Dear Community Member:
The Hilton Central School District Calendar is not only
a communication tool outlining important events and
information, but also a roadmap for stakeholders in the
community to remain involved and supportive in our students
success. We hope you will continue to participate in some of the
school activities outlined in this calendar during the upcoming
school year.
Student success in the Hilton Schools can be attributed to the work of a
dedicated and talented staff, active parental involvement, and a supportive and
generous community. As an award-winning school district with a tradition of
excellence, Hilton strives to embrace change as a means to improvement. We are
committed to providing a learning experience that responds to individual student
needs and helps each become a self-directed, life-long learner who functions as
a caring, responsible and productive citizen. Our work is guided by research and
the belief that every student is capable of attaining high levels of educational

BOE Meetings
The Board of Education meetings are held
generally the second and fourth Tuesdays of
the month at 7 p.m. in the Board Room of the
District Offices, 225 West Avenue, Hilton,
unless otherwise announced. Board members are
elected to three-year terms and serve without
pay. Elections are held annually at the Budget
Vote in the spring of the year. To become a Board
candidate, nominating petitions may be filed
with the Board Clerk 30 days before the election.
Qualifications to become a candidate for the
Board: a district resident for at least one year prior
to the election and a qualified voter.

Public Comments
The purpose of Board of Education meetings
is for Board members to consider and approve
recommendations by the Superintendent
regarding policy; curriculum; approval of
textbooks; personnel actions (governed by
state rulings protecting the confidentiality of
appointments, promotions, demotions, dismissal
or removal); budget and financial issues; and
other matters. In accordance with the Open
Meetings Law, the Board allows public comment
at meetings. To speak at a Board meeting,
contact the District Clerk prior to the meeting.
Regarding any personnel matters, the speaker's
comments may not include mentioning any
District employee by name. The Board reserves
the right to restrict access for a speaker who does
not comply with District policies and guidelines.
Official minutes are reviewed and approved prior
to posting online. Once approved, minutes and
agendas are posted on the District website

District Attendance Policy


According to NYS Law, children must attend school
between the ages of six and 16 years old. Absence
from school for the following reasons are considered
excusable: illness, death or illness in the family, medical
appointments, impassable roads, religious observances,
quarantine, an approved college visit, take-your-child-towork-day, military obligations, required presence in court,
remedial health treatment, approved cooperative work
programs or other reason approved by Board of Education.
Absences, tardiness or early departure are considered
unexcused if they do not fall in one of the above categories.
Unexcused absences include: family vacation, hunting,
babysitting, hair cut, obtaining learner's permit, road test,
oversleeping. Please inform the school prior to 9 a.m. that
morning if your child will be absent, and send a written
excuse with your child when he or she returns to school
stating the date and reason for the absence. After three
days without an excuse, the student is declared illegally
absent. If a student needs to be excused from school early,
please write an excuse. In grades K-6, the student should
present the excuse to the classroom teacher, and in grades
7-8, to the health aide.
Attendance calls for absent students are conducted through
an automated system. Each day at approximately 10:30 a.m.,
parents are notified by phone.

High School Attendance Policy


Absence: Parents are responsible for calling the
Attendance Office when their child is absent at 585-3921000, ext. 2246. Voice mail is available 24 hours a day.
Please follow up your phone call with a note. Excused
absence is defined as: sickness, medical appointment,
court, funeral, college visit. Unverified absences are
unexcused. Teachers do not have to let students make
up work for unexcused absences. Notify the Attendance
Office of extended absences such as vacations or surgery.
Early Dismissal for Appointments: Contact must be
made between parent/guardian and the Attendance Office
before a student may be dismissed from school. Students
should bring a note to the Attendance Office before
school begins to get a pass to leave. They can then sign
out at the appointed time and meet their ride at the front
of the school. Parents can make arrangements to pick up
their child by calling the Attendance Office. If a student
feels ill and wants to go home early, he/she should go to
the Nurse or Attendance Office to call home.
Tardies (Late): Students who arrive after 7:25 a.m. are
tardy to school and must sign in. Students with a note for
being sick, at a doctor or dentist appointment, or other
excused reason will not be penalized for tardiness.

Annual Notifications
Access to Student Records and Directory Information
governed by FERPA [Family Educational Rights and
Privacy Act]

A parent, guardian, or student over the age of 18 has access


to the school records according to federal law, Family
Educational Rights and Privacy Act of 1974 (FERPA). Any
records maintained by a school district as part of the official
record are available for review by the parent or the student
after age 18. The law also controls sharing of pupil records
with third party individuals or agencies.

Directory Information

The District may release directory information (student


name/address/phone; date/place of birth; grade level;
participation in officially-recognized sports; height and weight
of athletic team members; dates of attendance; major field
of study, degree, honors and awards received; school related
photographs; agency/school previously attended) about
a student without student or parental consent in certain
circumstances. Directory information is information about
the student that would generally not be considered harmful
or an invasion of privacy if disclosed. At the discretion of
the District, directory information may be disclosed in the
case of sports or performing arts programs, news releases or
in connection with educational or extra-curricular activities
or events. Release of directory information is not permitted
if such information is to be used for solicitation, fundraising,
political or commercial purposes. The District publishes this
annual notice in the District Calendar which is mailed to
all students homes. If a parent, guardian or eligible student
does not wish to have some or all of the directory information
described above released without prior consent, he or she
must, in writing, contact the Hilton Central School District,
Census Office, 225 West Ave., Hilton, NY 14468 or the
schools principal within 30 days after publication of this
notice.

Use of Surveillance Cameras in School District

Policy 5634 regulates the use of video surveillance cameras


in school buildings, on school grounds and on school buses
in locations approved by the Superintendent, but not in
bathrooms, locker rooms or changing rooms. All recordings
are sole property of the District.

Child Nutritional Programs

The Hilton Central School District participates in the


National School Lunch Program (NSLP), a federally-assisted
meal program providing nutritionally balanced, low-cost or
free lunches to children each school day. Further information
and applications for the Free/Reduced Price Meals Program
are online at www.hilton.k12.ny.us. Applications are returned
to Hilton Food Service, 400 East Avenue, Hilton, NY 14468.
Food Service purchases apples for use in the Child Nutrition
Program from local growers. For information: 585-392-1000,

Code of Conduct

The Safe School Against Violence in Education (SAVE) and


Section 100.2[1] of the Regulations of the Commissioner of
Education require that each school district adopt a written
policy on school conduct and discipline. The Code of
Conduct is available on the Hilton District website at www.
hilton.k12.ny.us and at every schools main office. The Code
of Conduct applies to all students, school personnel, parents
and other visitors when on school property or attending any
school function.

Asbestos Compliance Report Available

The District maintains Management Plans for each school


building as well as the AHERA Reinspection of the District
which are available for inspection upon request to the
Buildings & Grounds Office at 585-392-1000, ext. 7065.
Emergency Preparedness Written information about basic
emergency response actions are communicated through schools
in accordance with the NYS Commissioner of Education
Regulation 155.13 Emergency Planning. Each school annually
conducts sheltering or evacuation drills with notices in
advance to parents and students. Fire Safety: The annual New
York State Education Dept. Fire Safety Inspections of each
building by the Fire Marshalls are shared with the fire district
officials with all deficiencies cited in the inspection reports
corrected. State-issued Certificates of Occupancy are on
display in the main offices of each building. School Pesticide
Neighbor Notification: In accordance with New York State
Education Dept. Law, public schools must provide written
notification 48 hrs. in advance of application if required. The
District implements integrated pest management; pesticides
are only applied upon express authorization of the District.

Parental Rights regarding Military Recruiters' Access to


Information on HS Students
In compliance with Federal No Child Left Behind Act of 2001
and the National Defense Authorization Act, the District is
permitted to disclose students' names, addresses and telephone
listings to military recruiters. This disclosure is subject to a
parent's written request NOT to disclose such information. If
a parent wishes to opt out of the Districts releasing directory
information to military recruiters, or to any other third-party,
they must give written notice within 30 days after publication
of this notice to the Hilton Central School District, Census
Office, 225 West Ave., Hilton, NY 14468 AND Hilton High
School Registrar, 400 East Ave., Hilton, NY 14468.

Student Privacy

The Protection of Pupil Rights amendment (PPRA) governs


the administration to students of a survey, analysis or
evaluation that concerns protected areas: political affiliations
or beliefs of the student or the students parent/guardian;
mental or psychological problems of the student or the
students family; sexual behavior or attitudes; illegal, antisocial, self-incriminating, or demeaning behavior; critical
appraisals of other individuals with whom respondents have
close family relationships; legally-recognized privileged
relationships such as those of lawyers, physicians, ministers;
religious practices, affiliations, or beliefs of the student or
students parent/guardian; income other than that required
by law to determine eligibility for participation in a program
or for receiving financial assistance under such program.
PPRA also concerns marketing surveys and other areas
of student privacy, parental access to information, and
the administration of certain physical examinations to
minors. The requirements of PPRA do not apply to a survey
administered to a student in accordance with the Individuals
with Disabilities Education Act (IDEA). The rights provided
to parents/guardians under PPRA transfer from the parent/
guardian to the student when the student turns 18 years old
or is an emancipated minor under applicable state law. If a
parent/guardian would like to opt-out of any of the above,
they must contact the Hilton Central School District, Office
of Student Services, 225 West Ave., Hilton, NY 14468 at
585-392-1000, ext. 6055.
