Is this something that needs to piggy back on Digital India to succeed?

Digital India aims to provide the much needed thrust to the nine pillars of growth areas,
namely Broadband Highways, Universal Access to Mobile Connectivity, Public Internet
Access Programme, e-Governance: Reforming Government through Technology, e-Kranti Electronic Delivery of Services, Information for All, Electronics Manufacturing, IT for Jobs
and Early Harvest Programmes.
The focus to provide universal access to mobile connectivity is necessary for m-learning, thus
it requires successful implementation of Digital India. Furthermore, the renewed focus of the
government on NPTEL (National Programme on Technology Enhanced Learning) would also
be a step in the right direction with respect to m-learning and technology enabled learning in
large.

10. What would an m-learning roadmap look like? What would we do first and what
would follow? What would be the prerequisites to making the implementation of this
roadmap?
To implement an m-learning ecosystem in the nation, the following actions need to be taken:

Formation of core team and identification of partners


Policy formulation by government
Survey before commencement of pilot project to test proficiency of students and
teachers
Develop strategy and relevant content
Training of teachers
Development of training institutes and implantation team to scale up the project
