Constitution of "Terrapin Hackers"

Preamble
We,themembersof"TerrapinHackers,"doherebyestablishthisConstitutioninorderthatourpurposebe
realizedtoitsfullestextent.

Article I - Name
Thenameoftheorganizationwillbe"TerrapinHackers,"henceforthreferredtoas"TerrapinHackers."

Article II - Purpose
"TerrapinHackers"isestablishedfortheexpressedpurposeofeducatingtheUniversityofMaryland
communityinprogrammingandelectronics,andcreatingconnectionsamongstudentsbothatthisuniversity
andotherswishingtopursueentrepreneurialactivities.
"TerrapinHackers"understandsandiscommittedtofulfillingitsresponsibilitiesofabidingbyUniversityof
Maryland,CollegeParkpolicies.

Article III - Membership

MembershipshallbelimitedtopersonsofficiallyconnectedwiththeUniversityofMaryland,CollegeParkas
currentlyenrolledstudents.TobecomeamemberofTerrapinHackers,interestedpersonsmustattendone
organizationalmeetingorhackathontrip.Activevotingmembershipislimitedtocurrentlyregistered
undergraduatestudents.Inaddition,thefollowingrequirementsarenecessarytomaintainactivemembership:
1. Attendanceofatleast40%ofallmeetingsduringagivensemester,orattendanceofatleastone
hackathontrip.
2. TheorganizationdoesnotdiscriminateinviolationoftheUniversitysCodeofEquity,Diversityand
Inclusion(seehttp://www.president.umd.edu/policies/vi100bhtml)orinviolationofUniversitypolicies
(seehttp://www.president.umd.edu/policies/vi105.html)..Theorganization,itsofficersandmembers
mustagreetoabidebyUniversitypoliciesandproceduresandapplicablefederal,stateandlocallaws.

Article IV - Officers
"TerrapinHackers"willbegovernedbythefollowingmeans:
1. AnelectedPresident(orotherdesignatedofficer)willpresideatallmeetingsof"TerrapinHackers."The
Presidentwillmaintainthepowertoappointallcommitteechairpersons,shallpresentallmotionstothe
bodypresent,shallbepresentat90%ofthemeetingsof"TerrapinHackers,andshallactinthe
capacityofanSGAliaison.
2. "TerrapinHackers"shallalsomaintainaVicePresident.TheVicePresident'sdutiesshallbetopreside
atallmeetingsandfunctionsthatthePresidentcannotattend.
3. ClubmembersshallalsoelectaSecretaryTreasurerwhowillhandlealldues,accounts,new
members,ruleobservancesatstatedmeetings,andprotocol.
4. Theroleanddutiesofthefaculty/staffadvisorshallincludeprovidingcounseltotheorganizations
officersandactingasaliaisontothebroaderUniversityofMarylandcommunity.
5. AllofficersofthisorganizationmustbecurrentlyenrolledundergraduatestudentsattheUniversityof

MarylandCollegePark.

Article V - Operations
1. VotingEligibility
a. Thoseundergraduatestudentmembersmeetingallrequirementsofactivemembershipasset
forthinArticleIIIwillbegrantedvotingprivileges.
2. ElectionProcess
a. Allofficersshallbeelectedbyamajorityvoteofeligiblevotingmembersof"TerrapinHackers."
AllelectionswillbeheldonanannualbasisduringthemonthofMaywithatleastoneweeks
noticegivenpriortothemeetingwhereelectionsaretobeheld.Termsofofficeshallbegin
immediatelyuponadjournmentoftheelectionmeeting.
b. ThePresidentwilltakenominationsfromthefloor,thenominationprocessmustbeclosedand
themovementseconded.Thenominatedpartieswillbeallowedtovote.
c. AllvotingshallbedonebysecretballottobecollectedandtabulatedbytheSecretaryTreasurer
andonevotingmemberof"TerrapinHackers,"appointedbytheoutgoingPresident.
3. Removal
a. Anyofficerof"TerrapinHackers"inviolationoftheOrganization'spurposeorconstitutionmaybe
removedfromofficebythefollowingprocess:
b. AwrittenrequestbyatleastthreemembersoftheOrganizationpresentedtoanyExectuive
Boardmember
c. Writtennotificationtotheofficeroftherequest,askingtheofficertobepresentatthenext
meetingandpreparedtospeak.
d. Atwothirds(2/3)majorityvoteofeligiblevotingmemberspresentatthemeetingisnecessary
toremovetheofficer.

Article VI - Finances
"TerrapinHackers"willfinancetheactivitiesitengagesinbythefollowingmeans:
1. Membershipduesappropriateamountsetby"TerrapinHackers".
2. "TerrapinHackers"willsubmitabudgettotheStudentGovernmentAssociationFinanceCommitteeon
anannualbasisandrequestfundingappropriatetotheeffectiveoperationoftheorganizationforeach
year.

Article VII - Amendments

1. Theconstitutionisbindingtoallmembersofthe"TerrapinHackers."Buttheconstitutionisnotbinding
untoitself.
2. Amendmentstotheconstitutionmaybeproposedinwritingbyanyvotingmemberof"TerrapinHackers"
atanymeetingatwhich2/3ofthevotingmembersispresent.
3. Theseamendmentswillbeplacedontheagendaforthenextregularmeetingoftheexecutivecouncilor
otherofficergrouping.
4. Proposedamendmentswillbecomeeffectivefollowingapprovaloftwothirds(2/3)majorityvoteof
activemembers.

Article VIII - Registration Renewal

"TerrapinHackers"willapplytotheStampStudentUnionforregistrationonanannualbasisonemonthafter
"TerrapinHackers's"newofficerelections.

a. AllmeetingswilloccuronaweeklybasisorotherregularbasisatatimeselectedbyTerrapin
