SEMINAR 4: Paying For Development

In preparation for this weeks class, I would like you to do some research on
the epidemic and its aftermath and consider the following questions:

What do you think is the best way to finance the affected countries
and communities to help manage the aftermath of the epidemic and
make sure it doesnt happen again? For example, you could suggest:
o Budget support
o Project support
o Sector Wide Approaches
o Microfinance
o Conditional or unconditional cash transfers
o Technical assistance
o Foreign direct investment
o Public private partnerships
Try to think about the problem from different points of view:
o How would your answer change depending on which theory of
development you start out from?
o How would a donor governments answer be different from an
international NGOs/a local NGOs/a recipient government or
community leaders/a private companys answer?
What are the pros and cons of the different approaches? What are the
risks?
What sorts of intervention are possible depending on the approach to
financing?
Who benefits, who loses and who decides?

As usual, I will put some resources on Moodle and Facebook to help you, but
I would also like you to research more widely about the affected area and
possible approaches.
In the seminar, you will be assigned a particular position or role and you will
have to imagine how that person or organisation would finance their
response to the aftermath of the epidemic.
