Project Description
Introduction
The hovercraft has always been a vehicle used to transport people from one place to the other. In
the past year, District 6 Transportation Corporation have been tracking the condition of the
current hovercraft. We discovered that the current wear and tear will only get worse and
eventually lead to hovercraft failure. Also, the hovercrafts have not been updated with maps,
GPS systems, and all thing technology. We also have witnessed the uprising and are hearing of a
war. The current hovercrafts are not equipped with weapons so, they would not have a way of
defending themselves except for their cloaking abilities. Rather than trying to update the
hovercrafts, we invented a new and improved hovercraft, The Hovercraft 3000. It is equipped
with weapons, advanced technology, better cloaking abilities, faster speeds, and healing
capabilities. We know that the resistance is becoming larger, that is why we are proposing to
replace 10 hovercrafts in a year if the Capitol can fund us. Eventually, we plan on replacing all
hovercrafts to the Hovercraft 3000 but, that has to happen gradually. Let us assist you in
defeating the Mockingjay by giving us the money to create one the greatest invention yet this
world has yet to witness.
Plan of Work
Scope
The proposed Hovercraft 3000 project will consist of a complete overhaul of the traditional
hovercraft that The Capitol uses at this time. Instead of simply upgrading the current model of
hovercraft piecemeal, the District 6 Transportation team plans to create a new hovercraft from
the ground up. This project should take no more than a year to two years to complete. At the end
of the project, The Capitol should have a fleet of ten Hovercraft 3000s to augment the armada of
traditional hovercraft.
The project that District 6 Transportation proposes will focus primarily on performance
upgrades, weapon upgrades, and technological upgrades. The limits of this program are resources
and time. The Hovercraft 3000 project is dependent on the resources from other districts as well
as The Capitols funding. Some of the resources are quite exotic and fragile. They require great
care in transport and installation, which means that production process must move forward
slowly. As a result, this project will not be completed for at least a year. This means that the
Hovercraft 3000 will not be in production at the onset of the rebellion with the Mockingjay and
District 13 forces. However, if funded the Hovercraft 3000 should be invaluable in the fighting
due to its vast superiority over contemporary craft. Finally, with increased funding the
Hovercraft 3000 project can create a stockpile of the necessary materials for the upgrades and
parts. This will speed up the process immensely.
Technological upgrades such as improved hands free interfaces, improved cloaking and
shielding technologies, improved GPS and orbital tracking, improved communications
equipment, and improved stealth systems based off District 3 designs.
Weaponry upgrades will consist of an advanced integrated weapons and targeting system. The
Hovercraft 3000s will carry a payload of fifty Tomahawk cruise missiles, twelve MK 48
heavyweight anti-ship and anti-submarine weapons, and twenty 50-caliber machineguns. The
cruise missiles will be launched from both port and starboard side missile launchers. The
Hovercraft 3000 will also have a radar system that will work in tandem with The Capitol
satellites to make it powerful enough to track over 100 threats at once. The weapon upgrades also
include new security measures. In the cockpit if an access code is not entered within five minutes
the steering wheel will explode killing anyone in the cockpit. Also, if soldiers overrun the troop
and cargo bay without DNA matching The Capitols records a poison glass is released.
Performance upgrades will double the average mile per hour and decrease the amount of fuel
burned by half. The Hovercraft 3000 will have a fuel capacity of 5,000 gallons. The performance
upgrade will allow the Hovercraft 3000 to average 500 miles per hour while simultaneously
burning only 200 gallons of fuel per hour. The Hovercraft 3000 traveling at full speed will be
able to go 25 hours without stopping. Two additional turbines will be added bringing the total
turbine count to four. Two turbines will be for propulsion and two for lift. This doubles the
horsepower to 20,000. Performance upgrades will make maneuverability better and more precise.
It will only require 500 yards to turn and 50 yards to stop. Finally, the performance upgrades will
allow the Hovercraft 3000 to carry 40 fully equipped troops in addition to a battle tank.
Methods
The Hovercraft 3000 project will achieve the goal of production of ten new hovercrafts in a
number of ways. The project will begin with the focus on technological upgrades and
performance upgrades. Weapons upgrades will be completed last. The technological and
performance upgrades will take the longest to finish. The designs for all of the upgrades have
been tested. Prototypes have been completed and all that remains is the final engineering phase
for the production of Hovercraft 3000s. Current production facilities are only adequately able to
fabricate the new hovercraft. Eventually, funds will have to be expended to streamline and
modernized so production will not suffer but increase. By using existing facilities the project will
lower its budget so that any funds delivered by The Capitol can be used to their maximum
potential. Most of the actual fabrication will be automated so that limits human error and
liability. Also once more costs will be reduced.
The automated facilities will allow for longer work periods that will be able to speed up
production of the Hovercraft 3000. This will allow the project to be completed within the
projected time frame of 1-2 years. This will also cut down on any unexpected expenditures due
to maintenance failures.
Finally, the project will be overseen by Head Engineer, Joel Efird, because District 6
Transportation knows the importance of this project to national security. District 6 Transportation
will also allow Capitol representatives to monitor the progression of the project. Peacekeepers
are also welcome presence and can help facilitate the trades with District 3 for their cloaking and
shielding technology.

Our partners have increased production of the raw materials needed to produce the plastic used
in our hovercrafts. Six new Storage facilities are being built to store the newly manufactured
hovercrafts pending delivery and new transport trains are being purpose built to transport to the
new hovercrafts to the capitol. We have also ramped up employment and are looking to increase
our number of employees by five thousand. These and other ongoing improvements demonstrate
our commitment to task of upgrading the hovercraft the fleet.
Problem Analysis
Currently, we have not ran into any problems concerning the Hovercraft 3000. We hypothesized
that we should not have any major problems because we considered majority of all factors
contributing to a problem. If we do have any issues, we predict it will be concerning safety. This
should not influence your decision because testing will be conducted before we make the
Hovercraft 3000 open for consumer use. Once we have everything created, we will test it,
making sure it passes all obstacles while keeping the passengers safe. Also, troubleshooting
could be a problem. We are using the best material to build the Hovercraft 3000 and they are
costly. In the future, if something breaks, we do not know if it will be too expensive to fix.
Although that can be solved with the material we are using, which causes any scratches or
damages done to the Hovercraft 3000 to disappear overtime, something like a damaged engine
will be very expensive to fix. Regardless of these problems predictions, we will be able to
overcome all obstacles and produce a product that will not leave you disappointed.
Personnel
This is one of the biggest projects that District 6 Transportation Corporation has ever worked on.
In order to ensure that everything goes smoothly, we have supervisors to head each department.
Chief of Officer, Jesudamilare Ibitoye: She oversees the whole operation making sure that
everything is on track. She ensures the quality of each aspect of the project. If there is any
problem, she makes sure that it gets solved. She started out has an engineer and worked her way
up to becoming the CEO of the company. She has been working in District 6 Transportation
Corporation for 25 years and counting. Because of the number of years she has been with the
company, she knows everything there is to know about how the company operates. In her
position, she has been able to increase the performance level of the company by 60%.
Head Engineer, Joel Efird: He is charge of all the engineers. He knows all there is to know
about vehicles and what makes them run. He leads his team in creating the Hovercraft 3000 and
helped in designing the engine. Any problems relating to the performance of Hovercraft 3000,
gets reported to him. He consults with others to see how to move forward, but he has the final
say on what gets done. He started out has an engineer and was promoted to the head engineer. He
has been with this company for 20 years and continues to create innovative ways to make our
products better.
Chief Executive of Public Relations, Slater Erwin: He manages all issues regarding other
businesses. He is also the face of our employees and takes care of any problem the employees
have. He communicates between other businesses and us and presents what we are looking for in
our business partner. Any public affairs or business relation is handled by him. He manages all
communications between our company and other originations. With 11 years invested in this
company, he has increased our partners and connections by 55% percent.
Chief Financial Executive, Kettyl Amoakon: She handles anything money related. She keeps
record of all expenses and profits our company has made. In terms of this project, she determined
the cost of this project and is charge of keeping us on track budget wise. Any request of money
goes through her and she determines if the company should invest in stocks. She has been with
District 6 Transportation for 10 years and we have seen a 50% increase in sales and savings.
Chief Technical Officer, Ignatius Kulvo: He supervises all things weapons and technology. He is
the mind behind the weapons included in the Hovercraft 3000. He also had a hand in developing
the technology that will be used in the Hovercraft 3000. He oversees everyone in technology and
weaponry field and any problems are reported to him. He works with the head engineer to ensure
that the technology and weapons can be added to the Hovercraft 3000 without sacrificing the
performance of the vehicle. He has been working in this company for a total of 30 years. He
started out has a field worker and worked his way up. Ever since he was given his promotion, he
has led his team in creating one of the most advanced technology systems of our time.
Budget
It is estimated that it will cost $40,000,000 to build a hovercraft from scratch. This cost includes
initial costs, capital costs, and revenue costs. The estimated initial costs are $800,800.80.
Capital costs are $34634634.63. The revenue costs are $4564564.57. Majority of this project is
funded by the Capitol. The remaining sum is covered through fundraising. In comparison to the
previous standard hovercraft the price difference is $20,000,000. In order to protect our product,
we have decided to get a patent. A patent prevents others from making, using, importing or
selling the invention without his permission. It is estimated that the patent will cost $3,500.
Since we are interested in producing 10 hovercrafts, the estimated total cost for the project is
$400,003,500.
Conclusion
We propose to replace a total of 10 hovercrafts in a year with the Hovercraft 3000 in exchange
for some funding from the Capitol. The current hovercrafts will soon be in need to updates but
instead of updating it, a replacement will be better. This is because it will cost you more money
to update the current hovercraft than it would be to get the Hovercraft 3000. District 6
Transportation Corporation created the Hovercraft 3000 with the Capitol in mind. There has been
talk of a war and the new invention will help you in winning the war. It is advisable to start now
so that when the war comes around, you will be prepared to defeat the Mockingjay.
