Anderson in an effort to fabricate a justification for the shooting of the unarmed Anthony Hill and in violation of 0.C.G.A. 16-10-20 and DeKalb County Police Department truthfulness policy as contained in the Department's Employee Manual section 2-2.17, by falsely claiming that the victim physically assaulted the Defendant prior to the shooting by pounding on his (Defendant's) chest, contrary to the laws of said State, the good order, peace and dignity thereof.
