Deploring the sacrifice of the lives of innocent Syrian civilians during the conflict between the
Syrian regime and the opposition groups, and emphasizing the need of greater humanitarianaid
toSyria,

Welcoming the unanimous adoption of United Nations Security Council Resolution 2139 on
enhancing the aid provided to the Syrian people in need and expecting all member states to
adheretotheresolution,

Expressing its appreciation towards the countries who have generously respected, provided
security, and supported the Syrian refugees and internally displaced persons despite their own
economicorpoliticaldifficulties,

Affirming that the weapon flow in and out of Syria should be monitored and regulated by the
internationalcommunityinordertopreventmeaninglessarmedconflicts,

Condemning military actions taken by militias that aim to support either the government or the
oppositiongroups,

Expectingthe fullcommitmentandcollectiveworkoftheinternational communitytosupportthe


Syrianpeople,andreaffirmingthatpoliticalanddiplomaticsolutionsareimperative,

1. Deeply deplores the participation and violent actionsofmilitantgroupsthathaveentered


Syria,suchasHezbollahandAlQaeda,forreasonssuchas,butnotlimitedto:
a. Directlysupportingthegovernmentthroughtheuseofextremebrutality,
b. Providingarmstotheoppositionforces,
c. Exacerbatingtheongoingstruggle

2. Urgesallmilitantgroupsto:
a. Cease the provision of weaponry and military support to both the Syrian
governmentandtheSyrianoppositionforces,

b. ImmediatelywithdrawtheirforcesfromSyrianterritory

3. Further urges all MemberStates to cease the provision of weapons to both the Syrian
government and the forces in the Syrian opposition, regardless of any preexisting
contractsmadewitheitherparty

4. Encourages all neighboring countriesLebanon, Israel, Jordan,Iraq,andTurkeyaswell


as countries in the surrounding region, such as Egypt and others in North Africa, to
engageinactivebordercontrolwithineachcountryscapabilitythataimsto:
a. ProvidehumanitarianaidthatguaranteesthesafetyoftheSyrianrefugeesby:
i.
Keepingthebordersopenforciviliansseekingrefuge,
ii.
Ensuring that foreign humanitarian aid, including food and basic medical
care,reachesallrefugeesinneed,
iii.
Countering human trafficking with the assistance of the International
OrganizationforMigration(IOM),
b. Prevent the flow of illicit weapons in andoutoftheSyrianterritoryasanattempt
to:
i.
DiminishviolenceandcasualtiesinSyria,
ii.
Preventfurtheraggravationoftheconflict,
iii.
Facilitateandpromoteapeacefulanddiplomaticresolutiontotheissue

5. Invites theNorthAtlanticTreatyOrganization(NATO),theInternationalCriminal Police


Organization (ICPO Interpol), and the IOM to further assist the neighboring nations in
protecting and monitoring their borders with Syria, particularly focusing on the illegal
tradeoffirearmsandarmstrafficking

6. Further invites the neighboring countries, along with their nationalintelligenceagencies,


in collaboration with the CounterTerrorism Committee and Analytical Support and
SanctionsMonitoringTeamoftheUnitedNationsto:
a. Investigate, within their territory, anysuspiciousactionsofanindividualorgroup
that may be affiliated to any of the militant forces directly involvedinthe Syrian
CivilWar,
b. Exchange all relevant information with the international agencies involved in a
transparentandefficientmanner,
c. Conductanyarrestsdeemednecessaryoncefurtherinvestigationshaveproventhe
individuals participation in any illicit activity directly involved with the Syrian
Crisis,
d. Impose and enforce severe laws over members of militant groups and terrorist
organizations


7. Calls upon all UN member states, particularly the Action GroupmembersoftheGeneva
Communiqu, to reinforcethesixpointplanproposedattheconference,emphasizingthe
importanceof:
a. AninclusiveSyrianNationalDialogueprocessinwhich:
i. AllgroupsandsegmentsofsocietyinSyriaareenabledtoparticipate,
ii.
Apracticalsolutionmaybeputforwardandimplemented,
b. Theestablishmentofatransitionalgoverningbodywhich:
i.
Canestablishaneutralenvironmentinwhichtransitioncantakeplace,
ii.
Wouldexercisefullexecutivepowers,
iii.
Shall be formed under mutual consent of both the regime and the
opposition

8. Decidestoremainactivelyseizedofthematter.
