    Possible causes:
    SCTP link
    IP Path
    OM channel
    SCTP link
    SCTP Link fault
    SCTP Link congestion
    SCTP Link unavailable or available only in one direction
    SCTP Link abnormal
    SOLVE: trace SCTP messages to diagnose
    IP path
    S1 interface is normal and cells are successfully activated, but UEs can
    not attach to the network
    UEs can attach to the network but cannot set up bearers of some QoS clas
    s identifiers
    IP route is incorrectly configured or IP path parameters are incorrectly
    configured
    O&M Channel
    O&M Channel unavailability or interrupted
