Israel-Palestine

SOLUTION TO THE ISRAELI-PALESTINIAN CONFLICT


The Security Council and General Assembly,
Alarmed by the ongoing hostilities in the Middle East between the Jewish country of
Israel and displaced people of Palestine,
Recalling relevant resolutions regarding pivotal milestones in the history of this conflict,
including resolution 181 (1947), resolution 194 (1948), and resolution 1860 (2009),
Aware of the global disagreement regarding Palestinian refugees right to return to their
original homes in present-day Israel, or the land previously known as Palestine,
Having considered the Israelis right to live in their own country that was established and
recognized by the United Nations,
Observing that the Jewish faith and Islamic faith both claim regions of present-day Israel
as their Holy Land,
Noting with deep concern the inhumane living conditions of refugee camps where
Palestinian refugees are forced to live, in the words of Laila Al-Arian in an article titled
PA Selling short the refugees, Some six million Palestinian refugees are scattered around
the world, including more than 400,000 in Lebanon. Here, they are deprived of basic
rights, not permitted to buy or sell property, and are banned from more than 70 job
categories. Mired in abject poverty, they are dependent on an increasingly incapable
United Nations agency for aid. (Al-Arian),
Taking into consideration the previous unsuccessful attempts to end this conflict
including ceasefires, mediation, political negotiation, and UN involvement,
Reaffirming the desperate need for a solution to this age old conflict, so that Jewish
Israelis and Palestinian Arabs may finally live in peace,
Noting with approval the two state solution, in which the current land of Israel is split
into a state for Israelis and a state for Palestinians,

Guided by Article 15 of the Universal Declaration of Human Rights which states,


Everyone has the right to a nationality. (Universal),
Bearing in mind that it is the duty of the United Nations, acting under Article 1, Chapter
1, of the United Nations Charter, To achieve international co-operation in solving
international problems. (United),

1. Calls upon Israel and Palestine to immediately discontinue militaristic acts of


aggression towards one another;
2. Decides that the land of present-day Israel will be partitioned into two equal states;
3. Proclaims that this land be partitioned with the country of Israel existing in the North,
and the country of Palestine existing in the South, yet leaving exact borders to be
determined through negotiations with the leaders of the following countries:
(a) Israel;
(b) Palestine;
(c) All members of the Security Council;
4. Recommends that the city of Jerusalem is divided or shared so that both countries
may call it their capital;
5. Proclaims that the newly established state of Palestine will be given complete national
sovereignty, and will receive the same rights as other countries;
5. Encourages Israeli and Palestinian political officials to partake in negotiations,
while:
(a) Maintaining solution-oriented mindsets;
(b) Remembering the hostile history of the conflict;
(c) Understanding that they may have to concede certain things in
order to reach consensus;
6. Further requests that border negotiations take place within ninety (90) days of the
passing of this resolution, and are announced and implemented before 1 January, 2017;

7. Welcomes the Palestinian government and citizens to contribute any feasible monetary
assets to the Israeli government as payment for their territory;
8. Strongly supports the creation of domestic law in Israel and Palestine that:
(a) Prohibits citizens of one state from living in the other state unless
an individual or family is seeking asylum from persecution;
(b) Allows everyone access to Jewish and Islamic religious sites;
9. Further resolves that refusal to comply with this resolution will lead to the
implementation of the following retributions:
(a) If Israel rejects this proposal, the Russian Federation will
temporarily suspend trade relations with them and request that other countries do
the same;
(b) If Palestine rejects this proposal, an arms embargo will be placed
on them, along with Arab countries that assist them, such as Lebanon, Egypt, and
Iran;
10. Further reminds Israelis and Palestinians that, should they agree to implement the
two state solution, they will be satisfied with the newfound peace that will exist in their land.
