atthetimeofredemptionofgoldundertheGoldBondScheme.

TheUnionCabinetapprovedanadditionaldearnessallowance(DA)ofsixpercentforcentralgovernmentemployees
fromJuly1,whichhasnowbeenraisedto119percentofbasicpayascomparedto113percentearlier.
Thishikewillbenefit50lakhgovernmentemployeesand56lakhpensioners.
FDIinWhiteLabelATMs
TheUnionCabinetalsopermitted100percentFDIundertheautomaticrouteforwhitelabelATMoperations.
Thisdecisionwilleaseandexpediteforeigninvestmentinflowsintheactivityandthusgiveafilliptothe
governmentsefforttopromotefinancialinclusioninthecountry,includingthePradhanMantriJanDhanYojna.

2.NationalOffshoreWindEnergyPolicy
TheUnionCabinethasgivenitsapprovaltotheNationalOffshoreWindEnergyPolicy.
Withthisapproval,theMinistryofNew&RenewableEnergy(MNRE)hasbeenauthorizedastheNodalMinistry
foruseofoffshoreareaswithintheExclusiveEconomicZone(EEZ)ofthecountryand
NationalInstituteofWindEnergy(NIWE)hasbeenauthorizedastheNodalAgencyfordevelopmentofoffshore
windenergyinthecountryandtocarryoutallocationofoffshorewindenergyblocks,coordinationandalliedfunctions
withrelatedministriesandagencies.
Theapprovalpaveswayforoffshorewindenergydevelopmentincluding,settingupofoffshorewindpowerprojects

Preliminaryassessmentsalongthe7600kmlongIndiancoastlinehaveindicatedprospectsofdevelopmentof
offshorewindpower.
WiththeintroductionoftheNationalOffshoreWindEnergyPolicy,theGovernmentisattemptingtoreplicatethe
successoftheonshorewindpowerdevelopmentintheoffshorewindpowerdevelopment.Indiahasachieved
significantsuccessintheonshorewindpowerdevelopment,withover23GWofwindenergycapacityalready
installedandgeneratingpower.
Thepolicywillprovidealevelplayingfieldtoallinvestors/beneficiaries,domesticandinternational.Alltheprocesses
wouldbecarriedoutinatransparentmannerbyNIWE.
Thedevelopmentwouldhelpthecountryinmovingforwardtowardsattainingenergysecurityandachievementofthe
NationalActionPlanonClimateChange(NAPCC)targets.
Toincreaseenergysecurityanddiversifysupplyreliancebeyondcoal,hydro,nuclear,andnaturalgas,Indiawantsto
expanditsrenewablepowercapacityto175GWby2022,including100GWofsolar,60GWofwindpower,10GW
ofbiomass,and5GWofsmallhydropower.Thecountryscurrentinstalledrenewablecapacitystandsat34GW.

3.SouthAsianSubRegionalDrugFocalPoint
TheNarcoticsControlBureauisorganizingtheSubRegionalDrugFocalPointMeetingandDrugDemand
Reduction(DDR)ExpertGroupConsultation,SouthAsiaundertheColomboPlanDrugAdvisoryProgramme
(CPDAP)from9thto11thSeptember,2015.
TheUnionHomeMinisterShriRajnathSinghwillbetheChiefGuestonthisoccasion.
About40delegatesfromvariousparticipatingcountriesnamelyAfghanistan,Bangladesh,Bhutan,India,Iran,
Maldives,Nepal,SriLankaandobservercountriesnamelyUSAandMyanmarareexpectedtoparticipateinthe
meeting.
UnitedNationsOfficeonDrugsandCrime(UNODC)representativefromRegionalOfficeforSouthAsia,NewDelhi
willalsoparticipateinthismeeting.
ThemainobjectiveofthemeetingistoreviewtheprogressoftheDrugDemandandSupplyReductionactivitiesin
theregion.

MrMukherjeepraisedISROforscriptingspacehistoryonSeptember24,2014bysuccessfullyplacingtheMars

IndiaistheonlycountryintheworldtoachievethisfeatinitsfirstattemptandISROthefourthspaceagency

DiwasandChiefMinisterHarishRawatin2014officiallydeclaredSeptember9asHimalayaDiwasadaywhich

IndiaandIndonesiahavesignedapactforrepatriationofeachotherswantedprisonersandcooperateinallcriminal

UnionMinistryofHomeAffairshasissuedanofficialgazettenotificationforserviceorexecutionofsummonsor
warrantinrelationtocriminalmattersinbothcountries.

thepresentleveloftradeat$400milliondidnotreflectthetruedepthofengagementbetweenthetwocountries.It
