OBJECTIVES This Local Service Standard (LSS) provides direction to Calgary Zone EMS staff when. determining the appropriate use of an Additional Resource. PURPOSE ‘The purpose for an Additional Resource is to provide one uniformed EMS member to facilitate a lights and sirens transport to the hospital, or provide Medical First Response (MFR) back up for additional resources including facilitation of a non-lights and sirens transport to hospital, ‘An Additional Resource can be requested when a crew is dispatched in the last 30 or 60 minutes (depending on location) of their scheduled shift APPLICABILITY This local service standard applies to all Alberta Health Services (AHS) Emergency Medical Services (EMS) Calgary Zone Clinical Operations employees. Calgary Zone employees are responsible to adhere to this LSS when requesting an Additional Resource within the Calgary Zone. DEFINITIONS EMS Back Up means requesting an additional EMS resource to provide one additional EMS practitioner to be used at the primary crew's discretion to facititate a lights and sirens transport to hospital. MER Back Up means requesting a fire or other first response crew to provide additional resources as needed and/ or provide a driver for a non- lights and sirens transport to the hospital. Requesting EMS Backup 1.4 The Calgary Zone EMS practitioners shall a) Determine the need for EMS Backup based on patient presentation and need for lights and sirens transport. b) Request an additional EMS resource through dispatch and clarify whether the additional resource should respond hot or cold. ©) The closest, most appropriate unit (Paramedic Response Unit or Transport Unit) will be dispatched. d) Upon arrival of a PRU as EMS Backup the paramedic shall follow the direction of the on scene providers and either drive to the most appropriate hospital or assist with patient care. The paramedic will ensure that they secure their vehicle, and contact their Supervisor to arrange transport back to their unit. e) Upon arrival of a Transport Unit as EMS Backup one practitioner shall follow the direction of the on scene providers and either drive to the most appropriate hospital or assist with patient care, ) The second member of the backup unit will stay with their unit and drive non- lights and sirens to the hospital, pick up their partner and return to service within fifteen minutes. 9) EMS Backup will not be granted if EMS is in an Orange Alert (Metro) or below targeted SSM cutoff (Suburban/Rural) levels. h) IfEMS backup is unavailable, the crew may request MFR backup and transport cold. 1) Circumstances outside these guidelines must be approved by a field Supervisor. alle Alberta Health f@ Services PROEFEUR Additional Resource Request/ End of Shift Transport Ambulance ‘Rrra T REISE ONE August 6, 2015 PROCEDURES | PAGE lov-cov-mst3] 3 of 5 2. Requesting MFR Backup 2.1 The Calgary Zone EMS practitioner shall: | a) Determine the need for MFR Backup based on patient presentation and local | operational circumstances. b) Request MFR Backup through dispatch and indicate if the backup response is required hot or cold. ©) MFR Back up will assist with patient care in the back of the ambulance or, drive without lights and sirens to the hospital in accordance with the Operating Emergency Medical Services Vehicles policy section 3.1 d) Ifin the crew's discretion, the patient condition warrants a lights and siren transport, an AHS EMS employee must drive or have Field Supervisor Approval. ¢) IfEMS requires an ambulance driven to the hospital by non-EMS personnel, the non-EMS personnel must have a valid Class 1, 2 or 4 licence and permission of an EMS practitioner. Itis the responsibility of the AHS EMS ‘employee to verbally ensure the driver has the appropriate licence. . Requesting Transport Ambulance at End of Shift: Emergency & Transfer Events 3.1 In the Metro area, The Calgary Zone EMS practitioner shall: a) Request EMS backup for transport through dispatch if dispatched to a call within the last 30 minutes of scheduled shift. b) To facilitate this, a transport ambulance with a later shift change than the initial responding unit must be immediately available in the area. ¢) All EMS transport ambulance relief will be dispatched alpha. d) EMS transport ambulance relief will not be granted if Metro EMS is in Orange Alert. alle Alberta Health El Services PROCEDURE, | -Arproveo Revised Dare | Proccoune# [Pace Additional Resource Request End of Shift (oe Transport Ambulance August 6, 2015 4of5 €) Circumstances outside these guidelines must be approved by the field Supervisor. 3.2 In the Suburban area (Communities of Airdrie, Cochrane and Okotoks: only), The Calgary Zone EMS practitioner shall: a) Request EMS backup for transport through dispatch if dispatched to a call within the last 60 minutes of scheduled shift. b) To facilitate this, a transport ambulance with a later shift change than the initial responding unit must be Immediately available in the area, EMS transport ambulance relief will only be granted if another ambulance is available in the same community ©) All EMS transport ambulance relief will be dispatched alpha. d) Circumstances outside thoso guidelines must be approved by the field ‘Supervisor. 4, Requesting Transport Truck at End of Shift: Inter-facili 4.1 The Calgary Zone EMS practitioner shall: 'y Transfers a) Respond immediately to all card types without delay b) Contact their on duty Supervisor while enroute to the event when assigned to a card 37A, 37B, or 37C. and they feel the trip cannot be completed prior to the end of their scheduled shift a. 37 Delta events will only be considered when the original unit has arrived at the patient's bed side and the patient is not ready for transport b. A transport unit will only be sent if the delay will be greater than the time required for the second unit to arrive at the patient’s side ¢.
