Subject: Web based Monitoring System (E-PACE)- Updating of project data one-PACE
This is in continuation to this office OM No. 11055/ 13/2014/P&M dated 201h January 2016
regarding uploadi..Tlg of the data of all the projects on e-PACE on or before 251h January 2016.

In this connection, you are requested to refer to the Ministry's OM No. NH11055/6/2015-P&M (Mon) dated 09.09.2015, where in the concerned PD/NHAI and RO/Ministry
have been directed to release the payments, only if the Certificate confirming the updation and
'
uploading of the project data is enclose'ci along with the bills, otherwise no payment shall be
released against the bill for the project ~osting more than Rs.l50 Crores. You are requested to
confirm from the ROs I PDs whether the instructions have been followed. A list of defaulting
ROs of the Ministry and PDs of NHAI shall be provided on or before 27'h of January 20 16 for
.
appraisal of the Secretary (RT&H).
All the Projects are to be updated and uploaded one-PACE. Now, it has been decided b ~
the Secretary (RT&H) that there ease of payment against bill ofthe project for the month shall h.e.... linked with project data uploading on the web portal irres ective of cost of the ro ect. T~
S"ecretary RI H will e taking a review meeting shortly, therefore, steps are to be taken to ensure
uploading of data of all the projects one-PACE web portal immediately.
The urgency and priority of data uploading is re-iterated once again.

Sub: Ongoing Projects Costing Rs. 150 crore and above-Regarding .. ..
Please refer to OM No. 11055/22/2014-P&M dated 1ih March, 2015 and DO letter _of

even number dated 28th April, 2015 vide which it was requested to enter the data of all the
ongoing projects costing Rs.l50 crore and above in On-iine Computerized Monitoring System
(OCMS) of_Ministry of Statistics & Programme Implementation (MOS&PI) on or before 20th
March, 2015. An user ID & Password for the Ministry (Sector level) is "road123". The detailed
manual of usage of OCMS is available on the web site www.cspm.gov.in. It is observed that
the data entry of all th~ ongoing projects costing Rs.150 crore and above has not been done.
Hence forth only P~blic Funded Projects are to be uploaded on the data base of
OCMS and will be used as the basis of project monitoring by PMO, Ministry of Finance and
MOS&PI. All the PPP projects. which are uploaded on OCMS are to be deleted/closed. A
separate portal is being developed by NITI Aayog in respect of PPP projects where relevant data
can be loaded/transferred.
This may be treated as most urgent and I urge you to take it
personally and ensure the data entry by 30th September, 2015 without further delay.
All the Agencies are to ensure projects updating on a real time basis, as and when there
is update in a project and, at least, on a fortnightly and monthly basis on OCMS. Hence forth no
payment will be made unless the project details costing 150 crore and above are updated on
OCMS. Before submitting the bills for these projects, concerned PD/NH Division shall provide
the written certificate along with the bills indicating that the status of project for all the preceding
months, of the month of submitting bill has been updated. All RO's/ELO's of the Ministry shall
not make any paymerits if such certi:.6.cate is not attached with the bills and will held responsible,
if payments ar~ made without such certificate.
All the Agencies, Project CE's, RO's and ELO's are requested to issue necessary
instruction and brought to "the notice of all concerned project authorities with immediate effect.
