through private dealer or online sale.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Gun Security Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The percentage of homicides caused by firearms during the commission of a felony rose from about 60
percent to about 74 percent from 1980 to 2005.
2) Almost half (48%) of gun owners report owning four or more guns with a few possessing large numbers
of guns; 64% of gun owners own at least one handgun.
3) Self-defense gun use occurred in fewer than 1% of all contact crimes reported.
4) 467,321 persons were victims of a crime committed with a firearm in 2011.In the same year, data
collected by the FBI show that firearms were used in 68 percent of murders, 41 percent of robbery offenses
and 21 percent of aggravated assaults nationwide.
5) Since the inception of the Brady Act, over 118 million applications for firearm transfers or permits were
subject to background checks. About 2.1 million applications, or 1.8%, were denied.
6) Firearm homicide rates in the United States are 19.5 times higher than firearm homicide rates in other
developed nations, driving our overall homicide rate to a number 6.9 times higher than that of other
developed nations.
7) Of the 29,618,300 violent crimes committed between 2007 and 2011, 0.79% of victims (235,700)
protected themselves with a threat of use or use of a firearm, the least-employed protective behavior.
8) Between 1999 and 2013 there were 270,237 firearm suicides in the United States, accounting for about
52% of all suicides during those years.
SECTION 3. STATUTORY LANGUAGE
A) In all states, all gun dealers, whether private or public, must have a license to sell guns requiring them
to go through a sales process when selling a gun. This process will involve a very thorough background
check required for every first time gun purchaser. Implementing this new process will result in a Universal
Background Check, as well as a more timely process to purchase guns, effectively limiting gun purchases
in the United States. Background checks will fail to go through if reports of criminal activity, mental
illness, or history of gun trouble are present in report.
B) Gun Permit license should be controlled by group of government officials dedicated to gun watch
services controlled and selected by the FBI. Universal Background Technology should be provided by the
FBI for the safety of the people of the United States of America. Failure for a state to comply in enforcing
this law or any additions of this law may result in the Federal Government withholding food stamps to
each state.
C) The Gun Security Act of 2015 shall be enacted on January 1, 2016. There is no valid expiration date for
this bill. If failure to follow bill procedure, firearm merchanting license will be removed and can be given
fine double price of weapon sold with possible jail time of up to a year. For purchaser, the punishment will
consist of 6 month suspension to purchase firearms, and fine double weapon cost.
