Policy formulation is only half the task done.

The next step, and the more arduous


one, is policy implementation. For the establishment of rules is useless without
effective enforcement mechanisms.

As a matter of course, policy enforcement starts with information distribution. The


personnel must be informed of the standards sought to be achieved or maintained
by the company. This shall be done at the very first instance -- hiring stage -- to
properly acquaint the new employee of the grooming standard expected of him
once he starts working with the company. At the onset, he shall be apprised of what
he should wear and how he should look during operations. This includes information
on the appropriate attire, grooming and hygiene standards as well as proper safety
apparel whenever applicable.

The above shall be continually reinforced by periodic memos, seminars, postings


and other information dissemination schemes.

Another potent tool in ensuring compliance with the grooming standards policies of
the company is the establishment of an incentive-punishment mechanism therefor.

The company may choose to be incentive-oriented, by giving rewards and/or awards


to those personnel who uphold the highest standard among their peers. This may be
done through monthly, bimonthly, quarterly or annual citations or recognitions, cash
incentives, bonuses or other benefits.

On the other hand, the company may choose the punitive scheme where those
employees who fall short of the standard are made accountable for noncompliance
with company policy - a measure that is well within the company's management
prerogative power. This may come in the form of citations, disqualification from
certain incentives, suspensions and, in worst case scenarios, even dismissal.

Of course, the company may employ both measures. While the incentivization of
implementation seems more costly than its counterpart, it is the far better choice
for fostering industrial peace and workplace harmony which, in the long run, would
prove to lead to higher productivity and would far outweigh its supposed cost.

Implementation is a vital determinant in the success of every policy. When properly


implemented, policy would cease to be an imposition susceptible to mere
involuntary compliance, and would become a matter of norm -- a standard practice.
