Facility Program
OVERVIEW

OVERVIEW
This report presents the Facility Program for a new Judicial
Building for the Georgia Supreme Court and Court of Appeals. A
previous program was completed in April 2015, after which the
project went into a hiatus period. That program has been refined
and updated to include provision for a total of nine Supreme
Court justices and other minor modifications. Following is a
summary of the planning process and recommendations.

Court of Appeals Building be constructed on the site of the


existing Georgia Plaza Park, directly across from the State Capitol.

Planning Process

A detailed facility program was developed for that scenario,


which was published in July 2011. The project then went into a
period of hiatus until November 2014. At that time, the design
team of Stevens & Wilkinson, Robert A.M. Stern Architects, and
Justice Planning Associates was selected to verify the program
and to design the new facility. During the interim period, a new
site was selected for the facility. The new Judicial Building will be
located on the current site of the State Archives Building at the
corner of Capitol Drive SE and Memorial Drive SE.

The program is a product of the planning process that was


conducted from September 2010 through February 2011. This
process included an assessment of long-term space needs through
the year 2040, an evaluation of existing conditions and potential
sites, and development of building options and cost estimates for
a new building. The process involved a Judicial Planning
Workgroup consisting of representatives from the Supreme Court,
Court of Appeals, Administrative Office of the Courts, Law
Department, Georgia State Properties Commission, Georgia State
Financing and Investment Commission, Georgia Building
Authority, and the Consultants. After considering a variety of
options, this diverse planning group concluded that Scenario B
was the best option for implementation. This scenario consisted of
a 174,000-square-foot building, with an additional 16,000 square
feet for 40 secure parking spaces (190,000 total square feet). This
option was estimated to cost approximately $94 million, which
included construction, project, and escalation costs to the year
2014. It was also recommended that the new Supreme Court and

An updated program was published in April 2015. The updated


program called for a building of approximately 188,000 square
feet, plus 16,000 square feet of secure parking, for a total building
size of 204,000 square feet. The new program included a number
of refinements from the previous version.
The program
accommodated staff additions since 2011, and attempted to
provide some additional growth beyond the original 2040
planning horizon. The program also included the Office of Bar
Admissions. Due to the new, more distant site, it was no longer
recommended that a portion of the Administrative Office of the
Courts be included in the Judicial Building.
Rather than
relocating part of the AOC to the new building, an allocation of
18,000 square feet was programmed for either judicial agency
space or shell space. This area would provide up to nine
additional Court of Appeal judicial chamber suites in the future,
for a long-term total of 24 judges. The new program also
provided for some additional space elements, such as a Snack Bar
and Facility Maintenance spaces, partly due to the location of the

new site and its separation from the Capitol Complex. In


addition, the building grossing factor was increased from 16 to 18
percent due to the ability of the new, larger site to support a less
compact building design than the much more restricted Georgia
Plaza site.
Recommendations

A summary of the updated program is presented in Tables 1


through 4. Table 1 provides a definition of square footage terms
and grossing factors used in the report. Table 2 presents
recommended space standards, and includes a comparison of
existing sizes with standards recommended for the April and
December programs. Table 3 documents a comparison between
the April and December programs. Table 4 presents the estimated
construction and project costs.

This third version of the program results in a recommended


facility of 197,611 square feet, plus 16,000 square feet of secure
parking, for a total building area of 213,611 square feet. At the
request of the State, the number of Supreme Court justice
chambers has been increased from seven to nine. It also makes
other minor modifications with respect to the size of the Supreme
Court courtroom, the number of Central Staff Attorneys, and
changes to other support space requirements.
Cost estimates have been updated from the April program. The
base construction cost has been increased from $418 per foot to
$425 per foot. Costs to demolish the existing State Archives
Building are not included in the estimates, as this cost is part of a
different funding package. Additional public parking beyond
surface lots on the proposed site is also excluded.
It is estimated that the total construction costs for the new
building are approximately $107.4 million. This cost includes
three years of escalation. Other costs, including furniture, fixtures,
and equipment, as well as move management expenses
(approximately $3.9 million), bring total costs to $111.3 million.

Facility Program
OVERVIEW

OPERATIONAL PREREQUISITES AND DESIGN INTENT


This section provides an overview of operational prerequisites
and some of the design intent for the new Judicial Building. It
addresses issues such as Organization, Design Intent, and
Functionality. The section which follows will provide the more
detailed, quantifiable information regarding the facility program
for the new Supreme Court and Court of Appeals Building. It
includes information related to space standards, component
square footages, potential stacking plans, and cost estimates.
Organization
The Chief Justice is the head of the Judicial Branch for the State of
Georgia, which has co-equal status with the Executive and
Legislative Branches of government. The Supreme Court is the
highest court in the State. It consists of seven justices who sit en
banc to hear cases. The Court of Appeals is primarily an
intermediate appellate court, currently consisting of twelve judges
who sit in three-judge panels.
The Courts are supported directly by various components
including Clerks, Central Staff, and Information Technology. In
addition, the Reporter of Decisions publishes all court opinions.
The Office of Bar Admissions is the administrative arm of the
Supreme Court of Georgia, and is responsible for the admission of
attorneys to the practice of law in the state.
Externally, the new Judicial Building should convey the
appropriate image and permanence of Georgias highest court and

its place as the symbolic home of the third branch of government.


Internally, it should reflect the organizational hierarchy of the
Courts, with the Supreme Court located on the top floor, followed
by the Court of Appeals on the next highest floors, with office
type functions occupying the main entry and lower floors.
Design Intent
The new Judicial Building should reflect the status of the third
branch of Georgia government. It should be both prominent and
iconic. One of the deficiencies of the existing Judicial Building is
that it is similar to many other state office buildings. As a
Courthouse, the building should include symbols which represent
historical precedent and societal order. The architecture should be
somewhat classical in nature, and complement the Georgia State
Capitol Building. Materials should be of high quality, substantial,
and long lasting. This building is envisioned to be the home of the
Supreme Court and Court of Appeals for the next century. The
building has been programmed with internal expansion
capability. It includes some components that could ultimately be
displaced in order to create additional judicial chambers and other
necessary court space.
Functionality
The detailed facility program which follows attempts to address
current and future operational requirements of the Supreme
Court, Court of Appeals, and court agencies. National court
planning standards have been used as the basis for defining

courtrooms, judicial chambers, and other support areas.


Following are some key elements to be considered in the design of
the new Supreme Court and Court of Appeals Building.
Access
The building should be accessible and meet the requirements of
the Americans with Disabilities Act. The new building should
have a formal plaza leading to the main entrance. All visitors and
staff, with the exception of those assigned secure parking spaces,
would enter through the front entrance.
Once through the vestibule entry, visitors should enter a large
civic lobby. This space has been programmed at 4,000 square feet,
and is envisioned as a two-story space. It should immediately
convey a sense of arrival at an important place. Staff and visitors
would pass through the security checkpoint, which is operated by
the State Patrol. Once screened, they would enter an internal
lobby that provides access to the elevator core, public toilets, and
first floor office functions. It is believed that this building will
likely require three public elevators and two private elevators.
Alternatively, the security checkpoint may be located directly
adjacent to the entry vestibule, with the civic lobby serving as
more of an internal space and central hub to functions.
Lobby areas of 1,800 square feet have been programmed for each
of the four upper floors to provide proper orientation, to convey a
sense of procession to important spaces such as the courtrooms,
and to be used functionally for receptions and waiting.

Stacking
Suggested stacking plans are shown in Tables 7 through 12 of the
following section. Although other options are possible, these
plans address most of the symbolic and functional requirements in
terms of placement of components. Organizationally, the building
should stack with the Supreme Court located highest in the
building, then the Court of Appeals, then office and public
transaction functions on the lower floors.
In the stacking plans, the building has been organized from the
top floors down, and then from the first floor up.
The
programmed area of approximately 198,000 square feet is divided
over five or six main floors, depending upon the stacking plan,
plus a partial lower level which would also include the secure
parking area. The top floor(s) would be the home of the Supreme
Court. It would include the Supreme Court courtroom, the
Courts robing/conference room, and chambers for nine justices.
The Court of Appeals (COA) would be housed on the next highest
floors.
These floors would contain the COA courtroom,
robing/conference room, and judge chambers for the 15 current
judges, plus growth space for future judicial chambers. The
Supreme Court Conference Center, which is identically sized to
the COA Courtroom, would likely be located on the floor below
the COA Courtroom.
The first two floors would be office floors for the Clerks and other
court components. It is envisioned that the second floor would
have an atrium space above the main public lobby, therefore the
usable area is slightly smaller on the second floor. Secure parking
for 40 spaces and service areas would occupy the lower level. It is

assumed that the loading dock and entry to the secure parking
garage would occur off Frasier Street to take advantage of the site
slope in that direction.
Floor-to-Floor Heights

Security
As a court facility, the new Judicial Building should include some
secure architectural and technological features.
The actual
features incorporated will be determined as part of the design
process. Some of these features may include:

As a preliminary guideline, it is suggested that the first two office


floors have floor-to-floor heights of 16 feet each. The three upper
floors might have floor-to-floor heights of 18 to 22 feet each in
order to provide adequate height for the courtrooms and Supreme
Court Conference Center. The Conference Center is programmed
at 2,400 square feet, and might have a ceiling height of 12 to 14
feet. The Court of Appeals Courtroom is programmed at 2,400
square feet, and might have a ceiling height of 16 to 18 feet. The
Supreme Court Courtroom is programmed at 3,600 square feet,
and might have a ceiling height of 20 to 24 feet. Additional height
might be achieved by extending the height of the room through
the roof line.
Each of these spaces also has a 1,800 square foot lobby associated
with it. The lobby provides a formal processional from the
elevators into the courtrooms and conference room. These lobbies
can also be used for receptions and spillover waiting for high
volume functions. Lobby heights might be approximately 12 feet,
with additional coffering as desired.

Duress alarms in the courtrooms, chambers, and reception
areas
Bullet-resistant material behind judicial benches
Cameras at strategic locations

The home of the Supreme Court and Court of Appeals should


have separate circulation zones for public and staff, much like
what is found in a typical trial court facility. However, unlike in a
trial court facility, a third circulation zone for detainees is not
required. The public zone would permit visitor access to the
public areas of the building, including lobbies, public elevators,
public restrooms, courtrooms, lawyers lounges, and agency
reception areas. Access to the restricted zone for chambers and
certain office spaces would be controlled by means of key-carded
doors. On the judicial chamber floors, visitors would use an

intercom/phone system with video that connects to each chamber.


If access is permitted, court personnel could either unlock the
door remotely, thereby allowing visitors to enter the private zone,
or could personally escort visitors through the space.

Mechanical Zoning
The building should have proper mechanical zoning to maximize
comfort and energy efficiency.
Large spaces such as the
courtrooms, conference center, robing rooms, and training rooms
should have independent controls. Care should be taken to
ensure that noise from mechanical rooms cannot be overheard in
courtrooms and chamber spaces.

section. In summary, net square feet (NSF) represents the
unobstructed and usable area of a space. All space standards are
based on net square feet. Departmental gross square feet (DGSF)
represents the total floor area for a department or component, and
includes the thickness of interior walls and partitions, as well as
the hallways or circulation required to connect all spaces. DGSF
corresponds to assignable square feet. A mechanical/electrical
factor of 8 percent has been applied to the total departmental areas
to account for those types of spaces. As seen in Table 6, the 2015

Recommended Program, this results in an allocation of 12,000


square feet. Building gross square feet (BGSF) represents the total
space required for a building. It includes all departmental and
major mechanical/electrical space, plus area for major public
hallways, restricted corridors, elevators, fire stairs, mechanical
shafts, pipe chases, public toilets, and the exterior skin of the
building. The main public lobby and the lobby spaces on each
floor, which are sometimes considered part of the building gross,
have already been programmed as net areas. For this project, a
factor of 20 percent has been added to the departmental and
mechanical areas to account for the associated building elements.
Based on the occupancy scenario, this results in approximately
33,000 square feet.
Program Summary and Occupancy Scenario
Tables 5 and 6 summarize the component programs and define
the building occupants. The total occupiable area for the new
building is approximately 198,000 square feet. In addition, 40
secure parking spaces are programmed for use by current and
future judicial officers and selected staff. The below grade
(garage) area is programmed at 16,000 square feet, for a total
building area of approximately 214,000 square feet. Staffing levels
for the new building are projected to increase over time from
approximately 149 in 2014 to 275 in 2040. Public volumes for the
two appellate courts are relatively modest, particularly in
comparison to a trial court facility. Tour groups consisting of
students and people from other organizations make up a large
portion of daily visitors, along with the normal attorney and
litigant activity. Volumes also fluctuate depending on whether or

not oral arguments are being heard, but an average might be


about 100 visitors per day.
Stacking Plans
This section on stacking represents a considerable amount of
research and analysis into the optimum operation of the new
Judicial Building. It is not intended as a literal concept, with all
square footages precisely corresponding to those in a finished
schematic design. But the theory of operation, stacking strategy,
and general square footages used should be considered consistent
with best practice, and should greatly facilitate the design process.
Three hypothetical stacking plans have been developed. These
plans are presented in Tables 7 through 12. The first table in each
grouping shows a numerical stacking plan, while the second table
shows a hypothetical diagrammatic stacking plan. Although not
to scale, the intent is to provide a general impression of the shape
of the building.
Option A (Tables 7 and 8) presents a symmetrical building with
five above grade floors of approximately 38,000 gross square feet
each. This building stacks with the Supreme Court on the
uppermost, fifth floor; the Court of Appeals on the third and
fourth floor; a research-oriented second floor containing the
judicial library, Central Staff attorneys, and Reporter of Decisions;
and a more public first floor consisting of the main lobby and both
Clerk of Court offices. The lower level would have about 11,000
square feet in occupiable area for the loading dock and other

service spaces, plus 16,000 square feet of secure judicial parking


for a total of approximately 27,000 square feet.
Option B (Tables 9 and 10) presents a more pyramidal concept. It
is six floors in height, with the Supreme Court Courtroom
occupying the top floor. The remainder of the building stacks in a
similar fashion as Option A, with the Supreme Court chambers at
the top, followed by Court of Appeal spaces in the center, and
office spaces on the first two floors. This option has a larger base
than Option A, at about 42,000 gross square feet. It then shrinks to
approximately 29,000 square feet for three floors, with a capstone
floor of 12,000 square feet.
Option C (Tables 11 and 12) is similar in concept to Option B,
except the upper floorplates are more balanced in size. The top
floor consists of the Supreme Court Courtroom, Chief Justice
Chamber, Chief Justice Conference Room, and Presiding Justice
Chamber.
These components are estimated to require
approximately 19,000 gross square feet. The floorplates of the
three floors below are estimated at approximately 27,000 gross
square feet. The lower two floors are again estimated at 42,000
gross square feet.
In all stacking plans, it is assumed that the main public lobby
would be a two-story space. Therefore, the floorplate of the
second floor is estimated to be approximately 4,000 square feet
less than the first floor, as this is the programmed size of the lobby
space. It is further assumed that the two courtrooms would be
central, inboard spaces, with chambers surrounding them on three
sides or dispersed into two wings. Similarly, the Supreme Court
Conference Center would be a central, inboard space.

Facility Program
OVERVIEW

Cost Estimates
Preliminary cost estimates are shown in Table 13. The cost
estimates assume that all space is ultimately finished, including
the 18,000 square feet programmed as Build-Out / Shell Space.
A base construction cost of $425 per foot has been used, along
with a cost of $20,000 per secure parking space. Additional staff
and public parking is assumed to be on-grade, or would be
developed as structured parking through a separate project.
Total construction costs are estimated at approximately $98.5
million ($498 per foot). This includes site development and
construction contingencies, but does not include demolition of the
State Archives Building or additional structured parking for the
public or staff. Three years of escalation at three percent per year
have been included, which brings the total construction cost to
$107.4 million ($543 per foot).
Other costs for Move Management fees and expenses, and for
furniture, fixtures, and equipment, have been estimated at $3.9
million. Total project costs in 2019 dollars are estimated at $111.3
million ($563 per foot). If the 18,000 square feet of future COA
judicial chambers is shelled initially, this could result in a savings
of approximately $3.5 million.

COMPONENT PROGRAMS
This section presents the facility programs for all components
planned for the new Supreme Court and Court of Appeals
Building.

Patrol and Media/Press rooms. Facility support spaces are areas


which support the facility. Examples of these spaces include the
main lobby, security checkpoint, service areas, and some staff
breakrooms and toilets.

The component description provides a brief description of the
component; its current location within the existing Judicial
Complex; its recommended location in the new building; an
overview of staffing history and projections; a description of the
programmed space and preferred adjacencies; and identification
of any special architectural, engineering, or operational issues.
Sections that involve a court agency include a STAFF
DESCRIPTION page which identifies all personnel within the
component. Personnel are listed by job title, with the number of
current and projected staff for each position. The recommended
office or workstation size is also shown for each position.

Court support spaces are areas which support the operations of


the court. Examples of these spaces are workrooms for the State

section includes a description of the function of each space, and
any special requirements in terms of size, configuration, location,
adjacency, technology, or security. At the end of the table, a

account for internal circulation and wall partitioning.
The sections conclude with an INTERNAL ADJACENCY
DIAGRAM. The diagram is not to be considered an actual office
layout, but rather illustrates desired adjacencies among the
programmed spaces. The diagram highlights spaces which are
open office areas versus enclosed rooms.

SUPREME COURT

Current Location

This section describes the Supreme Court which includes the


Supreme Court courtroom, chambers for the seven justices, and
associated support space.

Judicial chambers are located on the Fifth Floor of the Judicial


Building. The Supreme Court courtroom and robing room are
located on the Sixth Floor of the Judicial Building.

Description

New Building Location

The Supreme Court is the highest court in the State of Georgia,


and the court of last resort. The Chief Justice is the head of the
Court and of the Judicial Branch of Georgia government.

As the symbolic head of the third branch of Georgia government


and as the highest court in the State, the Supreme Court should be
located on the top floor of the new building. Judicial chambers
and the Supreme Court courtroom, with associated support
spaces, should be located on the same floor.

The 1983 State Constitution provides that the Supreme Court shall
be a court of review and shall exercise exclusive appellate
jurisdiction in the following cases: all cases involving the
construction of a treaty or of the Constitution of the State of
Georgia or of the United States and all cases in which the
constitutionality of a law, ordinance or constitutional provision
has been drawn in question; and all cases of election contest. The
Court has general jurisdiction for: cases involving title to land; all
equity cases; all cases involving wills; all habeas corpus cases; all
cases involving extraordinary remedies; all divorce and alimony
cases; all cases certified to it by the Court of Appeals; and all cases
in which a sentence of death was imposed or could be imposed.
Justices are elected statewide on a nonpartisan basis for six year
terms. Justices sit en banc as a group of seven to hear oral
arguments. Current chamber staff includes one administrative
assistant and two staff attorneys per justice.

Staffing
The State Constitution allows the number of Supreme Court
justices to increase from the current total of seven to nine. This
facility program provides sufficient chamber space to
accommodate nine justices and their staff. One judicial assistant
and two staff attorneys currently support each justice. It is,
however, anticipated that the number of staff attorneys will
increase from two to three per justice in order to assist with
increasing caseloads. Space is also provided within each chamber
for an intern. In addition, one State Patrol officer is assigned to
the Chief Justice for security.

Space

Directly adjacent to the courtroom is the Courts robing/


conference room. The justices will use this room to assemble and
prepare to enter the courtroom, as well as to conduct en banc
conferences and deliberations. The room includes access to
private toilets and a robing closet, as well as a closet for visitor
robes when the courtroom is used for mock trials. The breakroom
for the chamber floor would ideally be located near the robing
room in order to provide convenient access to food and drink.

Courtroom and Support Space includes an 1,800-square-foot


public lobby, a 3,600-square-foot courtroom, and a 500-square-foot
robing/conference room as the primary elements. The lobby is
envisioned as a forecourt to the courtroom. This large space
should convey an appropriate sense of arrival to an important
place. It connects the public with the elevator core, public toilets,
the lawyers lounge, the courtroom, and access to the judicial
chambers by means of one or two monitored and controlled
doors.
The courtroom should be an impressive space, worthy of
representing the highest court in Georgia, and the court of last
resort. It is envisioned to have a ceiling height of 20 to 24 feet,
which could be achieved through a roof extension, if desired.
Room dimensions should be approximately 60 feet wide by 60 feet
deep. The room should include a curving nine-justice dais which
provides good sightlines among the jurists and attorneys
presenting cases. There should be two side elements for clerks
and security, and two attorney tables with a podium in the center
of the well area. Approximately seven rows of spectator seating
should be provided. The courtroom should be designed with the
latest technology which includes live streaming of court
proceedings.

The nine chambers would likely surround the lobby, courtroom,


and robing room. By locating the chambers on the perimeter of
the building, the intent is to provide natural light to all staff. All
chambers are uniform in size and design with the exception of the
Chief Justices chamber which also includes a 900-square-foot
conference room.
Each Associate Justices chamber is
approximately 2,100 square feet in size. Entry areas to the
chambers should convey the importance of the judicial position,
and may be framed alcoves with wood or tile flooring to give
some distinction. Chambers should be organized into two
primary areas. The first is the reception area with the judicial
assistant workstation and adjacent justice office. The second is the
remainder of the space including the staff attorney offices, intern
workstation, conference area, and galley. These two areas may be
divided by a doorway in order to keep conversations more
private.

The Supreme Court should occupy a single floor. The justices and

COURT OF APPEALS

New Building Location

This section describes the Court of Appeals which includes the


Court of Appeals courtroom, the initial construction of 15 judges
chambers, and associated support space.

The Court of Appeals should be located on the highest floors


directly below the Supreme Court. In the suggested stacking
plans, this would be on the Fourth and Third Floors. It is

approximately 2,000 square feet each.

Description
The Court of Appeals was established by a constitutional
amendment in 1906. Under the 1983 Constitution, it is a court of
review and exercises appellate and certiorari jurisdiction in all
cases not reserved to the Supreme Court. There are currently
fifteen judges of the Court who sit in five panels of three judges
each for hearing and determining cases.

Staffing
Judges are elected statewide on a nonpartisan basis for six year
terms.
Current chamber staff includes one administrative
assistant and three staff attorneys per judge.
Current Location
Judicial chambers are located on the Third and Fourth Floors of
the Judicial Building. The Court of Appeals courtroom and robing
room are located on the Sixth Floor of the Judicial Building.

Since 1990, the number of Court of Appeals judges has increased


from 9 to 10 in 1996, then to 12 in 1999, and then to 15 in 2015. As
part of the Phase I Strategic Plan, it has been projected that the
number of judges will increase to 15 by 2025, and to 18 by 2040.
Upon initial occupancy, 15 judges chambers will be built out.
After 2040, the Court will continue to grow in judgeships,
therefore accommodation for up to nine additional judges
chambers has been made by the inclusion of shell/build-out space
in the new building.
One judicial assistant and three staff attorneys support each judge.
This ratio is expected to continue, although some consideration
has been given to the addition of a fourth staff attorney. Work
spaces for the judicial assistant and staff attorneys have been

Courtroom and Support Space include an 1,800-square-foot public


lobby, a 2,400-square-foot courtroom, and a 900-square-foot
robing/conference room as the primary elements. The lobby is
envisioned as a forecourt to the courtroom. This large space
should convey an appropriate sense of arrival to an important
place. It connects the public with the elevator core, public toilets,
the lawyers lounge, the courtroom, and access to the judicial
chambers by means of one or two monitored and controlled
doors. On the Third Floor, the lobby would connect to the
Supreme Court Conference Center and provide access to the
chambers on that floor.
The courtroom should be an impressive space. It is envisioned to
have a ceiling height of approximately 16 to 18 feet clear. Room
dimensions should be approximately 40 feet wide by 60 feet deep.
The length of the room might correspond with that of the
Supreme Court courtroom located above. But the room does not

need to be as wide, since the bench should be designed for three


judges rather than nine justices. The bench dimensions might be
approximately 21 feet wide to accommodate the full group of
judges for court photographs, to properly frame the attorney
tables, and to provide a good front piece for the room. However,
the area used by the three judges would be much narrower
(approximately 12 feet), and this space could be framed by
millwork behind the bench. There should also be two side
elements for the clerk and security, and two attorney tables with a
podium in the center of the well area. Approximately eight rows
of spectator seating should be provided. The courtroom should be
designed with the latest technology which includes live streaming
of court proceedings.
Directly adjacent to the courtroom is the Courts robing/
conference room. The judges will use this room to assemble and
prepare to enter the courtroom, as well as to conduct en banc
conferences and deliberations. The room includes access to
private toilets and a robing closet. The breakroom for the
chamber floor would ideally be located near the robing room in
order to provide convenient access to food and drink.
On the Fourth Floor, chambers would likely surround the lobby,
courtroom, and robing room. By locating the chambers on the
perimeter of the building, the intent is to provide natural light to
all staff. All chambers are uniform in size and design, consisting
of approximately 2,000 square feet. Entry areas to the chambers
should convey the importance of the judicial position, and may be
framed alcoves with wood or tile flooring to give some distinction.
Chambers should be organized into two primary areas. The first
is the reception area with the judicial assistant workstation and

adjacent judge office. The second is the remainder of the space

Adjacencies
The Court of Appeals should occupy two floors. The judges and
staff should have access to restricted elevators which connect with
other areas of the building, including secure parking, the Supreme
Court Conference Center, Judicial Library, Court of Appeals
Central Staff, and Court of Appeals Clerks Office.

Staffing

This section describes the office of the Supreme Court Clerk.

Since 1990, staff in the Clerks Office (including Central Staff and
Information Technology) has increased from 14 to a high of 22 in
2007/2008, then decreased to 15 in 2010 due to State budget
issues. It has been projected that the number of staff will increase
to approximately 30 by 2040. Seventeen of these positions would
be in the Clerks Office, with the remainder in Central Staff and
Information Technology. The Clerks Office has a total of 11 staff
in 2014.

Description
The Clerk of Court is appointed by the Court for a term of six
years. The duties of the Clerk are specified by statute and the
Rules of the Court. The Clerk is the administrative officer of the
Court, has charge of the Court's records, and keeps its Minutes.
The Supreme Court Clerks Office also includes Supreme Court
Central Staff and Supreme Court Information Technology. These
components are described in separate sections of the program.
Current Location
The Supreme Court Clerk is currently located on the Fifth Floor of
the 244 Washington Street Building.
New Building Location
The Supreme Court Clerk should be located on a lower floor of the
new building. The Clerk is the reception point for filings and
other transactions, and should be easy to find from the public
lobby. With the increase in electronic filing, the amount of public
interaction will likely decrease over time, but the Clerks Office
should continue to be the face of the Court.

Space
The Clerks Office should be designed as a typical court clerk
space, with a reception/transaction point, staff space, and file and
production areas. The public would have direct access to the
public counter and lawyers workroom. Entry into staff space
would be controlled by means of a secure door. Employees could
access the space using proximity cards, while authorized visitors
could be allowed via remote access from the staff counter. The file
room should be conveniently accessible from the staff counter area
as attorneys may receive and review files in the lawyers
workroom. The Clerks Office deals with an extensive amount of
files. The current system has open shelves, but the new space
should be planned for high density track systems, with
appropriate floor loading factors. Initial furnishings might
continue to make use of stand-alone open shelves, but the
buildings structural system should be capable of accommodating
track systems.

as possible. Ideally, it should connect with the restricted

Court Clerk will likely have an assigned space in the secure

be beneficial.
Adjacencies
Based on the suggested stacking plans, the Supreme Court Clerk
would be located on either the First or Second Floor. This is
primarily for the benefit of the public. The Supreme Court Clerk
interacts with other Supreme Court components, including
Central Staff, Information Technology, and the justices. The Clerk
also requires convenient access to the Supreme Court courtroom
and Supreme Court Conference Center.

Staffing

This section describes the Supreme Court Central Staff which is a


component of the Supreme Court Clerks Office.

It is projected that Central Staff will increase from seven positions


in 2014 to ten positions by 2040.

Description

Space

Central Staff examine all court filings, check for proper


jurisdiction, and review petitions for certiorari. Two attorneys are
specifically assigned to handle death penalty and habeas cases.
Current Location

Central Staff space should be designed much like a typical


attorney office suite. It includes a small reception area with an
administrative assistant workstation, a library/conference room,
an open file/work area, a secure death penalty file room, and nine
private attorney offices. There is no public contact, but there is
frequent interaction with the Supreme Court Clerk.

Supreme Court Central Staff is currently located on the Fifth Floor


of the 244 Washington Street Building.

This section describes Supreme Court Information Technology


which is a component of the Supreme Court Clerks Office.

Based on the suggested stacking plans, the office space for


Supreme Court Information Technology would be located on
either the First or Second Floor of the new building. The data
center / server room should be located on the Lower Level, partly
to make use of that space, and potentially to provide a more
secure area than on an upper floor. The separation of the data
center / server room from staff space is acceptable as long as
electronic and visual monitoring of the room is provided.

Description
Information Technology (IT) serves the technology needs of the
Court, including computer, video, and audio systems. Supreme
Court IT currently shares space and some equipment with Court
of Appeals Information Technology. The desire is to provide
some separation of space and equipment, although contiguous
space is acceptable in order to potentially share emergency and
environmental equipment for the main server rooms (e.g., back-up
power and fire suppression).

Staffing
It is projected that Information Technology will increase from
three positions in 2014 to six positions by 2040.

Current Location
Supreme Court Information Technology is currently located on
the Fifth Floor of the 254 Washington Street Building, and shares
part of the office suite with the Supreme Court Clerk (244
Washington Street).

Based on the suggested stacking plans, the office space for


Supreme Court Information Technology would be located on
either the First or Second Floor. Supreme Court IT serves all
components of the Supreme Court, and will therefore interact
with justices and court staff on computer, video, and audio issues.
Convenient access throughout the building by means of elevators
or stairway would be beneficial.

Office Space
Data Center / Server Room

The office space consists primarily of offices for the Director and
System Analysts. It also includes a 300 square foot work center
which includes workbenches and shelving for computer supplies.
This room should have abundant data ports and electrical outlets
to support programming, diagnosing, and repairing computer
equipment.
The data center / server room is the main hub of the Courts data
network. It may have a raised floor (to be determined), and
should have typical features associated with a data center,
including appropriate fire suppression, back-up power supply,
and temperature/humidity control. This room should be an
inboard space with no external windows, and care should be
taken with its placement to minimize the risk of flooding from
plumbing or other potential leaks.

COURT OF APPEALS CLERK

New Building Location

This section describes the office of the Court of Appeals Clerk.

The Court of Appeals Clerk should be located on the First Floor of


the new building. The Clerk is the reception point for filings and
other transactions, and should be easy to find from the public
lobby. With the increase in electronic filing, the amount of public
interaction will likely decrease over time, but the Clerks Office
should continue to be the face of the Court.

Description
The Clerk of Court is appointed by the Court for a term of six
years. The duties of the Clerk are specified by statute and the
Rules of the Court. The Clerk is the administrative officer of the
Court, has charge of the Court's records, and keeps its Minutes.
The Court of Appeals Clerks Office also includes Court of
Appeals Central Staff and Court of Appeals Information
Technology. These components are described in separate sections
of the program.
Current Location
The Court of Appeals Clerk is currently located on the Fifth Floor
of the Health Building.

Staffing
Since 1995, staff in the Clerks Office (including Central Staff and
Information Technology) has increased from 26 to a high of 33 in
2007/2008, then decreased to 22 by 2010 due to State budget
issues. It has been projected that the number of staff will increase
to approximately 42 by 2040. Of that total, 25 positions would be
in the Clerks Office, with the remainder in Central Staff and
Information Technology. The Clerks Office has a current total of
14 staff within the Clerk and Fiscal Divisions.

The program for the Court of Appeals Clerks Office includes
sections for the Clerk Division, Fiscal Division, and stock /
surplus room.
The Clerks Office should be designed as a typical court clerk
space, with a reception/transaction point, staff space, and file and
production areas. The public would have direct access to the
public counter and lawyers workroom / media viewing room.
Entry into staff space would be controlled by means of a secure
door. Employees could access the space using proximity cards,
while authorized visitors could be allowed via remote access from
the staff counter. The file area should be conveniently accessible
from the staff counter area, as attorneys may receive and review
files in the lawyers workroom. The Clerks Office deals with an
extensive amount of files. The current system contains open
shelves, but the new space should be planned for high density
track systems, with appropriate floor loading factors. Initial
furnishings might continue to make use of stand-alone open
shelves, but the buildings structural system should be capable of
accommodating track systems.
The office space should be fairly open, with as much natural light
as possible. Ideally, it should connect with the restricted
circulation zone in order to permit private movement to the
courtroom, chambers, and other court functions. The Court of
Appeals Clerk will likely have an assigned space in the secure
parking garage, therefore access from the restricted elevators
would be beneficial.

The Fiscal Division is responsible for all financial and personnel


matters, including purchasing and maintaining supplies. This
division should be connected to the main Clerks Office, and
ideally would have access to a freight elevator for receiving
supplies.
The stock/surplus room contains extra law books and furnishings
for the judges. It has been programmed separately because it does
not need to be directly adjacent to the office space. In the
suggested stacking plans, this room is assumed to be on the Lower
Level near the loading dock, but could be located virtually
anywhere as long as the room is lockable and secure.
Adjacencies
Based on the suggested stacking plans, the Court of Appeals Clerk
would be located on the First Floor. This is primarily for the
benefit of the public. The Court of Appeals Clerk interacts with
other Court of Appeals components, including Central Staff,
Information Technology, and the judges. The Clerk also requires
convenient access to the Court of Appeals courtroom and
Supreme Court Conference Center.

This section describes Court of Appeals Central Staff which is a


component of the Court of Appeals Clerks Office.

It is projected that Central Staff will increase from 7 positions in


2014 to 18 positions by 2040. This is believed to be a high growth
area due to some court casetypes being shifted from the Supreme
Court to the Court of Appeals, as well as to general growth in the
need for staff.

Description
Central Staff examine all court filings, check for proper
jurisdiction, review petitions for certiorari, and prepare
preliminary briefs and recommendations.

Central Staff space should be designed much like a typical


attorney office suite. It includes a small reception/library area, a
work area, and 18 private attorney offices. There is no public
contact, but there is frequent interaction with the Court of Appeals
Clerk.

of Appeals Information Technology would be located on either
the First or Second Floor of the new building. The data center /
server room should be located on the Lower Level, partly to make
use of that space, and potentially to provide a more secure area
than on an upper floor. The separation of the data center / server
room from staff space is acceptable as long as electronic and visual
monitoring of the room is provided.

Description
Information Technology (IT) serves the technology needs of the
Court, including computer, video, and audio systems. Court of
Appeals IT currently shares space and some equipment with
Supreme Court Information Technology. The desire is to provide
some separation of space and equipment, although contiguous
space is acceptable in order to potentially share emergency and
environmental equipment for the main server rooms (e.g., back-up
power and fire suppression).

Staffing
It is projected that Information Technology will increase from four
positions in 2014 to seven positions by 2040.

Current Location
Court of Appeals Information Technology is currently located on
the Fifth Floor of the 254 Washington Street Building, and shares
part of the office suite with the Supreme Court Clerk (244
Washington Street). Additional Court of Appeals IT storage space
is located in the Judicial Building and in the Health Building.

to support programming, diagnosing, and repairing computer
equipment.
The support space includes a data center / server room, which is
the main hub of the Courts data network. It may have a raised
floor (to be determined), and should have typical features
associated with a data center, including appropriate fire
suppression, back-up power supply, and temperature/humidity
control. This room should be an inboard space with no external
windows, and care should be taken with its placement to
minimize the risk of flooding from plumbing or other potential
leaks.
The support space also includes various storage and supply
rooms. Some of these rooms might be positioned in such a way as
to allow for future expansion of the data center if that ever
becomes necessary.
These rooms should be conveniently
accessible from the office space, but need not be directly adjacent.
They are more likely to be internal spaces in order to allow natural
light to be provided to the office spaces. The support spaces have
been programmed separately because they could be located in a

In addition, an 800 square foot training room has been


programmed (Section 15.4) which would be used for computer
and software training for court employees. The room should
accommodate approximately 20 persons, and be designed with a
smartboard and other presentation technology. It should also be
an inboard space without windows for both presentation and

New Building Location

The strategy for addressing future growth in the number of Court


of Appeals judges and chamber staff is to provide space that can
be converted into judicial chambers as needed. An allocation of
18,000 departmental gross square feet has been identified. This
square footage provides the capability to add up to 9 additional
judicial chambers beyond the original total of 15 chambers. The
provision of 24 total Court of Appeals chambers would allow the
Court to double from its 2014 complement of 12 judges, and
should address expansion needs until well into the second half of
the 21st Century.

As potential future chambers, the Agency / Shell space should be


on an upper floor (Second Floor or higher) and not on the First
Floor. In addition, as future chambers, consideration should be
given to locating the space to achieve required natural light to
judicial offices and other chamber staff offices.

There are three options for providing the initial allocation of


space. One option calls for maintaining the space as shelled or
unfinished. This approach reduces initial capital expenditures for
construction, and provides maximum flexibility with respect to
future use and conversion of the space. A second approach calls
for finishing the space for an undetermined agency or multiple
agencies.
When the Court of Appeals requires additional
chambers, this function or functions would have to be displaced
from the building, and the space renovated into chambers. The
conversion is likely to occur in blocks of approximately 6,000
square feet, as Court of Appeals judges are typically added in
three-judge panels, and each judicial chamber totals about 2,000
departmental square feet.
A third approach would be a
combination of shelled and finished space. Ideally, this hybrid
combination might be either 12,000 square feet shelled space and
6,000 square feet finished space, or 6,000 square feet shelled space
and 12,000 square feet finished space, in order to facilitate upfit for
a three-judge panel.

Adjacencies
If the space is finished for a court-related agency, it is possible that
some public contact and access will be required. However,
consideration should be given to the inevitability that this space
will ultimately become judicial chambers, and will therefore
require access from the restricted zone of the building.

This section describes the Supreme Court Conference Center.

The existing Judicial Conference Room is about 1,400 net square


feet. The new Conference Room has been expanded to 2,400
square feet in order to increase overall flexibility and use. This
room is intended to be an impressive space, rather than a simply
utilitarian meeting room.
Room dimensions might be
approximately 40 feet by 60 feet, to match the Court of Appeals
Courtroom, with a minimum ceiling height of 12 to 14 feet.
Finishes should be fairly formal with millwork and wallpaper.
The room might also include an archive/court history display
area containing photographs and documents related to the two
courts.

Description
The Supreme Court Conference Center is supervised by the
Supreme Court through the Supreme Court Clerks Office. It is a
highly utilized space for meetings, conferences, and training
sessions.
Current Location
The main Judicial Conference Room is currently located on the
Fifth Floor of the 244 Washington Street Building.
New Building Location
Based on the suggested stacking plans, the Supreme Court
Conference Center would be located on the Third Floor of the new
building. It is envisioned that the Conference Center would align
in the vertical stack formed by the Supreme Court courtroom on
the Fifth Floor, and the Court of Appeals courtroom on the Fourth
Floor. Each of these three spaces is served by an 1,800-square-foot
public lobby, which should also stack vertically. These lobbies
should become increasingly formal in design and appearance
through the progression from the Third Floor up to the Fifth Floor.

Furniture should be substantial, yet flexible. There should be


moveable wood tables with lock-down castors. Nicely designed,
stackable chairs should be provided for 80 to 100 persons. The
room should include appropriate video-conferencing and
presentation technology. This room might also serve as a mock
courtroom for law school students. One end of the room might
potentially be designed with an elevated dais to seat seven
persons.
The room will be accessed by an entry lobby of 1,800 square feet.
This lobby can serve as additional area for reception and
gathering. With the Conference Center doors open, the spaces
should flow together. The lobby should be primarily open, but
should contain some seating. It should not be finished quite as
formally as the lobbies on the two courtroom floors.

The total area allocated to the Library is approximately 2,000 gross


square feet. The two court libraries currently have approximately

both research and meetings, as well as individual work carrels
with computer access. An office has been programmed for a
librarian although no such position currently exists.

The Judicial Library is programmed to be a shared space by the

volumes of the reporter series, along with other research

Space

This section describes the Public Information Office.

Public Information Office space should be designed as a typical


office suite.
It includes open space for a reception area,
administrative assistant workstation, and copy / storage area.
The remainder of the office consists of four enclosed rooms for the
Directors office, Media Analysts office, Speech Writers office,
and a conference room.

Description
The Public Information Office serves as a public contact point for
the Supreme Court, including arranging and leading Court tours,
and dealing with the media. The office summarizes court
opinions and distributes them to various media outlets.
Current Location
The Public Information Office is currently located on the Fifth
Floor of the 244 Washington Street Building.

Adjacencies
The Public Information Office is organized under the Chief Justice
but does not require direct adjacency. This office is responsible for
court tours, so convenient access to the main lobby in order to
meet tour groups would be beneficial.

REPORTER OF DECISIONS

Staffing

This section describes the office of the Reporter of Decisions.

Since 1990, Reporter of Decisions staff totals were fairly constant


at seven, until a reduction to five positions in 2008 due to State
budget issues. It has been projected that Reporter staff will return
to seven positions by 2040.

Description
The Reporter of Decisions is an arm of the Supreme Court. The
Reporter of Decisions reviews, edits, publishes, and distributes
decisions of the Supreme Court and Court of Appeals. Published
opinions are bound into the Georgia Reports (2 volumes per year)
and Georgia Appeals Reports (6 volumes per year).
Current Location
The Reporter of Decisions is currently located on the Fourth Floor
of the 244 Washington Street Building.
New Building Location
Based on the suggested stacking plans, the Reporter of Decisions
would be located on the Second Floor of the new building. This
should be a more private floor than the main entry floor which
would be conducive to the type of work being performed.

Space
Reporter of Decisions space should be designed much like a
library or typical attorney office suite. The primary need is for a
quiet environment. Space consists primarily of offices for the
Reporter and Editors. In addition, there is a library / research
room which is planned to contain many of the historical reports,
as well as a workroom from which to sort and mail reports to
courthouses and libraries throughout the state. Also programmed
is a 600 square foot book storage room which contains archived
books on an existing high density storage system. It is expected
that this system, or a similar one, will carry over into the new
building. Therefore, floor loading factors should be taken into
consideration.

Adjacencies
The Reporter of Decisions interacts with both Clerk offices, as well
as with Central Staff and staff attorneys from the judicial
chambers of both Courts. Based on the stacking plans, the
Reporter of Decisions would be located on the Second Floor which
should be a private floor, and conducive to quiet research and
editing. Proximity to the Judicial Library may prove helpful with
respect to storage of law books. The office has virtually no public
contact, but does interact with other court staff, and receives
regular shipments from UPS. Therefore, convenient access from
the loading dock would be beneficial.

BAR ADMISSIONS

New Building Location

This section describes the Office of Bar Admissions.

Based on the suggested stacking plans, Bar Admissions would be


located on the First Floor of the new building.

Description
Staffing
The Office of Bar Admissions is the administrative arm of the
Supreme Court, and is responsible for the admission of attorneys
to the practice of law in Georgia. The Board of Bar Examiners and
the Board to Determine Fitness of Bar Applicants are appointed by
the Supreme Court to implement the Rules Governing Admission
to the Practice of Law in Georgia. The Office screens bar
applicants for character fitness to serve as attorneys and also
administers the bar exam twice per year.
The exam is
administered in the Georgia Airport Convention Center to
approximately 1,400 applicants in July and 600 applicants in
February. The Board to Determine Fitness is comprised of seven
attorneys and three non-attorneys who meet every month to
interview candidates at the Georgia State Bar.
Current Location
The Office of Bar Admissions is currently located on the Fourth
Floor of the 244 Washington Street Building.

network systems assistance from two persons. Based on the Phase
I Strategic Plan, it has been projected that staff will ultimately
increase to 15 positions by 2040.
Space
Bar Admissions space should be designed with a public area
component and a secure staff area component. The public area
consists of the main reception / waiting area, six testing booths,
and a Conference / Hearing Room of 540 square feet. The testing
booths are used by applicants who request special provisions for
taking the bar exam. Other public contact is primarily by
applicants who have failed the exam, which can peak to
approximately 20 persons per day in the period after results are
distributed.

The majority of the remainder of the suite is dedicated to either


staff offices or to work / file areas. Staff require offices due to the
confidential nature of investigating character fitness of applicants.
Fairly large spaces are provided for preparing, mailing, and
storing the nearly 2,000 exams given each year, as well as
applicant files.
Adjacencies
The Office of Bar Admissions is a fairly independent component,
but is an arm of the Supreme Court. It does have some interaction
with the Supreme Court Clerks Office. Based on the stacking

COURT SUPPORT SPACES

allocation used to help increase the number of Central Staff


Attorneys.

This section describes Court Support Spaces.

The Media/Press room provides an area for those staff to gather


and prepare reports. It might also include cabled access to live
feeds from the courtrooms. It is best located near the main lobby.

Description
Court support spaces include a workroom for the Attorney
General, a workroom for Media/Press, an office for State Patrol, a
Snack Bar, and an Information Technology (IT) Training Room.

The State Patrol Office would ideally be located on the First Floor
near the security screening checkpoint to serve as a base location
for those staff. The room would include staff lockers, a work desk,
and a conference table with chairs.

Current Location

The Snack Bar is provided due to the distance of the proposed site
from the main Capitol Complex. The Snack Bar is intended for
staff use only. It is assumed to contain vending machines for
drinks and snacks, along with a counter and microwave. It would
ideally be located on the Third Floor near the Supreme Court
Conference Center in order to potentially serve conference
participants.

Most of these spaces do not currently exist. The IT Training Room


is located on the Fifth Floor of the Health Building within Court of
Appeals space.
New Building Location
Based on the suggested stacking plans, the Court Support spaces
would be distributed over various floors.

The IT Training Room is used for computer training of Supreme


Court and Court of Appeals staff. It would ideally be located near
Supreme Court or Court of Appeals IT components.

The program provides descriptions of the spaces within this
section. In the previous program, workroom space for the
Attorney General had been provided. As part of the Program
Refinement process, this workroom was eliminated and the space

The distributed service spaces are intended to be provided on


each floor.

This section describes Facility Support Spaces.

Space and Adjacencies

Description
Facility support spaces include the entry and main lobby area, a
Second Floor working lobby, breakrooms and staff toilets, service
and maintenance spaces, and distributed service areas for
recycling and janitor closets.
Current Location
Most of these spaces do not currently exist. Others are distributed
among the four court buildings: the Judicial Building, 244
Washington Street, 254 Washington Street, and the Health
Building.
New Building Location
The entry and main lobby areas are First Floor functions. The
Second Floor working lobby is a Second Floor function. The
breakrooms and staff toilets programmed in this section are
intended for the First and Second Floors. Breakrooms and toilets
for the three upper floors have been programmed as part of the
judicial chamber spaces. The service and maintenance spaces are
a Lower Level function, or wherever the loading dock is located.

It is assumed that a plaza would be provided as a forecourt to the


building. A vestibule has been programmed for temperature,
dust, and noise control into the building. After the vestibule, staff
and visitors would enter the civic lobby. This is a grand, formal
space programmed at 4,000 square feet in size. It is envisioned to
be a two-story, inspiring space. The room should convey the
importance of the building and of the Courts within. All staff and
visitors would be screened at a security checkpoint, and then
proceed into the working lobby. The working lobby provides the
connection to the public elevators, public restrooms, and First
Floor components.
As an alternative to entering the civic lobby first, the security
checkpoint could be located between the entry vestibule and civic
lobby. The civic lobby might then be a more internal space, and
would serve as the central hub to functions, such as the elevators,
stairs, public toilets, and court components.
The Second Floor working lobby serves a similar purpose on the
Second Floor. It connects the elevator core with the office space
on that floor. The amount of public contact with Second Floor
functions would vary depending on the stacking plan. These
components would be accessed from the working lobby through a
card controlled door, with intercom and video capabilities.

The support spaces include staff breakrooms and toilets. These


spaces should be provided on the First and Second Floors.
Depending upon occupancy counts and code requirements,
additional break and/or toilet spaces might be provided, with any
additional square footage obtained from the building grossing
factor of 27,000 square feet.

Special Issues

Design of civic lobby of approximately 4,000 square feet


Loading dock access and location
Security and environmental requirements of mail room

The service area components include the loading dock,


maintenance office, mail room, shop, bulk storage room, recycling
area, custodial office, and IT equipment recycling room. These
service spaces are operated by Georgia Building Authority, with
the exception of the IT equipment recycling room. Most building
and custodial supplies will be delivered from off-site, therefore
storage areas are modest. Based on the proposed site, it is
assumed that the service entrance might be off Frasier Street.
The distributed spaces include recycling and janitor closets. Five
recycling closets have been programmed for the five upper floors.
A closet is not required on the Lower Level since the main
recycling area is on this floor. Six janitor closets are programmed
(one per floor). The square footage for these spaces is assumed to
come from the building grossing factor, as this simplified the
building stacking plan.

SECURE PARKING AREA

Space and Adjacencies

This section describes the Secure Parking Area.

A total of 16,000 square feet has been programmed for the 40


spaces. Based on the preliminary stacking plans, approximately
13,000 square feet of the Lower Level would be consumed as
service space for the loading dock and other maintenance areas,
and for server rooms and stock rooms for court functions. Access
to the garage would be card controlled, and would be monitored
through the Facility Control Room and Security Desk. Secure
gates, which open and close quickly, should be specified to
prohibit unauthorized entry. Staff who park in the garage should
have access to private or restricted elevators which would serve
the office and chamber floors.

Description
Secure parking is provided to Supreme Court justices, Court of
Appeals judges, and other selected court staff. It is important to
limit the number of secure spaces provided as a security measure
for the new Judicial Building. A total of 40 spaces have been
programmed. In the long-term scenario, this will accommodate 7
Supreme Court justices, 21 to 24 Court of Appeals judges, and 9 to
12 additional staff.

Special Issues

Current Location
Existing parking is in the employee garage below the Judicial
Building and 244 & 254 Washington Street Buildings. These
spaces would become available for other employees upon
construction of the new garage.

Secure garage design / engineering requirements

New Building Location


Based on the proposed Georgia Archives site, it is envisioned that
the secure parking area would be on the Lower Level, accessed
from Frasier Street.
