Milpitas High School

Program for English Learners

The Program for English Learners serves students who are not yet fluent in one or more domains of the English
language: Speaking, Listening, Reading, or Writing. These students come from varied language backgrounds and
cultural experiences, and are encouraged to continue developing their primary language skills in order to become
fully bilingual. English Learners are placed in appropriate English Language Development (ELD) and Specially
Designed Academic Instruction in English (SDAIE) classes based on language ability, academic ability, and grade
level. The Program Coordinator creates an individual plan for each student ensuring access to the core
curriculum. Students may also be placed in mainstream classes with certified teachers using SDAIE strategies and
differentiated instruction. EL students are able to simultaneously complete graduation requirements and A-G
requirements while participating in the Program for English Learners. Students move through levels at their own
pace and are encouraged to attend summer school for enrichment in order to accelerate the acquisition of English.
Students who have been in U.S. schools for more than four years are considered Long Term English Learners
(LTEL) and additional interventions have been put into place to help them reach fluency and exit the program.
