Subject: Medical Aid for Palestinians; Lord David Steel; Dolphin Square

Dear Chief Executive, Directors, President and Trustees:
I refer to MAP's honorary patron, the Rt Hon Lord David Steel, who I do not suggest has
been involved in wrongdoing.
In 1994, issue 22, a magazine called Scallywag published the following allegations:
(1) It alleged that your patron Lord Steel engaged in commercial sexual contact
with underage boys (i.e. statutory rape or abuse) in Pimlico's Dolphin Square
apartment complex.
The magazine's source is quoted describing "underage boys wandering the corridors,
totally lost, asking for the flat of a particular MP". In the same short paragraph, we
then read: "'David Steel, who has an apartment here, is rather fond of late nights,' our
source added". The implication seems clear.

(2) It further alleged that your patron Lord Steel received "frequent" visits to
his Dolphin Square flat from a Parliamentary lobbyist whom the magazine
alleged to be a dangerous paedophile who raped a 13-year-old.

The context to the article can be briefly summarised:
The boys cajoled into being sexually abused by men in Dolphin Square (and elsewhere)
were alleged in many cases to be current or former residents of children's homes. Some of
those institutions would have been local London homes. As well, the magazine suggested
that a number of boys were, or had been, residents of the Bryn Alyn Community children's
homes in North Wales, which at the time were managed and owned by a certain John Allen
(for legal reasons referred to by the magazine as 'Mr X'). Mr Allen reportedly helped
residents or former residents of his Welsh homes to become established in other locations
(such as London), on an understanding that those whom he assisted would work as 'child
prostitutes', being raped in Dolphin Square and elsewhere. John Allen is now serving life in
prison.

In light of MAP's special association with Lord Steel, the chief executive, directors,
presidents and trustees will wish urgently to make inquiries with a view to establishing:
1. Whether your honorary patron Lord Steel featured in police inquiries (whether at the time
or more recently) related to alleged child sexual abuse or child trafficking?
2. Whether your patron was ever the subject of arrest or police caution?
3. (If yes) How did Lord Steel come to be an honorary patron of MAP, and what will be done
about it?
Again, there is no suggestion by me that your honorary patron is guilty of any wrongdoing. I
simply wish to know, from a child protection standpoint, what the facts are.
I look forward to receiving a timely response to my concerns and questions from the chief
executive, directors, presidents and trustees of Medical Aid for Palestinians.
