A BILL
To mandate that all students that attend any schools shall be required to receive the Measles Vaccination prior to
being admitted; regardless of personal opposition to prevent outbreaks.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Mandatory Vaccination Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) 95 percent of a community needs to be vaccinated to prevent a herd outbreak.
2) About 29 percent of deaths in children 1-59 months of age are vaccine preventable.
3) From January 1st to January 18th, 2015, 189 people from 24 states and the District of Columbia were reported to
have measles.
4) Many states are allowing children with religious exemptions to attend school without having received their
vaccinations.
5) The younger generation of parents are more skeptical on the idea of vaccinating their children.
6) When the majority of a community is vaccinated, someone who isnt vaccinated is less likely to become
infected.
7) Preventing outbreaks also prevents unnecessary spending of government money if an outbreak occurs.
8) Diseases like Polio, are almost completely eliminated due to vaccinations.
9) In many cases, parents dont vaccinate their children due to rumors that certain vaccines can cause Autism in
younger aged children.
10) Schools are one of the easiest places to spread an outbreak.
11) The immunity threshold needed to protect a community (from Measles) is high, at 95%.
12) No evidence indicating an association between exposure to antibody-stimulating proteins and
polysaccharides contained in vaccines during the first 2 years of life and the risk of acquiring AD, or ASD with
regression
SECTION 3. STATUTORY LANGUAGE
A) The Mandatory Vaccination Act of 2015 will incentivize all children attending schools to receive the Measles
Vaccination prior to attending school. Vaccinations shall be verified by the school district prior to starting
kindergarten, prior to seventh grade, prior to high school, and for any transfer students upon arrival in a new
school district. There shall be no exceptions except for a prior medical condition that is validated by a licensed
medical physician. Exemptions are limited to:
1. Prior vaccine reaction
2. Genetic testing indicates that there is evidence that the child will suffer a vaccine reaction or
autoimmune disease post vaccination
3. Allergy to one or more of the components in the vaccine
4. Child has an autoimmune disease
5. History of seizures
B) This law shall be enforced and upheld by U.S. Department of Education. The Elementary and Secondary
Education Act will fund the program through existing tax revenues collected from the people of the United States
of America.
C) Schools that follow the given enforcement will be given an additional 100 dollars for every student that is
vaccinated.
D) All school districts that do not participate in this bill will be penalized. For every child that attends school
without the mandatory vaccinations, the school district will lose 250 dollars per child per year until they are
vaccinated. This law shall go into effect on January 1st, 2016. There is no expiration date for this bill.
