Manager hierarchy looping issue

Current System
To retire a partner in UPAS following are steps followed :
1. Terminate the partner from current Company PWC effective date 07/01/2015 with HR Status Inactive
2. Rehire the partner in new company PEN with same effective date 07/01/2015 with HR Status Active
3. Retire the partner from new company PEN as of 07/01/2015 with HR Status Inactive

Issue
Oracle introduced a new validation in PB7 where primary assignment cannot be Inactive.
This causes the data to fail in WorkRelationship Integration with error Primary Assignment must be active. There are
110 errors in PXF.

We cannot have Active and Inactive relationship on the same day.

Impact :
The data for existing Retiree partners will not get updated
New Retiree will not get into Fusion system

Suggested Workaround
1. Change the business process how we retire partners
Not possible as business process change is required, this will have impacts on UPAS payroll, retirement
system
2. While sending the data from UPAS to Fusion set the date 1 day apart between Rehire and Retire from PEN
Company
This will have impact in Fusion as one day active assignment will be considered for compensation.
The data in UPAS and Fusion will be out of sync.
3. Instead of sending the data for the retire row as Inactive payroll ineligible for assignment status, send the row
with assignment status as Active - Retired Partner .
Partner status is correctly updates a Retired Partner
Partner is not eligible for the compensation cycle as required
Data between UPAS and Fusion are in sync
