R/o arrived along with several other officers; we entered the Church and located several adult victims. Officers cleared the building and searched for a suspect, Scene was secured and EMS was called in forthe victims, ‘See supplemental reports. J (#43) Supervisor Review Date/Time: 06/21/2015 19:25:41, Sunday Contact Reference: Supplemental Report (On 6/171/15 at pprox. 2100 hours R/O was dispatched to 110 Calhoun St., Emanuel AME Church in reference to a possible shooting. R/O arrived and on scene and made sure a proper perimeter was established. R/O then entered the church and located 9 victims lying on the floor throughout the downstairs area. All of the victims had sustained multiple gunshots. At the time of my arrival only two of the Victims were still alive. ‘She gave R/O the following description of the suspect (W-M, approx. sandy blond hair, groy rshir, lack jeans), R/O turned these two witnesses over to CCD Officer Auer and she escorted them out of the building and to a safe location at the Holiday Inn across the street, R/O then gave the description of the suspect over the radio to all CPD units and requested EMS, R/O attempted tho render aid to one of the Vietim’s a B-M approx 30 yoa, but he died while T was attending to him, EMS then arrived on scene and checked all of the victims and located one B-M with vital signs, ‘The B-M was taken to MUSC by EMS. R/O and Officer Henderson then made forced entry into the office area of the church and located an older B-F and yonger B-F hiding under a desk. ‘They were escorted out of the scene and to the Holiday Inn by Officer Auer. ‘The inside of the building was then cleared two more times by CPD Officers and then secured. R/O stood by on scene until relieved. Lites responded to 110 Calhoun Street in reference to shots fired. Upon arriving, R/Os made contact with individuals within the church who stated that a white male had entered the church through the back door of the church and started shooting several people. They further advised that the suspect fled out the backdoor of the church and headed in an unknown direction. R/O aided in establishing an inner perimeter and evacuating the witness out of the area. Once inner perimeter security was established EMS and other medical personnel artived and rendered aid to the victims. ‘The incident was recorded on R/O"s body camera. Upon arrival on scene, R/O and several officers made entry into the church due to the possibility of an active shooter. When R/O and other officers entered the church we observed several parties inside the church that appeared to be gunshot victims. R/O began to clear the church to assure that the shooter was no longer in the building. R/O, Ofe. Delaney, Set. Knoiss, PPO Stewart, Sgt. Hurteau and MPO Winters cleared the inside of the building, After clearing the building, R/O asked for EMS to enter the building to assess the victims, R/O began to further secure the crime scene. (1844) Supervisor Review Date/Time: 06/18/2015 18:29:18, Thursday Contacts Reference: Supplemental Report ‘On 6/17/15 at approximately 2108 hours I, SPO ‘Thom, responded to 110 Calhoun St in reference to a shooting that had just occurred. As Tarrived on scene it was determined that the offender had fled the building out of the tear door. T immediately brought CPD patrol K9 Orrie to the last known location of the offender to start a track. Topened the rear door so that I could start K9 Orrie from the inside of the rear door where the offender would have had to touch in order to exit the building, K9 Orrie circled the rear parking lot maltiple times with no obvious changes in behavior to indicate that he was detecting the offender's human odor. At this time T began (o move with K9 Orie through the parking lot along with Ofe. Lupisetta and Newcomb cleating vehicles in the lot as we went, Once the parking lot was cleared we moved (o Henrietta St and began to clear the other parking lot and yards in the area. K9 Orrie showed significant interest at the gate into the construction site of the old Federal Building. We were able to gain access to the construction site on the Charlotte St side and cleared the construction site. All containers and equipment checked clear, AMI doors leading to the interior of the building were closed and padlocked with no signs of tampering, We then cleared the crawl space under the building that was accessible, All areas checked clear, Atthis time due to the extensive foot traffic and contamination in the area coupled with the heat and K9 Orrie*s body temperature I stopped the search with the K9 and returned to the scene for further directions. J. Harvill) responded to the incident location in reference to a shooting that had just occurred. Upon atrival, myself and Det. Burckhardt entered the scene along with numerous EMS and Fire Personnel and observed numerous victims within the building. Not knowing at the time whether or not the suspect was still on scene, Sgt. Kneiss directed responding officers to set up a perimeter around the incident location, secure the scene, and stop all pedestrian/vehicle traffic from coming in the area. After noting numerous victims on scene and having to secure the scene due to the potential of the suspect still being at large, Det. Burckhardt was notified by Sgt. Kniess that several witnesses had been relocated to 125 Calhoun St (Courtyard Marriot Hotel), It should be noted that Officers Delaney and Henderson first identified the witnesses and had escorted them to the hotel so that they could speak with responding detectives. Det. Burckhardt and I then responded to the hotel at which time we were notified by Officers Christensen and Dean that two witnesses as well as a juvenile were seperated within one of the conference rooms. (1415) Supervisor Review Date / Time: 06/19/2015 02:08:52, Friday Contact: Reference: Supplemental Report Incident type: Marder Incident date: 06-17-2015 at approximately 2.106 hours Incident Local: 110 Calhoun St, Charleston, SC 29445 Case # 15-10152 On 06-17-2015 at approximately 2106 hours R/O, A, Delaney, was patrolling in the area of Marion Square near King St/Calhoun St, R/O and all surrounding officers were dispatched to shots fired at 110 Calhoun St. R/O ran code to this location, exited his vehicle, and approached the building from the front (Calhoun side). At this time with a probable active shooter situation, R/O and PO Henderson entered the building with weapons drawn. At this time R/O and PO Henderson entered into a large room with fold out tables and chairs. R/O observed several parties lying, prostrate on the ground with large amounts of blood on their clothes and person. R/O observed two black females, one about 9-12 years old, the other elderly. Henderson via radio informed dispatch of the scene. ‘As the room was being secured R/O observed a black male at the fect of the elderly black woman previously mentioned, R/O observed the black male had ferson fished securing the room, 4a ‘At this time Sgt, Kniess came on scene, the physically unharmed individuals where secured outside of the building, and scene was called in as safe for EMS. M, (688) Date Time: 06/19/2015 09:14:31, Friday Supervisor: FARRELL, P.M, (688) Supervisor Review Date / Time: 06/19/2015 10:10:27, Friday Contacts Reference: Supplemental Report On 6/17/15 at approx. 2150 hours VO artived on scene at 110 Calhoun Street in reference to the shooting incident. /O met with Major Broughton who directed 1/0 to stage all detectives in a single location to be dispatched to Jocations/witnesses at the scene as needed. V/O then staged the Detectives on scene in front of Buist Academy on Calhoun Street, The detectives on scene at that time were Kosarko, English, Tuttle, Harvill, Jarell, Krasowski, Burckhardt, and Holmes. ‘At2210 hours 1/O was ditected to contact the Consolidated Dispatch Center (CDC) and set up a reverse 911 for the area around the scene, 1/O contacted the supervisor at CDC and a message was crafted in which residents were instructed to stay indoors and lock their doors and contact 911 if they noted suspicious parties around their location. Residents were also given a description of the suspect, a wim approx. 21 YOA wearing a gray shirt and jeans. ‘At 2300 hours 1/0 was asked to respond the crime scone and meet with our Crime Scene Personnel regarding having the FBI Forensic Unit respond and assist with processing. I advised Crime Scene Teach Wiersma of this information. Chief Mullen also responded and the decision was made to hold off on processing the scene until the FBI Evidence Response ‘Team could get to the location, VO then assisted with the setup of the Mobile Command Post before eventually responding to the MEOC where #0 remained for the rest of the event, I/O worked to assist the CIU personnel and the Commanders. ‘After the offender, Dylann Roof was identified and family megbers were being contacted to attempt to gather intelligence and locate the offender, Iwas asked to speak laa, is the offender's tncle. He indicated that he did not know his whereabouts and fe was WIT igators, VO arranged for him to meet with investigators at the James Island Presbyterian Church, After the capture of the subject was confirmed, VO assisted with breaking down the MEOC. I spoke with the call taker who advised the caller had a calm tone except when she asked about the bomb, The caller advised the bomb was in a plastic container, like a toolbox, with handles, There was no background noise on the call and the caller said his name was poor advised the phone call was made to the admin line and they did immediately capture the number used. ‘This information was provided to SLED who continued to work the lead.
