The Influene of Room Layout to The Quality of Life


In West Jakarta

Abstract. Jakarta is the capital city of Indonesia. However, Jakarta has a very small area compared to the other cities in Indonesia.
This is because many Indonesian people do urbanization. From the point of view of the physical environment, the increasing number
of people would be a burden for the environment. An increasing number of people, would make the residental area to be very minimal
so many people in Jakarta use the public places as their home, this may cause a decline in the quality of the environment. One area
that reflects the bad environment affects the lower quality of life in the area of West Jakarta. This research was conducted to
determine the room layout and the quality of life in West Jakarta. The sample of this research was West Jakarta villagers who have a
family card and the local government officials. The sample were taken randomly, from 87 families elected 72 families. Data collection
is done with questionnaires conducted over several days. Data collection conducted by the researchers who came to the West Jakarta
directly. Data analysis is done by analyzing the results of a questionnaire to be filled by the residents. The results of the data analysis
showed that each respondent has a different quality of life. The results of the research shows that the room layout and the quality of
life in West Jakarta can be said as bad. It is expected that the related agency can provide a solution for people who live in that area,
with their average quality of life and room layout that is not good.

A. INTRODUCTION
There are many problems that occur in our country. One of
them is the issue of population and inadequate area, especially in
Jakarta, where the capital city has a population of about
9,607,787, the number of 4,870,938 men and 4,736,849 women
at the end of 2010. According to the Head of dept, in 2011,
Jakarta's population had reached 12.1 million. This amount is

almost approaching the allowable population of 12.5 million.


Though the number was to be achieved by 2030. If we do not
control urbanization, before 2030, Jakarta's population could
exceed 12.5 million. One area that reflect the bad environment
affects the lower quality of life is in West Jakarta. In this area,
fire was happened oftenly. Based on the data collected in the
January 2012, West Jakarta area is 127,11 km2, with the

population of 2,260,341 people, and the density of 17,782,56


people/ km2.
Dwidjoseputro (1994) stated, that in terms of political
ecology and the Government of Indonesia, the distribution of
population in our country need to be set, for example, should not
be too dense in certain areas, and almost empty in the other
areas. But the number of people in Jakarta continues to increase
with the number of factors and one of them is urbanization.
Urbanization led to ever greater number of people to be absorbed
and accommodated by the cities in Indonesia on the present and
future. If this continues to happen while the residence area is
minimal, many people in Jakarta will use public facilities as their
home. Among the many who made the houses on the edge of the
railroad tracks, on the outskirts of the river, under another bridge,
and some are building a house with a stick house with another
house. This is not in line with the spatial planning in the area.

B. THE DEFINITION OF ROOM LAYOUT


According to Abidin Kusno, room layout is not just about the
physical looks from the area, but also affecting the area identity.
Both individually or collectively. Implementing the room layout
program is not easy. Because, we need to determine every aspect.
So, the town layout needs to be harmonious, consistent, and
balance.

Bad settlement environment


Bad settlement is the environment of human life without
basic facilities occupancy ( clean water , a sewage system , green
space as a place of play of children , basic education facilities ,
and food stalls place the sale of food needs colloquial ) .Namely
basic needs of humans to collectively .Thus , then a residential
areas which consists of the permanent buildings and fancy
( housing real estate , flats but had no basic facilities occupancy
required to serve a certain amount of the population , can be
classed on bad residential areas.

C. THE QUALITY OF LIFE OF HUMAN RESOURCES


Quality of life is a state or level of a person's life, both
physical and nonphysical. The physical aspects is about someone
physical level. While the non-physical aspects is about someone
mental level. In addition to knowing the circumstances and the
level of a person's life, we should determined a criteria. The
criteria for measuring the quality of life it is a necessity, which is
the minimum requirement needed someone to be able to sustain
life, and some other needs perceived by the society in which they
are located.
Each individual has a different quality of life depends on how
they react to their problems. If they handle it positively, it will
enhance their quality of life, but if they handle it negatively it
will worsen their quality of life. To determine the quality of the
population in Indonesia we used the Human Development Index,
known as the Human Development Index (HDI). HDI was
developed by the United Nations Development Programme

(UNDP), in order to measure the success of a country's


development. HDI is processed based on three things: longevity,
knowledge and standard of living of a nation. Thirdly it is
translated into the three indicators, namely; level of education,
health and economy. HDI is shown in a scale 0-1, which
approaches a value of 1 indicates the quality of the population,
the better. HDI value close to 0 indicates the quality of the
population is getting worse. The quality of human resources is
high, will be able to increase work productivity high. Low
quality resources will produce low productivity.

1. Education Level
Qualified human resources is absolutely necessary in the
development in the field of education. Education is an
investment. With advanced education, we can facilitate the
public to receive updates. Renewal means to bring about change
in development. The causes of the low level of education in our
country, among others, infrastructure and facilities have not been
evenly distributed, per capita income is so low that many
children drop out of school. Therefore, the government needs to
do development in the field of education, such as the
construction of educational facilities. Increasing compulsory
education from nine years to twelve years. Eradicating illiteracy,
and promote the program package A, B and C. The increase in
scholarships for economically disadvantaged students. Factors
that affect a person's education, are:
a. Ages
b. Jobs
c. Economic Status
d. Social Cultures
e. Environment

Health Level
The quality of human resources can be measured by the level
of population health. Therefore, the government needs to provide
health services, so that all walks of life gets easy and inexpensive
services, evenly. Healthy people strong country. Thus the life
expectancy can be increased. Life expectancy is a number that
describes a person's estimate of life expectancy from birth to
death. Besides, with good health can be reduced infant mortality,
the population can be improved nutrition. The infant mortality
rate is an indicator of the health of the population.
Hendrik L.Blum propose a model of the public health system.
According H.L.Blum there are four factors that play a role in
determining the level or the health of a community. These factors
are environmental, behavioral, health services, and offspring.

Economic Level
Gross domestic Product is the average income per person in a
year. The gross domestic product can be used as a measure of
quality of the population, especially with regard to welfare.

Gross domestic product associated with purchasing power to


meet their needs. Indonesians gross domestic product is still
relatively low compared with other countries.

D. THE CORRELATION BETWEEN ROOM LAYOUT


AND THE QUALITY OF LIFE IN WEST JAKARTA

The room layout is very bad, with the percentage of 34,5%.


The quality of life is determined by:
a. Very bad economy, with the percentage of 24.94%
b. Bad education level, with the percentage of 43.6%
c. Bad health level, with the percentage of 51.09%

Bad room layout affecting the quality of
life. Well arranged room layout means a better quality of life.
In contrary, bad room layout means a worse quality of life.
So, there is a correlation between room layout and the quality
of life.
However, the government should change or repair the West
Jakartas room layout, to enhance the quality of life in the
future, and to make Indonesia became a wonderful place to
visit. Also to increase the Indonesians health level, economic
level, and educational level.
