andWork OpportunityReconciliationActof1996(TheWelfareReformAct)andplaceFederalregulations
andmandatesinplacewhichwillsupercedeStateRegulations.

BeitenactedbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmericainCongress
assembled,

SECTION1.SHORTTITLE

ThisactmaybecitedasthePublicWelfareActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)AnexperimentcalledABetterChanceinvolvedamandatoryjobsearchandworksupportraisedthenumberof
peoplegettingoffwelfareafteratwoyearlimit.
2)Cohabitationincreasesamonglessskilledandyoungermothers.
3)Studiesshowchildreninfamiliesthathavebeenonwelfareformorethantwoyearshavetripledthelevelof
behavioralandemotionalproblems,tripledthelevelofteenssexualactivity,doubledtheprobabilityofyoungwomen
havingchildren,anddoubledthelevelofboysengagingincriminalactivityandwindingupinjail.
4)Childreninawelfareorpovertyhousearemorelikelytohavehealthproblemssuchasmalnourishmentand
cognitivedevelopmentalproblems.
5)Thebirthratesince2005hasdrasticallygoneupamongstsingleandmarriedwomen.
6)Experimentsshowthatputtingacaponthenumberofchildrenhadnonegativeeffectsandloweredbirthrates.
7)

Everytimeachildisaddedtoafamilyonwelfare250dollarsamonthisaddedtotheentitlement,whichis3,000
dollarsayearwhichcomesfromtaxpayersmoney.
8)

P eopleonwelfarecurrentlydonothavetopaytaxesorseekjobemployment.

SECTION3.STATUTORYLANGUAGE
A)TheWelfareActof2015shallprovideFederaloversight,direction,anduniformityinapplyingwelfaredistribution
nationwide.Itwillcreateonesetofrulesforallstatesreceivingfederalfundingtoadhereandconformto.Itcreates
termlimitsandrestrictionsuponrecipients,whileprovidingapathwayfromentitlementdependency.ThisBillshallbe
enactedonJanuary1st,2016,onceitreceivesthevoteoftwothirdsofallthememberselectedtobothHouseand
theSenate.Onceplacedintolaw,thereisnoexpirationdateforthisBill.
B)EnforcementwillbehandledbytheSocialSecurityAdministration.Statesnotconformingwillsufferreduced
federalfunding.TheWelfareActof2015willbefederallyfundedandworkcollaborativelywithTemporary
AssistanceforNeedyFamilies(TANF).Eachpersonreceivinggovernmentassistancewillberequiredtomeetstrict
rulesandguidelinesinordertomaintainthebenefitoverthepreallottedtime.

C)Womenreceivinggovernmentassistance/welfarewillbeprohibitedfromhavingadditionalchildrenwhilereceiving
anytypeofwelfare.Ifafemalewelfarerecipientconceivesachildwhilereceivingwelfare,noadditionalfundingwill
begrantedtoher.Recipientsnotseekingimmediateemploymentwillbepenalizedbyareductioninfunding.Families
receivingwelfarefundingshallbesubjectedtocompliancecheckstoensurethechildrenareattendingschoolandare
healthy.
