ANALYST'S NOTE: House Bill 013 deals with a specific situation in which taxes are paid on money which
is later repaid. It allows for a refundable tax credit to make up for the tax money paid to the state in this
situation.

ANALYSIS: House Bill 013 adds a new section, 63-3029F, to Idaho code to deal with "claim of
right income repayment adjustments." It allows that "subject to the provisions of this section, a
credit against the taxes otherwise due shall be allowed to a taxpayer for a claim of right income
repayment adjustment." According to the bill's fiscal note, this change will ultimately reduce the
amount of money flowing from individuals to government by an estimated $40,000. (+1)
