Implementing the Contract No.001/LEP-LPG-TAB dated March 12, 2014 relating to design, supply of materials for execution and installation of LPG technology system and fire-fighting system for Hiroshima Energy Supply Plant in the extended Dong Van Industrial Zone, Duy Tien District, Ha Nam Province. On March 15, 2015, Tan An Binh Ltd., Co. had completed the installation of the whole LPG filling and extraction system and the fire-fighting system in accordance with the signed contract and together with the main Contractor had organized to take over and hand over the works to the Owner to put into operation. Since March 15, 2015 until now, during the time of trial run of the LPG filling afd) extraction system, our Tan An Binh Ltd., Co. have regularly sent our engineers to work ig the plant, co-operating with the Owner's staff to assist in operating the system a participate in training the operation of the system, as well as dealing with the technica problems arising during operation. During the time of trial run of the LPG filling-extractor system, after receiving the infromation about the inaccuracy and unstable operation of the extrators, Tan An Binh Co. invited Mr. Choi Bo Yeol — Chairman of Korea Meter Company to Vietnam for his direct check and installation, calibration of all 06 filling machine and the production data storage software system (POS). Up to now, all filling-extractors have been installed, calibrated and operated stably. ‘The LPG weight filled into the bottles was stable, meeting requirements under the legal regulations on measurement in Vietnam. Data updated to the computer via POS software was equivalent to that showed in the filling machine. ‘The main reasons that resulted in the unstable operation of the filling machine are due to: = During the process of transporting them from the manufacturing plant (Korea) to the works and during the process of installing them in the works, there was, faced with chatters that resulting in loosening the connections of some signal cables between equipment of the machine. - The residual filter system on the pipe has not been cleaned and discharged residues that affects the LPG flow and the set-up of the free falling weight. - The primary mainboard (PCB) was not compatible with the data tracking software that leading to the update on production data from the filling machine to the computer to be untrue. Measures carried out in the Plant were as follows: 1TAN AN BINH COMPANY ELMITED No, Nn Thi Dinh Sec, tng Hoa War, Ca Gay Dist Ha Fax: (F844) 38371386 Website: ww sah om. - Checked the whole mechanical system of the machine, re-calibrated the accuracy of the load cell, re-setup the standard weight (Zero setting) for the machine, replaced the loose signal cables and connection points, cleaned the whole residual filter system of the filling machine. - Replaced all 06 primary mainboards (PCB) and updated the vision of the data tracking software (POS) to be suitable with the new mainboards (PCB). The issues needed to carry out during the process of usage of the filling machine are as follows: - Regular cleaning the residual filter system to ensure the stable flow. - Periodic checking the connectors in PCB to ensure close connection and stable and accurate data transmission. - Frequent use the standard 20kg balancer to check the accuracy of the electronic balance at the filling machine. - Do not use Internet for the computer installed with production data tracking software (POS) to avoid the viruses may destroy the software. While working at the plant, Mr. Choi Bo Yeol also instructed the plant's staff the method of usage and operation of the filling machine, actions to fill LPG into cylinders and the method of usage of POS software for managing data during production. The Plant’s technical staff have understood and proficently used the method of setup and adjustment of the working mode of the filling machine, as well as proficently used the <>) productive data management sofware via computers. “e So, to now, the operation ofthe whole LPG technology system and the fire-fighting i” system of the Plant was stable and met technical requirements.
