Nations Unies telles que UN Term. Lobjectif tait de fournir les termes les plus reconnus de la langue arabe
utiliss dans un domaine qui est parfois trs technique et reste relativement nouveau dans la rgion.
Pour sa structure, ce lexique privilgie la langue arabe et les entres suivent lordre alphabtique arabe. Les
termes sont classs selon lordre des lettres et non pas sur la base de la racine des mots. Pour le chapitre
de la lettre, Alef , les termes ont t classs en trois groupes, en commenant par , suivi de et
enfin de .
Le lexique a t cr grce un outil dcriture collaborative innovant adapt pour rpondre aux besoins
de ce projet. Ce logiciel en ligne a permis aux auteurs, rviseurs, traducteurs et diteurs dinsrer leurs
contributions simultanment partir des diffrents pays.
Nous esprons que cette premire tentative de cration dun ouvrage de rfrence pouvant tre utilis dans
toute la rgion arabe sera suivie par dautres ditions qui viendront lamliorer, tendre sa porte gographique
et lenrichir.

PRFACE
Bienvenue dans le premier Lexique arabe de terminologie lectorale. Cet ouvrage est le rsultat dun travail
conjoint du Projet rgional lectoral du Bureau rgional pour les tats arabes du Programme des Nations
Unies pour le dveloppement (PNUD) et du projet Renforcement du processus dmocratique en gypte. Ce
lexique a galement bnfici de lappui des projets du PNUD dAssistance lectorale en Irak, en Jordanie,
au Liban, en Libye, en Palestine, en Tunisie et au Ymen.
Comprenant 481 entres, ce lexique est un ouvrage de rfrence en arabe, anglais et franais. Lobjectif est de
toujours proposer une seconde langue de rfrence dans toute la rgion arabe, y compris dans le Maghreb et
dans certains autres pays o le franais est la seconde langue. Le but est de prsenter des dfinitions claires
et prcises des principaux termes utiliss dans le domaine lectoral. On constate de nombreuses diffrences
en matire dexprience et de pratique lectorale dans la rgion arabe, ainsi que de nombreuses variations
linguistiques dun pays lautre entre les termes utiliss pour dcrire ou voquer divers lments ou aspects
du processus. Ce projet prsente les termes les plus frquemment utiliss tout en rpertoriant les variations
linguistiques en langue arabe dans les huit pays participant au projet. Ainsi, cet ouvrage vise faciliter les
communications et les changes dinformation sur les lections et les pratiques lectorales.
Pour atteindre cet objectif, le texte a t systmatiquement revu par un spcialiste du domaine lectoral dans
chacun des huit pays. Ils ont fourni des commentaires sur leur comprhension des termes et des dfinitions
ainsi que sur les variations dans la langue arabe locale. Le projet a en outre organis des ateliers pour
examiner, discuter et dbattre des termes et de leurs dfinitions avec des experts et des reprsentants des
autorits lectorales en gypte, en Jordanie, au Liban, en Irak, en Palestine et en Tunisie.
Ce ouvrage est conu pour tre utilis par des professionnels de ladministration lectorale, dautres parties
prenantes dans le processus lectoral, y compris des membres des pouvoirs lgislatifs, judiciaires et excutifs,
du gouvernement, des organisations de la socit civile, des groupes dobservateurs, des partis politiques,
des mdias, des universits et par toute autre personne qui porte un intrt aux lections et au renforcement
de la dmocratie. Il vise faciliter la comprhension des termes et des concepts lectoraux et permettre
une utilisation prcise et correcte de la terminologie dans les discussions, les ngociations et la rdaction de
documents, y compris des textes juridiques.
Les dfinitions qui figurent dans cet ouvrage ont t puises dans des ressources lectorales reconnues et
elles refltent les pratiques et standards internationaux. Le projet sest galement bas sur un certain nombre
de glossaires et de sources lectorales ainsi que des bases de donnes linguistiques au sein du systme des

this project. This web-based software allowed the authors, reviewers, translators and editors to input their
contributions simultaneously from the various countries.
We hope that this first edition of the lexicon will be a useful resource that can be used across the Arab
region. We welcome any comments and suggestions to enrich it, so that future editions can further enrich

PREFACE
Welcome to the first edition of the Arabic Lexicon electoral terminology in Arabic, English and French. This
work is the product of a cooperative undertaking by the UNDP Regional Election project of the Regional
Bureau of Arab States, the Strengthening of the Democratic Process in Egypt and the UNDP electoral
assistance projects in Iraq, Jordan, Lebanon, Libya, Palestine, Tunisia and Yemen.
With 481 entries, this is a tri-lingual work of reference in Arabic, English and French, to ensure it can be
used across the Arab world, including in the Maghreb where French is the second language. The objective
is to provide clear and accurate explanations of key terms in the field of elections. Electoral practice and
experience vary widely across the Arab speaking world and different terms are used in different countries
to refer to the same concepts or activities in the electoral process. This publication has attempted to provide
the most widely accepted terms and capture regional language variations in the eight participating countries.
The aim is to help in communications and the exchange of information on electoral issues and practices.
The initial draft lexicon was systematically reviewed by an election practitioner in each of the eight countries
who provided input on their understanding of the terms and definitions as well as local language variations.
The draft was further reviewed, discussed and debated in workshops with election experts and electoral
authorities in Egypt, Jordan, Lebanon, Iraq, Palestine and Tunisia.
This work is designed for use by election administration professionals, other stakeholders in the electoral
process including members of the national legislative, judiciary and executive branches of government, civil
society organisations, observer groups, political parties, the media, universities and all those with an interest
in elections and democracy building. It seeks to facilitate an understanding of electoral terms and allow
precise and correct usage in discussions, negotiations and the drafting of documents including legal texts.
The lexicon builds on a number of glossaries and electoral sources as well as linguistic databases within the
UN system such as UN Term. The aim was to provide the most accepted Arabic language terms used in a
field that is at times very technical and remains relatively new in the region. The lexicon reviewers and the
national workshop participants added the regional variations.
The lexicon is Arabic-driven and the entries follow the order of the Arabic alphabet. The terms are ordered
according to the sequence of letters in each word instead of their roots. For the chapter Alef , terms have
been ordered in three groups: first , second and third .
