Objective
o Is to decrease the UL RSSI and consequently increase network capacity and other KPIs
through decreasing the value of sirMax from 120 to 100 & sirMaxTti2 from 173 to 120.
o sirMax is the max allowed SIR target for 10ms TTI users and sirMaxTti2 is the max
allowed SIR target for 2ms TTI users.
o High SIR target may cause power spikes in the network. Since when one UE increases SIR
target and thus output power to a high value, it causes interference to the network, and can
cause neighbor UEs to raise their power levels in turn noting that increased UE power levels
mean decreased capacity.
o An Ericsson Alert was sent to change the value of sirMaxTti2 to 140 for networks that
prefer single user throughput and 120 for normal network operations and to change
sirMax to 100 for all network conditions.
o

New settings were applied on RNC1 on 30th Of July.

10ms to the far users.
o This is done through 2 controlling parameters
o minPwrRlTdd CPICH Ec/No threshold for selecting 2ms TTI for EUL. Calls with CPICH
Ec/No larger than this threshold will be considered for setup on 2ms TTI EUL.
o ulRateLimitTimer Pathloss threshold for selecting 2ms TTI for EUL. Calls with
pathloss less than this threshold will be considered for setup on 2ms TTI EUL.
o

minPwrRlTdd was changed from -350 to -12 and UlRateLimitTimer was changed from
200 to 130 on RNC5 & RNC8 on 22nd Of July.

o dlInitSirTarget is the initial SIR target for the downlink DPDCH part of all RABs and
consequently decreasing it by 2.1 dB should be reflected in a reduction in the R99 power
utilization.
o Action was implemented on RNC7 on 29th Of July.

Objective
o

Is to decrease the HSDPA BLER and enhance the overall real cell throughput through enabling CQI
Adjustment on cells with HS-BLER greater than 10%

The CQI value reported by the UE is translated into a normalized CQI in the RBS. If the normalized
CQI, due to the CQI reported by the UE, does not mirror the actual channel conditions, this will lead
to an inefficient use of the HS-DSCH, since both scheduling and TFRC selection is done based on
erroneous input.

Deviating CQI reports lead to

faulty scheduling decisions, since the channel quality is one factor in the weighted priority
value in the HSDPA Scheduler. Thus, a UE that consistently overestimates the channel quality
will be scheduled too often, at the expense of other users. If the UE instead underestimates
the channel quality, it will be scheduled too seldom. In both cases, both system throughput
and end-user experience of the service is negatively impacted.

a block error rate that is higher than the target 10%, with more retransmissions and reduced
system throughput and increased service delay. If the UE instead underestimates the channel
quality, the block error rate will be lower than 10%, which will lead to lower transmitted data

The CQI adjustment algorithm in the RBS processes the ACKs and NACKs received from the UE to
determine if the UE is overestimating or underestimating the channel quality. The algorithm strives

Objective
o Is to decrease the UL RSSI and consequently increase network capacity and enhance
other KPIs through increasing the value of transmissionTargetError from 10 to 50 and
transmissionTargetErrorTti2 from 20 to 50.
o transmissionTargetError is the wanted percentage of E-DCH frames for which the
number of harq transmissions is greater than the target, for 10 ms TTI users. Unit is 0.1%.
o transmissionTargetErrorTti2 is the wanted percentage of E-DCH frames for which the
number of harq transmissions is greater than the target, for 2 ms TTI users. Unit is 0.1%.
o Action was done on RNC10 on 23rd of July taking into consideration that
transmissionTargetError was increased to 100 on 23rd of July then was decreased to 50
on 24th of July as it resulted in a high increase in 10 ms EUL BLER.

o EUL 2ms BLER increased from an average value of 28.46% to 32.55 %.
o EUL 10ms BLER increased from an average value of 13.58% to 20.23% .
o The average value of pmOwnUuLoad and UL RSSI decreased.
o These new settings may impact the peak user throughput.
o It is recommended to fallback to the original values now taking into consideration these
settings could be used to allow the network to support the expected EUL traffic increase in
the future.
