Response to Inquiry Concerning Geographic Service Availability From


Planned Parenthood Health Centers

We are writing in response to your inquiry concerning the publicly funded contraceptive
services offered by health centers operated by Planned Parenthood affiliates. In order to
respond, we conducted special tabulations of existing Guttmacher data from 2010; tables
detailing these tabulations are attached, and key points are highlighted below.
Planned Parenthood health centers serve a considerable proportion of all clients obtaining
contraceptive care from safety-net family planning health centers. 1

Nationally, 36% of the 6.7 million women receiving contraceptive care from
safety-net family planning health centers in 2010 were served at Planned
Parenthood centers (table 1).

In 18 states, Planned Parenthood health centers serve more than 40% of women
obtaining contraceptive care from a safety-net family planning health center (table
1).

In 11 of those 18 states, Planned Parenthood serves more than half the women
obtaining contraceptive care from a safety-net health center (table 1).

Planned Parenthood health centers are located in 491 U.S. counties, and in about one in
five counties where there is some type of safety-net family planning center. A majority of
all women who need publicly supported contraceptive services live in these counties
(tables 14).1

Of the 3,146 U.S. counties, 2,587 (82%) have at least one safety-net family
planning center (table 1).

In the counties in which they are located, Planned Parenthood health centers serve a
considerable proportion of all safety-net clients.
o In 332 counties with a Planned Parenthood health center (68% of counties
with a Planned Parenthood site), Planned Parenthood serves at least half the
women obtaining publicly supported contraceptive services from a safetynet health center (table 2).
o In 103 counties with a Planned Parenthood health center (21% of counties
with a Planned Parenthood site), Planned Parenthood serves all of the
women obtaining publicly supported contraceptive services from a safetynet health center (table 2).

12 million (64%) of the 19 million women in need of publicly supported


contraceptive services (see Key Definitions, below) live in the 491 counties with a
Planned Parenthood health center (table 3).

30% of all women in need of publicly supported contraceptive services live in the
332 counties where Planned Parenthood health centers serve the majority of women
who obtain publicly supported contraceptive care from a safety-net health center
(table 4).

Planned Parenthood health centers serve a greater share of safety-net contraceptive clients
than do any other types of providers. 2

Although Planned Parenthood health centers comprise 10% of publicly supported


safety-net family planning centers, they serve 36% of clients who obtain publicly
supported contraceptive services from such centers.

By contrast, centers operated by health departments serve 27% of safety-net


contraceptive clients, FQHCs serve 16%, sites operated by hospitals serve 8% and
sites operated by other agencies serve 13%.

On average, Planned Parenthood health centers serve many more contraceptive clients per
year than do other types of safety-net providers. 3

Planned Parenthood health centers serve an average of 2,950 contraceptive clients


per year.

By contrast, each year, centers operated by hospitals serve an average of 770


contraceptive clients, health departments serve an average of 750, FQHCs serve
330 and centers operated by other types of agencies serve 680.

Planned Parenthood health centers facilitate access to services. They offer a much broader
range of contraceptive methods than do sites operated by other types of agencies, and are
more likely to provide oral contraceptive supplies and refills on site. They are also more
likely to offer same-day appointments and have shorter wait times for women to get into
care. 4

91% of Planned Parenthood health centers offer at least 10 of 13 reversible


contraceptive methods; by contrast, between 48% and 53% of sites operated by
other types of agencies offer at least 10 of 13 reversible methods.

92% of Planned Parenthood health centers and 86% of health department sites offer
oral contraceptive supplies and refills on-site; 37% and 55% of sites operated by
FQHCs and other types of agencies, respectively, offer oral contraceptives on site.

63% of Planned Parenthood health centers offer same-day appointments; between


30% and 40% of sites operated by other types of agencies offer same-day
appointments.

The average wait for an appointment at a Planned Parenthood health center is 1.8
days; the average wait at sites operated by other types of agencies is between 5.3
and 6.8 days.

Key Definitions:
Women in Need of Contraceptive Services and Supplies
Women are defined as in need of contraceptive services and supplies during a given year if
they are aged 1344 and meet the following criteria:

they are sexually active; that is, they have ever had vaginal intercourse;
they are fecund, meaning that neither they nor their partner have been contraceptively
sterilized, and they do not believe that they are infecund for any other reason; and
during at least part of the year, they are neither intentionally pregnant nor trying to
become pregnant.

Women in Need of Publicly Supported Services


Women are defined as in need of publicly supported contraceptive services and
supplies if they meet the above criteria and have a family income below 250% of the
federal poverty level. In addition, all women younger than 20 who are need of
contraceptive services, regardless of family income level, are assumed to need publicly
funded care because of their heightened needfor reasons of confidentialityto
obtain care without depending on their familys resources or private insurance.
