Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Immigration Reform and Policy Act of 2015.
SECTION 2. FINDINGS

Congress hereby finds and declares that,


A) There is no system to track those who enter the country on short term visas; we still allow applicants to
arrive as "tourists" and then they never have to go home.
B) 40-percent of illegal immigrants are people who overstay their visa.
C) The illegal aliens who do not leave when their entry permit expires are referred to as over stayers.
D) The largest groups of foreign entrants are tourists and business visitors; they are admitted for relatively
short periods, usually not more than two months, temporary skilled workers or intra-company transfer
employees may be admitted for a number of years.
E) Most illegal aliens are assumed to be seeking better-paying jobs than they could obtain in their home
country.
F)The federal government effectively abandoned an obsolete system of matching paper entry-exit records
to reveal information about visa over stayers.
I) different types of visas; religious visas, visitors visas, student visas, business visas
J) many couples come to America just to have a child born here so they have to stay/come back
K) There is no current comprehensive system to assure that the immigration authorities know whether
persons who have been admitted as non-immigrants remain in the country illegally.
L) Illegal immigrants feel they are a crucial part of the economic prosperity enjoyed by U.S. citizens.
SECTION 3. STATUTORY LANGUAGE

A) The State Department will cooperate with Department of Homeland Security (DHS) in visa application
screening, considering the threat of terrorism the country is facing, visa application criteria must include
but not be limited to the following:
i) purpose of the visa ii) who is sponsoring the applicant iii) who is responsible for the immigrant during
his/her stay in the USA. iv) Valid address in the USA v) if pregnant; doctors letter providing details of the
pregnancy such as:
i) length of pregnancy
ii) any medical complications associated with the pregnancy
B) State Department will develop an electronic system to verify any available prior records of any
applicants trying to enter the country with the FBI and CIA
DHS will develop an electronic system to track all immigrants entering the country. This must include:
i) Port of entry ii) duration of stay in the USA
iii) Valid/ verifiable address in the USA
iv) Information of the person who is responsible for that immigrant
C) DHS will be authorized to tend and bring illegal immigrants to court and
i) who provide housing for illegal immigrants
ii) who employ illegal immigrants
Upon ratification, this bill shall be enacted by January 1, 2018.
