Is limited in that a complete lead-based paint inspection and isk assessment forthe entire Bullding was not dane and hazard control cost estimates were not proved ‘Areas inspected were determined by Mr. Rolf Sivertsen, Superintendent and Mr. Christopher Dvorak, Regional Office of Education, The on-site work was conducted on January 27, 2016, by illinois Department of Public Health (IDPH) licensed Lead Inspector/Risk Assessor Ann M. Skeate, #011144, United States Department of Housing and Urban Development (HUD) inspection and risk assessment guidelines were sed to determine the evaluation and control of lead-based paint hazards. Purpose of Work: Inspection Phase The inspection was performed to: + determine By paint sampling the presence of lead-based paint on buliding components Risk Assessment Phase The risk assessment was performed to. + determine the hazards of lead-based paint which is deteriorated in the lead-based paint inspection areas determine the hazards of any lead-contaminated dust within the lead-based paint inspection areas determine the hazards of any lead-contaminated soil within the lead-based paint inspection areas determine the lead hazard interim and long-term control methods for the areas of risk provide a re-evaluation schedule for the lead hazard control methods provide recommended lead hazard control methods Methodologies Inspection Phase it Sampling Painted surfaces on building components are sampled by an !DPH-icensed lead inspector for lead-based paint content using a Lead Paint Analyzer (model number LPA~1B) manufactured by Radiation Monitoring Devices, Inc. also referred to as an X-Ray Fluorescence (XRF) instrument. The LPA-1B implements the XRF testing technique by using a sealed radioactive source (Cobalt-57) inside the instrument. The XRF testing technique is a common analytical technique used to quantitatively measure the concentration level of elements in solid or liquid materials. ‘The XRF test results are recorded in the fleld. See Appendix A for the field lead-based paint data sheets. The HUD standard for lead-based paint is 1.0 mg/em. Risk Assessment Phas Visual Inspection The leac-base paint inspection areas wore visually assessed by an IDPt-icensed lead risk assessor 0 enty the following: +» deteriorated lead-based paint surfaces and exterior soil areas in the lead-based paint inspection areas Dust Sampling Dust samples are collected by an IDPH-licensed lead risk assessor for analysis of lead content from areas which are likely to be contacted by young children, high traffic areas, and high friction areas. Dust samples are collected following the HUD and the American Society for Testing and Materials (ASTM) approved sampling procedures. ‘The samples are collected from areas of one square foot (floors) or %4 square foot (window sills and/or troughs) with ASTM-approved dust wipe sampling media, in accordance with 40 CFR 745.63. The wiping technique consists of wiping the sample area in an "S"-shaped pattem while trying to achieve as close to 100% coverage as possible. The inspector {olds the wipe in half, and an additional wipe of the area is performed at ninety degrees to the inital wipe. The inspector folds the wipe in half aga in, and performs an additional wipe covering all four perimeter sides of the sampling area. The ‘sample is placed in an appropriately labeled container. Dust samples are analyzed for lead using Flame Atomic ‘Absorptions by an approved laboratory. Window Sills 200 ugit= Window Troughs 200 ugit® Lead Hazard Determination ‘The visual inspection and sample results are reviewed by an IDPH-icensed lead risk assessor to determine the presence of lead hazards. Any lead-based paint building component which is deteriorated, subject to impact or fiction or which a child may have chewed and any dust that contain lead in excess of the regulatory standards are defined to be lead hazards. Lead Hazard Controls ‘Short-term and long-term options for methods to control the lead hazards are determined by an IDPHlicensed lead risk ‘assessor and estimated costs for each method are provided. Lead Hazard Re-evaluation Schedule A re-evaluation schedule is provided forall lead hazards as a means to determine a timeframe for re-review of the property for stabilization of the hazard control options utilized. These options provide appropriate ways to control hazards without actually removing or enclosing the lead-based paint, however all lead hazard control activites have the potential {o create hazards that were not previously present. A list of recommended interim control options is provided below. An estimate should be obtained from an IDPHicensed lead-based paint abatement contractor. Stablize paint and cover with a high qualty liquid encapsulant coating. Hazard #10: LBP chip debris on the soil under the windows of Room 118 and Room 122. ‘Thoroughly hepa-vacuum the soil area under the windows of Room 178 and Room 122, ‘Abatement/Replacement Options ‘Abatement means any set of measures designed to permanently eliminate lead hazards. Abatement includes the removal of lead-based paint and leaded-dust hazards, the permanent (meaning an expected design life of atleast 20, years) enclosure or encapsulation of lead-based paint, the replacement of components or fixtures painted with lead- based paint, and the removal or permanent covering of lead-in-soil hazards. Abatement options offer long-term solutions for lead hazards, A lst of abatement options is provided below. An estimate should be obtained from an IOPH-licensed lead-based paint abatement contractor. The replacement and removal methods listed below are more expensive intially, but do not require on-going re-evaluation. Lead Hazard Re-Evaluation Schedule ‘The owner should examine the condition of all reaiments of the remediated hazard as specified below. Each of these treatments should be re-evaluated by an IDPH licensed risk assessor at specific intervals to make certain that they remain effective and to ensure that new lead hazards do not appear. Certifications and Licensing For certifications and licensing, refer to Appendix D. Conclusions in summary, lead hazards are present. IDEAL recommends the Interim Control Options be implemented or Abatement andlor Replacement Options be ‘conducted. For either option, HUD requires lead-safe work practices and worker/resident protection practices complying with the IDPH, EPA, HUD and OSHA standards. IDEAL recommends that windows not be opened until the lead-based paint on exterior window frames and eaves has been stabilized IDEAL recommends a complete lead-based paint inspection and risk assessment for the entire building. ‘The Illinois Department of Public Health requires that a company or sole individual performing lead-based paint mitigation ‘work (inclusive of Interim Control Options and Abatement and/or Replacement Options) on any property owned by HUD of receiving public funding be licensed with the department as a lead abatement contractor and that all individuals performing lead mitigation work be licensed as lead workers and that at least one individual be licensed as a lead supervisor.
