Building peace, one deal at a time

The peace process in Myanmar is about changing the status quo. That
means challenging all stakeholders to transform the ongoing conflicts into
peace.
Union Minister U Aung Min, the chief government negotiator, has an
unenviable job because he is tasked with bringing about that change.
Inexperienced and armed only with a presidential order and an
unwavering will to make things right from the beginning, he set out to
traverse a world he, as an old soldier, had never experienced before. For a
former soldier like him, peace is the total opposite of what he was wellversed at making war.
Besides, his world of peacemaking is complex and highly political. The
nationwide ceasefire agreement, for instance, is a legal document that
many people find difficult to understand. He has had to negotiate
constantly, not only with ethnic armed groups but also with his own
government, parliament and the armed forces of Myanmar, who also have
critical stakes in the peace process.
Undaunted, U Aung Min has spent hours, days and months negotiating in
order to secure the final ceasefire agreement. Literally, a total of 1450
days were spent from the day the olive branch was offered to the ethnic
armed groups on August 18, 2011 to the day agreement on the text of
the NCA was finally secured on August 7, 2015.
In due course, some 5000 meetings were organised.
Nonetheless he uses humour and stories to make his point in trying to
explain how the peace process is being implemented and what the NCA
and its contents entail.
He has told many stories, but the story he recently told to his varying
audience in the past few weeks is worth mentioning. It resonates with the
work we have been doing, as I have been unable to find a suitable

analogy to describe what we do.
I do not know how he got wind of the story but it truly illustrates the
manner in which critical deals are cut, and how the process of securing an
agreement or agreements is managed step by step.
The story is called the pauper and the Swiss bank account. It goes like
this.
A pauper wants to marry the beautiful daughter of a wealthy man. But he
has no money, influence or power. He has nothing to offer for her hand in
marriage. He does not even know if the daughter actually likes him. All
that he has in mind is to win her heart. So he approaches a middleman to
seek his advice.
The middleman goes to the rich man and proposes the marriage of her
daughter to the suitor. But the rich man knows the pauper, and recognises
that he has neither money nor prospects. So naturally he rejects the
proposal. But the middleman asks him if he will agree to give his
daughters hand to the poor man if he has a Swiss bank account. The
wealthy man says he will agree to let his daughter wed the poor man if he
actually has a Swiss bank account. In this way, the middleman secures the
agreement of the wealthy man on the condition that the pauper has a
bank account in Switzerland.
The middleman then goes and asks the daughter if she will marry the
pauper. She does not know the pauper so she refuses to marry him. But
the middleman tells her that her father has already agreed her hand in
marriage to the pauper. So being the obedient daughter, she says, I will
marry the pauper if my father has already given his word. In this way, the
middleman secures his second agreement.
Finally, the middleman goes to a Swiss bank. He asks the bank to open a
Swiss bank account in the paupers name. The bank, knowing the pauper
has no money, refuses to open a bank account for the impoverished man.
But the middleman tells the bank that the pauper is going to marry the
beautiful daughter of a very wealthy man and that his prospects are good.
In all likelihood, the pauper can have not only one but many Swiss bank
accounts once he marries the rich mans daughter.
Given the prospect of obtaining a potentially important client, the bank
agrees to open the Swiss bank account for the pauper.
In this way, the middleman secures his third and final agreement to
enable the matrimony of the pauper to the daughter of the wealthy man.
The story is not about what is right or wrong in a peace process; it is also
not about trickery. It is just about creating an enabling environment for
protagonists to come to agreements. It is about making things happen out
of nothing.
Of course, peacemaking needs more than just the brain; the required
strategy needs to be balanced with the ability of the peacemakers to be
able to listen to their hearts.

process to bring about durable peace is just beginning. As we go forward,
the pauper and the Swiss bank account story will remind us of how
important it is to create enabling environments in which concrete
agreements can be made.
