 enclosure and 2 mm thick mild steel sheet with
wiring circuit diagram affixed inside the cubical on the front-hinged panel.
3.12.2 The DG set shall start automatically normally within 10 seconds of the main
supply failure and restoration of main supply shall stop within 3 minutes after
making changeover from DG set to main supply. However, it should
positively start within three attempts and starting time should not exceed 30
seconds. The panel shall be capable of starting DG set in the event of
voltages below the specified values. The AMF panel shall be complete with
auto shifting of load facilities and the panel shall include the following :
(i) Status indications lines for load on mains, load on DG set, low lube oil
pressure, high coolant temperature and DG set failed to start.
(ii) DC control relay and timer for start/stop/three attempt start feature.
(iii) Provision should be made to operate the DG sets both in auto mode
and manual mode.
4.0 COLOUR
4.1 The machine and its accessories shall be painted in Apple Green
Colour No. 281 to IS:5-1978 (If any specific colour code
standardised by BIS is available, the same be given
