capital outlays of 40 SUCs will be deducted from their respective operating budget for 2016, including the UP
system which has the largest deduction of its capital outlay by 2.2 Billion
pesos.
Ridon revealed that maintenance
projects have caused increases, while
the budget for new buildings under
capital outlay has overlapped with the
budget for building K to 12 facilities.
Along with budget cut, the issue
on TOFI with dubious and exorbitant
fees remains.
Despite the fact that some schools
hold consultation with students to increase matriculation fees, he further
refuted that it did not recognize student rights.
As long as a consultation is conducted, the increase will be approved
even when students who attended
the consultation disagree with the
matter. This is not the kind of system
[sic], the incremental payment in matriculation [sic], we wanted to use in
order to manage schools. Therefore,
we considered government participation as essential regarding the tuition
and fee increases, he said.
Development fees and energy
fees may not benefit students directly
since they could have been paying for
school properties that may be completed right before or after graduation.

EDUKASYON
Institute for Development Studies.
Subalit sa huling tala ng Ibon
Foundation noong 2014, may kakulangan na 113, 000 silid-aralan mula
kinder hanggang sekondarya. Idagdag
mga state universities and colleges sa
ilalim ng Roadmap for Public Higher
Education Reform (RPHER). Lantaran
na ang malaking pagtaas ng matrikula
at ang mga kaduda-dudang bayarin o
Red fees na mas lalong nagpapahirap
sa mga estudyante. Pinaigting ng mga
polisiyang ito ang pagiging komersyalisado ng edukasyon.

EKONOMIYA
Ipinagmalaki ang
pagtaas ng Gross
Domestic Product
(GDP) ng 6.5 % mula
2010. Sa katunayan sa
kauna-unahang pagkakataon, nasa
at industriya.

kontraktwal. Ayon sa datos noong
nakaraang Abril na nakalap ng IBON
Foundation, 15.5 milyon o 40% ng
nagtatrabahong Pilipino ay part-time
lamang at kaakibat nito ang mababang
sahod at kawalan ng benepisyo. Kapansin-pansin pa rin ang di-pantay
na distribusyon ng trabaho at sapat na
sweldo sa yamang-taong kumakayod
araw-araw.

gang, Mabuhay ang pag-asa ng bayan,.
May ilang nagtataas ng kaliwang kamao, mayroon ding kanan.
Bagaman ginagawa ito sa loob ng
15 kampus ng unibersidad, ibat-iba
ang perspektibo ng mga indibidwal
sa konkretong pinagmulan ng kultura
ng taas-kamao sa UP. Gayunpaman,
nananatili itong pagkakakilanlan ng
bawat Iskolar ng Bayan.
Kadalasang inuugnay ang kanang
kamao sa pagpanig sa reporma at
sistema habang ang kaliwang kamao
naman ay sa pag-angkla sa radikal at
progresibong kaisipan.

pag-intindi at pag-unawa.
trabaho at pagkakapantay-pantay at
sa pagpuna sa mapanupil na sistema
ng gobyerno.
Nakatuon ang hamon sa bawat
indibidwal na kilalanin ang pakikibaka
tungo sa pagbabago upang makamit
ang paglaya ng lipunan. Taas kamaong
bayan!

The marriage
equality debate
is not just confined to emotions
and social mores, but
a civil rights issue.
Last June 26, the US
Supreme Court affirmed the
U.S. Constitution to provide
same-sex couples the right to
marry and enjoy equal protection
under the law, handing a historic
triumph to the American gay rights
movement. The ruling lifted the ban
against same-sex marriages in 14
states.
In line with the legalization, the
LGBT community in the Philippines is
optimistic that the same ruling would
send a positive message around the
world especially in the country. They
are hopeful that the lawmakers will
soon consider same-sex marriage to
uplift equality towards homosexuals.
Same-sex couples want to get
married for reasons similar to those
of heterosexuals: to have the rite of
passage and celebration of commitment, to obtain a package of civil
benefitsand, often, to have or raise
children.
Married couples get a lot of legal
benefits that unmarried couples do
not get to enjoy: favorable treatment
in tax, inheritance and insurance
status; immigration rights; adoption
and custody rights; visitation rights
in health care and burial; the spousal
privilege exemption when giving testimony in court; and other relationship entitlements under state benefits.
Same-sex couples intend to marry to secure firm, personal, and legal
foundation of their relationships, and
to ensure the future of their children.

The equal rights in
marriage for the LGBT community is not exclusive to procreation. The LGBT communitys
continuing struggle manifests the
societys long-standing view of samesex marriage as a source of taint to
conventional marriage, instead of
understanding the human purpose of
legality. Recognizing the LGBT communitys rights acknowledges our detachment from the religious fundamentalism and misogyny. And so, we
should respect and accept that more
than their desire for expressing their
love and relationship status is their
desire for stability and acknowledgement in legal terms.
Their voices have been muffled
for so long, and they have always
been deemed as the minority: deviants of societys norms. It is high time
that we join the shouts and calls of
the LGBT community: their call for
love, their call for open minds, and
their call for equality.
