Philippine R&D investments

GERD (Gross Expenditure for R&D) as a percentage of

GDP among Southeast Asian countries

(at the same level as Vietnam and Myanmar)

2002, GERD was 0.15% of GDP

2003, GERD was 0.14% of GDP
2005, GERD was 0.12% of GDP

UNESCOs recommended GERD

In subsequent years, Philippine GDP has grown significantly and GERD has
been estimated also to increase, but GERD as a percentage of GDP has
remained below 0.5%

1986-2014 was not impressive.

2.4%.

Performance of Agriculture for the period

The agriculture sector grew by an average of

(Philippine Statistics Authority

and Business World)

Reasons why research dont reaches the field:

1. Public sector R&D was
disconnected from broader
market developments and
demands.
2. The research,
technology development,
technology transfer, and
technology use sectors had
failed to build lasting
relationships with each
other.

What is Technology Business Incubation?

Technology Business Incubation (TBI) is one of the strategies
identified to promote innovation and technopreneurship for
the countrys socio-economic development in a knowledgebased world economy.

TBIs distinguishing features are:

It is embedded in an
international agricultural
research center.

It focuses on
technology.

It serves a broad spectrum of

clients (small farmers, MSMEs,
& advanced biotech firms).

Technologies, Innovations from

different sectors of agriculture

Benefits
Entrepreneurship development
among start-ups
Facilitate technology transfer for
entrepreneurship
Identify and nurture innovations
from the grass-root level
Provide scope for development of
idea to prototype test-market and
finally product development

Access to market for innovators

and start-ups
Funding support along with
technical, scientific backstopping
and mentoring
Infrastructure like office space,
lab space can be availed at lower
costs

Criteria for TBI to support

a company include:

1. It is a technologybased, agricultural startup.

2. It can work with an enterprise, industry association,
R&D company approach.
3. It offers innovative concepts and proprietary proposals
in agricultural technology.

4. Its owner has financing and the necessary technical

education.
5. It submits a detailed business plan.

the Bhoochetana concept. It has 3

pilot regions Quezon (Luzon),
Samar (Visayas) and Zamboanga
Sibugay (Mindanao).

Entry Point
Assessing the soil health status using the
stratified soil sampling and prepare a GIS
based soil fertility status maps and develop
the Soil Health Cards with specific nutrient
management recommendations.
