I would like to gratefully acknowledge the encouragement and support of my thesis supervisor, Dr.

Peter Woolstencroft. It is safe to say that his efforts led to a substantially better document, and I
appreciate the time and effort spent reading and helping with the revision process.
I would also like to thank Dr. Robert Williams, who acted as my second reader; his comments
allowed me to clarify some of my thinking on a number of technical issues.
Special thanks also go to a number of different people. To Richard Goette and Jacalyn Duffin: thank
you for your comments made during the editing process. I would also like to thank Sadan Mankikar
and Dusanka DAtri at Canadian Blood Services, who both encouraged me and provided an
opportunity to pursue my M.A. Without them, this project would almost certainly not been possible.
To my many colleagues at Canadian Blood Services: thank you for your support and for listening
during my many monologues about federalism and governance issues.
Finally, I would like to thank my wife, Lori. Your love and support helped make completion of this
thesis possible. For your many thoughtful words of encouragement; for understanding when I tied up
the computer for all hours of the night; and just for being there when I needed you, thank you.
