Started with initiative in target area (Sector) high crime , blight, poverty.
Death of a young woman galvanized the City.
Collaboration of organizations for the greater good of the community. Now 300
volunteers can e-mail to list-serve and usually get what you need to respond to a
particular need. Faith-based community involved.
Promise Community.
Data On-Line Real Time access to data. Data sharing between agencies. Real time
data available to public as long as not confidential or involved in ongoing
investigation. Data sharing has resulted in crimes being solved in other jurisdictions
(including other States) as a result of the willingness to share information.
Universal Release Form so organizations are allowed to share client information.
Reduce Crime Reduce Substance Abuse Stabilize Neighborhoods.
Community Response Team
Non-traditional partners.
The Police Department is active with the treatment community. Project Vision offices
are staffed together above the Police Department with personnel assigned (or will
stop by to coordinate) from Police, Domestic Violence, Mental Health, Substance
Abuse, Recovery, Department of Corrections, Housing, Other Law Enforcement
Agencies (ATF, State Police, FBI).
Partners housed together learn the same language, the same trainings, learn about
each others cases, come to know each others clients can provide services across
agencies to achieve the best outcomes for the client and for the neighborhood.
Ice Cream Truck (owned by Rutland PD) Very visible park in front of known
dealers home. Deters dealers, customers, and encourages residents to stop by the
Ice Cream Truck and talk with officers.

Police will approach dealers follow dealers watch dealers. Review with DOC the
top 50 people on probation and parole most likely to reoffend and will keep tabs
on them. Do a better job monitoring with Police and DOC.
Park WalkTalk Police park cruiser and go door to door talking about what is
going on within that neighborhood. What are concerns - problem areas. Interact with
neighbors. Direct officers to go where they can affect the quality of life
Do more with the resources that we already have.
Goal Reduce Burglaries by 50%. Found out if educated people to lock their doors
then burglaries would go down by 50%.
Where is the chaos what is causing the chaos? Get to the heart of the issue. Not
necessarily one
neighborhood, or one building, or one apartment could be
that one person is the root of the problem. Drill down to the real problems. We do
arrest people. This is not a Hug a Thug campaign.
Be kinder than necessary. Appropriate response for the action - if a person off
meds and is acting out does not need to be arrested for disturbing needs to get
meds. Team up with mental health professional to respond to the call so that
appropriate action can be taken.
Housing Needs Assessment Resulted in a $1.25m VCDP award to rehab7 homes
and purchase and demolish 4 homes within the designated area. Improve the
Image of the Neighborhood.
Asked residents to take pictures of their neighborhood. What do the photos say
about how you feel about your neighborhood. Photos are messages about the
neighborhood.
Just say YES. Try not to say No about something new, or non-traditional
approaches to problems.
Dont need more services just need to start talking to and connecting with the
services that are already in place. Utilize the existing resources to the fullest extent
possible.
Use of Force Data provided to the public immediately by incident and location.
Anything more than just a normal application of handcuffs. If has to bend arm
behind back to cuff, if removed tazor, if used tazor and use of force reported
immediately for access by the public.

Private Sector If cant come to the table what can you do to support the
neighborhood. Trash services, block party, etc.
There are tremendous resources within the community that you may not even know
about researchers to help with data analysis, programmers, etc

Not everyone been fully supportive of the program. Cant just arrest everyone. Cant
just have neighborhoods of like-minded individuals. People with substance issues,
mental health issues, living in poverty are our neighbors they are form the
community, live here, and will continue to be here. How can we work together to
achieve the best possible outcomes for the individual and the community.
