SenatorsSenatorJesusOrozcointroducedthefollowingresolutionwhichwasreferredtothe
CommitteeonForeignAffairs.
SenateProposal
ResolvedbytheU.S.SenateoftheUnitedStatesofAmerica,thatthefollowingarticleis
proposedasfederallawunderthejurisdictionoftheUntiedStatesofAmerica,enforceableby
Executiveaction.
"BeitenactedbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmericainCongress
assembled,that:"
Section1:FIFAWorldGoverningBodyofInternationalSoccer.
FIFAWorldCupLargestSportingEventintheWorld,heldeveryfouryearsatdifferenthost
nationsbasedonvotingprocessesbyFIFA.
HostNationCountrywhichwinsbiddingprocessandisselectedbyFIFAtorunthenextWorldCup
intheirnation.
StadiumsArenasinwhichtheSoccergamesfortheFIFAWorldCupwillbeplayedat.
Section2:ThisactwilltrytoreevaluatetheFIFAorganizationanditsvaluesandpolicies.Itwillmainly
affecttheprocessbywhichhostnationsoftheWorldCupprecedewiththetournamentanditsregulations.It
willlargelyimpactthelivesofmillionsofpeoplewhoattendtheevents,aswellaspeoplewholiveinthehost
countries.
Section3:Thisactwillbeimplementedintolawandaffectthepoliciesofallcountriesonaglobalscale.
MainlyitwillaffectthehostnationwhoisinchargeofanyfutureWorldCupsprecedingtheWorldCuphosted
byQatarin2022.
Section4:Thisactwillbefundedbythegovernmentsofthecountrieswhoarehostinganyfutureworldcups,it
willsignificantlydecreasethespendingonmostexpendituresbutwillincreasethesafetyprocedurewhichtake
priority.
Section5:PenaltiesofnotfollowingtheactandgoingagainstFIFAandUnitedNationspolicieswilldeemthe
hostcountryunabletocontinuetheiraccommodatingoftheworldcupandwillbestrippedofthehonor,
insteadanewnationwilltakeitsplaceashostsoftheirrespectiveworldcupallocation.
Section6:EnactmentDate:Thislawwillgointoeffectbeforethenextbiddingprocessofthe2026worldcup
onJanuary1st,2016.

A Bill For An Act Entitled: FIFA PHOENIX ACT
In the Senate
Date: November19th, 2015
Senators writing the bill: Jesus Orozco introduced the following resolution which was referred to the Committee on
Foreign Affairs.
Senate Proposal
Resolved by the U.S. Senate of the United States of America, that the following article is proposed as federal law under
the jurisdiction of the United States of America, enforceable by Executive action.
1. Be it enacted by the Senate and House of Representatives of the United States in Congress assembled, that
2. This act will change the rules and regulations of the FIFA organization, as well as any host nations of the FIFA World
Cup starting with the next bid process for the host of the 2026 tournament.
3. Section 1: Explanation of Terminology
4. FIFA World Governing Body of International Soccer.
5.FIFA World Cup Largest Sporting Event in the World, held every four years at different host nations based on voting
processes by FIFA.
6. Host Nation- Country which wins bidding process and is selected by FIFA to run the next World Cup in their nation.
7. Stadiums Arenas in which the Soccer games for the FIFA World Cup will be played at.
8. Section 2: Explanation of what the bill will provide for. . .
9. This bill will change FIFA policies regarding the amount of new stadiums which must be constructed for any future
world cup. It will reduce the current amount of stadiums required to be from 12-16, with the new number of stadiums a
host nation must built to four.
10. With the alarming number of deaths during construction of World Cup Stadiums being too high and unnecessary, a
new set of rules and regulations must be met to ensure the safety and health of all workers. FIFA must create new
guidelines for the construction of these arenas and the host nation must meet all the new guidelines or they will be
stripped of their duties.
11. Stadiums constructed by host nations must not interfere with citizens current living arrangements and they are not
permitted to relocate of remove the homes of people where these stadiums are trying to be built. Instead a host country
must find another locale to construct the stadiums.
12. Any stadiums which no longer see usage or further need after the World Tournament, may be used by citizens
recreationally and will be used as such until no longer needed. When this occurs they will be torn down and the space
which held the stadium maybe used for further services.
13. Construction of stadiums and any other expenses for the tournament may not be taken from any funds regarding
personal health, education, and living from the host nations respective governments.
14. There will also be a policy placed upon FIFA that states no President may run for the candidacy for more than two
terms, so as to not create a monopoly of sorts inside the organization.
15. FIFAs Bidding Process will be completely revaluated so to not discretize or continue a legacy which has been
apparent inside the corporation of corruption and dishonesty. The bidding process will be more closely reviewed and
examined by outside officials from the United Nations and will not allow any forms of bribery or corruption to take place.
16. Due to increases of Ticket Prices, the new guideline will be that no country can charge more than $100 US dollars for
any seat at the stadiums for the World Cup. This price will fluctuate over time depending on inflation but the price will
always be in consideration of the dollar bill amount for 2015.
17. Considering this FIFA is still an organization, and the countries still need to make profit so the minimum price for a
ticket will always be 50 US dollars accommodated to inflation for 2015.
18. Because of the overabundance of spending during the 2010 and 2022 world cup each spending 11 and 220 billion
respectively. There will now be a price limit that countries can spend on the World Cup, it will be set at $3 billion USD and
will be subject to inflation.
19. Any actions of Corruption by FIFA officials will be taken seriously and they will be kicked from the organization and
sent to the correct officials immediately.
20. Section 3: Where would this bill take effect:
21. This bill will be taken into effect at the FIFA origination and its institutions and subdivisions worldwide.
22. It will then govern respectively the host nation of the world cup and must be complied by completely with its
regulations.
23. Section 4: Governing body that will oversee the bill and its duties and how funded
24. The United Nations will be in charge of overseeing the policies taken place upon the FIFA organization.
25. FIFA will be in Charge of host nations complying with new rules of the World Cup tournament.
26. Host Nations will be in charge of overseeing all construction safety rules which have been placed upon them by FIFA.

27. Section 5. Penalty for non-compliance with the legislation:


28. Any FIFA officials who are seen partaking in anything involving corruption or forms of bribery will be handed over to
officials and banned from working at the organization again.
29. Any host nation that does not comply with the rules placed upon them by FIFA will be stripped of hosting rights and
fined a total of $50 million USD, based on inflation this number may change.
31. Section 6: Enactment Date:
32. Bill will be put in to action before the bidding process for the 2026 World Cup and rules and regulations will start with
that country.
