APP2014/0961 CONSTRUCTION METHOD STATEMENT FOR WARBURTONS LTD PROJECT NEW SHEET AND CUT LINE BUILDING BURNLEY BAKERY BILLINGTON ROAD INDUSTRIAL ESTATE BURNLEY BB11 5BW ( 26 FEB 201 \ SCOPE OF WORKS The project comprises the demolition of an existing vehicle maintenance unit, the formation of a temporary contractors/visitors car park. Construction of a new sheet and cut line building, link corridor and associated out buildings. The works also include the construction of a new fuel station, vehicle wash and road layout. In the latter stages of the project the contractor car park will be upgraded to a permanent car par and the existing Warburton’s staff / visitors car park will be upgraded to a lorry park. WORKS UNDERTAKEN BY SPECIALIST SUBCONTRACTORS UNDER SEPARATE METHOD STATEMENTS * Demolition of VMU © Site strip and bulk excavation © Piling Groundworks * Steel erection © =Mezz floors * Cladding Internal finishing trades © Plant fit out © Silo installation * Fuel and vehicle wash installation PREPARATORY WORKS Works willcommence on site on the 19" February 2014. Initially whilst setting up compound fences we will be working under the jurisdiction of Warburton’s and a full Warburton site induction will be required by all contractors and HCL management. Demolition of the VMU will be our first task to create parking for all future contractors. PARKING AND COMPOUND ARRANGEMENTS On completion of the demolition of the VMU the ground will be graded off and the area used to site the welfare compound and contractor/visitor parking. Warburton’s will retain the use of the existing car park to the front of reception, and have made alternate arrangements for parking vans off site. The demolition contractor will park his vans with the barriers of his designated demolition area LOADING AND UNLOADING OF PLANT AND MATERIALS All plant and materials will be unloaded/loaded with in the designated fenced area hereafter referred to as the “site” where the construction of the sheet and cut line building will be taking place. Standing on the back of open flatbeds will be strictly prohibited with out appropriate fall protection in place (refer to relevant subcontractor MS). The confines of the site do not lend themselves to a one way system once piling starts and vehicles will be required to do a three point turn to exit the site in forwards direction, when this occurs a competent banks man will be in attendance. All wagons fitted with a hi-hab will be required to comply with LOLAR. STORAGE OF PLANT AND MATERIALS USED IN THE CONSTRUCTION Materials will be stored on site as close to their place of use as possible and in an orderable fashion. Pedestrian walkways and vehicle routes will be segregated and marked out with appropriate barriers. Lay down areas will be set out for trades such as steel work and cladding and suitably fenced off. No flammable materials will be stored near boundary fencing or existing buildings. Storage of flammable materials in and around new buildings under construction will be strictly monitored and controlled. Plant will be stored on site in an orderable fashion. Keys will be removed and isolators if fitted will be activated. Fuel for plant will be housed in double skinned bunded tank. ERECTION AND MAINTENANCE OF SECURITY HOARDING The site is with in Warburton’s bakery premise which already has its own permanent palisade security fence around the full perimeter which will remain Warburton’s responsibility to maintain. Access on to the premise is either via a controlled electrically operated barrier if in a vehicle or pedestrian gate if on foot. Heras fencing will segregate the site and the welfare compound form the rest of the bakery and will be checked daily to ensure its integrity. Pedestrian and vehicle access gates will be incorporated with in the heras fencing WHEEL WASH ARRANGEMENTS. A drive through wheel wash will be provided for the duration of the bulk muck shift, piling, steel erection, and early ground works after these operations it’s envisaged that a wheel wash won't be required as we enter the dryer months and dust becomes more of an issue. The need for a wheel wash will be monitored as the works progress and it period on site extended or reduced accordingly. CONTROLLING THE EMISSIONSOF DUST AND DIRT DURING CONSTRUCTION Dust arising from the ground prevalent in dry spells and generated by wind and plant traversing the site will be controlled by spraying water over the ground from a water bowser towed behind a dumper. Dust generated by site works will be controlled by suitable water suppressant or vacuum system attached to the appropriate piece of plant. DETAILS OF WORKING HOURS The general operating hours of the site will be between 7.30am and 5.30pm Monday to Friday. This may increase to 7.30am — 7.30pm when Warburton’s direct fit out contractors commence. DELIVERY REGIME FOR MATERIALS & PLANT TO SITE Deliveries to site will be arranged between the hours of 8.00am 5.00pm Monday to Friday. On entering Warburton’s premise deliveries will follow warburtons designated traffic system to site, All drivers will report to the site office prior to entering the site. { METHOD STATEMENT Warburtons Bakery - Sheet and Cut Building | i i j { Prior to starting on site, we will seek to meet with the Client and his professional team in order to confirm our full understanding of the project constraints and the objectives of all stakeholders. Through this consultative process, we will respond through the further development of @ robust, comprehensive and purposeful Construction Method Statement and Construction Phase Health and Safety Plan which will be the roadmap for the project going forward. ‘The Method Statement will be an important management tool and will set out certain key actions, milestones and events against which we will continually monitor performance in order to ensure the success of the project as it evolves. In addition and in close collaboration we will develop a detailed and comprehensive Site Traffic Management, Plan which will address all transport access and safety related issues resulting from aur presence on site. We have visited site during the tender period and involved specfalist sub-contractors in our early appraisal of the project, and we set out below our initial construction strategy which may be refined, amended and developed in conjunction with Haynes site staff to ensure it meets with their own operating criteria during our tenure on site, Site Establishment Subject to the agreement of the Client, we propose to utilize the area to the South East of the existing Product Despatch area to install our temporary Site Offices and accommodation. Our site set -up will include canteen, drying and messing facilites along with our own site office and a small storage container. Mains water and power will be provided by WBL. Before any works are commenced a full schedule of dilapidations will be prepared in conjunction with the client or his agent, A Heras type fence will be erected adjacent the Eastern boundary of the work area to prevent unauthorized access to the site, Traffic movements to and from the site will be in strict accordance with the Site Traffic Management Pian ‘which will reflect the need to maintain clear vehicular routes for WBL’s Vans and Lorries.. In addition a temporary gate will be installed to the site compound to give access to the site compound area, All visitors and construction personnel will report to the site office where they willbe required to attend a safety induction undertaken by a member of the Hargreaves site team, whereupon they will be provided with details of site rules and restrictions, such as Health and Safety arrangements, First Aid provision, Fire Procedures etc. These rules will also reflect the wider site rules which may be laid down by Warburtons for the site as @ whole. At this point personnel asim “ARGREAVES will be required to produce certificates of competence such CSCS, PASMA, Operators Licences, Test Certificates ete ‘which will be retained by Hargreaves staff for entry into the site records. A visitors book as well as a dally signing in book will be maintained throughout the project, ASite Waste Management Plan and this will be developed by our SHE Manager before any work on site commences. ‘Typically the plan will require that materials such as metal, timber, and general waste etc are segregated prior to removal from site to aid recycling, Quality Assurance We operate a Business Management system which has been accredited with certification to BS EN IS0:9001. The cornerstone of our on site quality management system is “to build It once, and bulld It right’. In order to achieve the exacting standards required for this project we will develop @ detailed and specific inspection ‘and test plan, This document will identify items or elements within the specification which need to be inspected, confirmed and/or verified before the subsequent work activity can commence. We refer to these inspections as hold points and before the following work activity can be commenced, a “cover up notice” must be completed by the sub- contractor in conjunction with our site manager, to confirm that the element of the works about to be covered or completed is completely compliant with the specification. Stakeholders in this process may in addition to the Client officer, ‘Team, include third parties such as the Planning Officer, Building Control or Similarly materials which require testing, certification or inspection are also highlighted in the Inspection and test plan ‘and they too are checked for correctness and the results recorded before the materials are released for incorporation into the works. ‘Any non-compliant materials are “quarantined” in a specially designated area to prevent accidental incorporation into the works pending their removal from sit. Wherever possible mock ups, or samples are obtained or constructed of the standard of material and workmanship required and these are retained on site as a physical reference or datum of the project quality requirements. We will seek always to secure the earliest approval of the proposed detail/finishes by the Client Design Team and sub- contractors will only be appointed once they have demonstrated their ability to produce work in accordance with the ‘mock ups, samples and project specification asim HARGREAVES Site Management and House Keeping Our site management teams actively promote clean and tidy sites as In our experience it enhances safety and productivity, and at the same time reduces waste. This philosophy is applied equally to the work areas as It ls the site ‘compound, Sub-contractors and specialists are actively encouraged to play thelr part in keeping works areas clean and tidy, however if the response is not immediate and effective we carry out the necessary work on their behalf. Similarly should a sub-contractor’s operation be likely to produce excessive levels of noise or dust these are clearly identified during the evaluation of the risk assessments and method statements, a process which is carried out by our site staff prior to any work activity taking place on site. Only when Hargreaves are happy with the proposed control measures is work allowed to commence on site. Before any work is carried out, and in conjunction with the Client team, we will carry out and document a full and detailed schedule of condition within the WP works site demise and its environs. Construction Stage During the Construction Phase of the project our duties will include but may not be limited to: Co-ordination of the works including design and production information, including that produced by specialist, sub-contractors; = Management of Health and Safety including induction of all personnel; Setting Out of the works; ‘= Agree schedule of condition before works commence; = Controi the flow of project information. "Keep full and accurate records; = Employ bona fide sub-contractors, tradesmen and suppliers to carry out the works; = Process sub-contractor and supplier payments; * Arrange for samples and mock ups if required; ‘= Ensure compliance with project specification; + Supervise the works; = Attend meetings with the Client, Design Team and Specialists as necessary; + Monitor progress against the contract programme and take necessary action to avoid delay; "Prepare written progress reports on a regular basis to the design team; "Provide all necessary information for inclusion in a Building Manual if required. acai HARGREAVES Post Contract Stage + Ensure the timely resolution of defects; ‘+ Assist in the preparation of the final accounts; ‘© Ensure appropriate archiving of contract documentation; = Ensure availability of as-built information.
