Command
Hooverville Elementary School students and staff will function in accordance with all
Waynesboro Area School District policies and procedures. Hooverville will utilize the
concepts of the incident command system in accordance with the school board

resolution of May 24, 2010. That resolution adopted the National Incident
Management System for use in all emergencies.
During an emergency at Hooverville Elementary School, the following persons shall
be designated to assume the incident commander position until relieved by local
responders or district level personnel in accordance with the CE SD All Hazards
School Emergency Plan.

Control
During a school based incident school staff will be expected to oversee protective
actions and supervise students and visitors in their control. Staff unassigned to
classes or other student supervision duties at the time of an emergency will be
expected to report to the administration using the incident command system and
receive assignments for student supervision or other duties related to the
emergency.
No staff member shall leave students unsupervised at any time and staff members
are not dismissed from school duties during any emergency until expressly relieved
of such supervision by a school administrator. At all times students should be
retained in class or unit groupings for accountability purposes.

Coordination
School administration will coordinate all emergency actions with district personnel
and local responders including the School Based Law Enforcement (SRO) assigned
to Hooverville Elementary School. In accordance with the NIMS (National Incident
Management System) a unified command structure shall be established as soon as
practical for all school based emergencies.

Communications
Internal Communications
Hooverville Elementary School uses two way radios as a primary means of
communications for on-campus emergencies. Hooverville Elementary School uses
district channel 1 for internal communications. This is a simplex channel for use on
campus only and will not provide inter-building communications with other schools
or the district office. Frequencies are:

telephones. If both communications systems fail; a runner system will be
established for on-campus communications.

Parental Communications
Parental communications are handled through School Messenger. The administrator
has the capability to send messages through this system. Secondary parental
notification will take place using the public media under the public information
section of the Waynesboro Area School District All Hazards Plan.

Decision Making
The Hooverville Elementary School staff will make decisions to protect our students,
staff, and visitors based upon all available information at the time of the decision
making. While emergency management, at times, involves decision making with
less than complete information, the life, safety, and life sustainment of our
students, staff, and visitors will remain the foremost priority in decision making.
Decision making will follow the District All Hazards planning concepts and local
decisions on implementing protective actions will follow the flow chart process

Authority to Act
Hooverville Elementary School staff shall be empowered to take action(s) during an
emergency for the protection of life and property. For example, a staff member or
student seeing flames or smoke within the school shall be empowered to pull a fire
alarm without undue delay or permission being granted. Likewise a staff member
observing a stranger walking toward the school shall be empowered to call for a
lock down without seeking and obtaining administrative approval.

9.xx.4: Building Prevention Initiatives


Hooverville Elementary School will follow all guidance and direction in the
Waynesboro Area School District All Hazards School Safety Plan pertaining
to violence and injury prevention and mitigation.

9.xx.6.1: Buddy Teachers


Hooverville Elementary School will utilize the buddy teacher system for day to day
operations and emergency accountability and operations. Buddy teachers are
responsible for sharing class rosters and emergency information. The normal two
person buddy system may be replaced with a triad of staff for some situations.
A full list of buddy teachers is listed in appendix A of this plan.

To communicate with all other emergency teams, we will use the portable radios
used by the administration. Secondary communications will be by cell phone and
tertiary communication through the use of runners.

9.xx.6.3: Communications Team


Building plans should include the formation of a communication
team and guidelines that provide direction during an emergency. A
back-up system should be considered and identified to deal with
electrical and/or telephone failures. The plan should include the
identification of phone lines, two way radios, etc., to be used to communicate with
emergency teams, the Central Administration Office, and the public. The building
communication team should review and continually up-date phone numbers and be
in-serviced as to the method and manner in which calls will be handled at the
building level.
The public information office duties will be assumed by the district media relations
personnel. He/she alone will approve or be directly responsible for all press
releases. No other employee in the district should notify or provide information to
the news media.

9.xx.6.4: Logistics Team


Logistics Team
The Hooverville Elementary School custodial staff will function as our logistics team.
The logistics team must be well organized and completely aware of their
responsibilities in times of emergency. Shut-off valves, electrical sources, water and
sewage systems, gas lines, oil supply lines, etc. should be clearly identified and be
able to shut down, re-zoned or opened as the need presents itself. A building plan
designating the various systems and supply sources should be readily available.

When appropriate, the District Coordinator of Buildings and Grounds should be
contacted immediately. The situations should be clearly explained, needs identified,

9.xx.6.5: Medical Team


Unified Medical Team
Unless there is a single charge person at the site of the disaster that has and uses
his/her authority, control will be lost. This authority will vary. If a medical disaster
occurs, the school nurse shall be the charge person. Building principals are to
identify, assign, and arrange with the school nurse to in-service a unified medical
team. The most medically competent team member shall be assigned as the
charge person in the absence of the building nurse.
The UNIFIED MEDICAL TEAM should be large enough to handle victims at the scene
of a disaster and still maintain an Emergency Casualty Center should this type of
operation be necessary. The team generally includes two pre-selected team
members assigned to record information from victims and two assigned to assist in
providing First Aid. Of course, numbers and particular assignments will vary with
the emergency. The Emergency Manpower Survey Form should be helpful in
identifying appropriate team members.

Medical Team Functions and Guidelines


In the event of an emergency, the unified medical team will report to the
nurses office for specific instructions from the school nurse.

Functions and/or Operational Guidelines


Dealing with Casualties:
Survey conditions and extent of the emergency.
Utilize START triage for classification of multiple patients.
Status report to administration and direction for the type and amount of
support services needed.
Identify and request emergency equipment needed.
Arrange for the care and maintenance of the Emergency Casualty Center.
A multi-purpose room or gymnasium should be designated for emergency care.
Emergency Centers may vary according to the situation, but pre-assigned areas
should clearly be identified that will provide easy access (outside and inside),
utilities and an internal-external communications system.
Nurses responding to emergency calls shall bring the following equipment:
Trauma bag with contents to include patient assessment equipment, bleeding
control supplies, barrier mask
Identify and maintain first aid supplies for the operation of an Emergency
Center.
Designate those victims who should be directed to the Emergency Center.
Apply first aide treatment and care as may be necessary.
Maintain identification records on victims transported to various hospitals or
other care facilities.
Nurses registration or emergency cards should be pinned to the clothing of
the victims.
The office registration cards should be used to note the destination of the
victim.
The office card should be maintained at the site for reference.

Establish and plan for recording and maintaining appropriate data collection for
completing claim forms.

9.xx.6.6: Traffic Control Team


When directed by the building, the team should be prepared to
establish and maintain control and free access to and from the
emergency or disaster site. Admission to and from the school
should be clearly controlled to provide for authorized emergency vehicles, such as
fire, police, and ambulances, etc. Rules and procedures for parent pick-ups should
be reviewed carefully and onlookers are to be kept out of the area. A Charge
Person such as the teacher in charge of the safety patrol, at the elementary level,
should be pre-assigned and in-serviced as to their role and function. Local police
will or should relieve school personnel of this duty in most situations. There are
times, however, when they may not be available.

9.xx.6.7: Parent-Child Reunification Team


Hooverville Elementary School will utilize the district contact forms (see appendix C)
for reuniting parents with their children.
During times of emergency reunification. The following team members will
comprise the Hooverville Elementary School parent/child reunification team and use
a dual gate reunification system. Due to the large student body size at Hooverville
Elementary School a breakdown of students by last name may be more
manageable.

Alerting Methods
Primary: The primary method to alert students and staff to evacuations
and reverse evacuations will be the PA system and alarm systems.
Secondary: The secondary alert system will be internal phone system.
Tertiary: The tertiary alert system will be the use of internal runners
and messengers.

9.xx.7.3: Shelter in Place


With the potential of transportation accidents and other emergencies
involving hazardous materials it is likely the students and staff of Hooverville
Elementary School may be given a direction to shelter-in-place (SIP) as a protective
action.

Upon receiving an EAS (emergency alert system) or direction from civil authorities
(typically county or local emergency management) the following action steps will be
taken.
An announcement will be made to the school via the PA system to shelter-inplace.
Outside activities will be cancelled and a reverse evacuation ordered.
All doors to the school will be locked and signs placed on the doors to the
school indicating we are sheltering-in-place.
The facilities department will be contacted to shut down the HVAC (heating,
ventilation and air conditioning) to eliminate air flow exchange to the outside.
Students and staff will be held in the building until given an all clear from civil
authorities.
Communications will be maintained with the District Office.
Communications will be maintained with county or local EMA.
Parental notification will be made via internal and external notification
systems under the district communications plan.

9.xx.7.4-1: Severe Weather
The school has a NOAA-SAME All Hazards radio in the principals office
and office staff will monitor that radio for alerts, watches, and
warnings.

Tornado Watch

School administrators and office staff will follow commercial television/radio


and NOAA weather channels for further updates.

Staff may be given a notice of the watch but no protective actions are
required during a watch.

Tornado Warning

A tornado warning signals a tornado has been sighted and may be


approaching Hooverville Elementary School. A tornado warning
announcement will be made on the public address system.

All groups outside the building are to return to the school and go to
their designated shelter area.

Staff shall proceed with all students to the pre-designated weather


shelter areas and remain there with the students until further notice.

Second floor moves to the first floor hallways, if time permits.

If time does not permit, students will crop, cover, and hold in the
classroom or second floor hallway.

Disabled students who need assistance are to be assisted by the


person designated to assist them for building evacuations.

No student shall be allowed out of his/her designated area unless


his/her parent comes to the school and requests the student be
released.

A student is to be released only to his/her parent/guardian.

Proceed to predetermined shelter areas.

Students shall face interior walls.

Students shall crouch on their elbows and knees and face


interior walls with their hands over their necks.

Students shall remain quiet to wait for instructions.

Staff members shall remain alert for students who evidence


signs of stress or panic, and when necessary, move such
students to an area where they will not influence other students
and remain with them until the all-clear signal is given.

The principal shall give the all-clear signal and provide further
directions.

9.xx.7.4-2: Ground Shaking Procedure


While Hooverville Elementary is not in a high frequency or probability zone for
earth quakes, the following actions should be taken if ground shaking occurs.

DROP down onto your hands and knees (before the earthquake knocks
you down). This position protects you from falling but allows you to still move
if necessary.

COVER your head and neck (and your entire body if possible) under a
sturdy table or desk. If there is no shelter nearby, only then should you get
down near an interior wall (or next to low-lying furniture that won't fall on
you), and cover your head and neck with your arms and hands.

HOLD ON to your shelter (or to your head and neck) until the shaking
stops. Be prepared to move with your shelter if the shaking shifts it around.

Student Release to Parents


Few requests
As parents arrive for their children; the parents should report to the office
to sign-out their children. The office will call for the students.
Large number of requests
All support staff should report to cafe/gym area. Parents/emergency
contacts will be directed to the gymnasium and/or west side hallway to
sign out students. Tables will be set up by grade level to verify emergency
information. Support staff manning the tables will radio the pod support
staff who will release the child to the cafeteria to meet the
parent/emergency contact. Once the child has been retrieved, parents will
be instructed to leave the building promptly with their children. * Mrs.
Goodine will be available in the gymnasium/cafeteria area for concerns
that may arise.

Emergency Housing of Students beyond school day

Superintendent designates one administrator as coordinator.


Provisions for feeding students should be made with Food Services
Supervisor.
Activities should be provided to entertain students (examples: videos;
reading material, games, limited sports activities, etc.)

Classrooms

A clipboard needs to be posted in all classrooms with the following items: (1) a
classroom roster listing names, addresses and phone numbers of students, (2) a
school map, (3) lock down procedures, (4) fire drill and, (5) severe weather
procedures. Make sure you turn the radio on to channel 2.
Do not use the building telephones during a lockdown unless there is an
emergency. In the event of an emergency, the intercom numbers to use are
#000 (all call inside and outside) or #008 (inside). Be aware, as described in the
following section, a class or students in transit may need to enter your
classroom.
All lock downs will be preceded by this public announcement: "This is a basic
lock down or this is a threat lock down." In the event of a threat,
ALICE protocol will be initiated and announcements will be made with
clear, up-to-date information. All students in the hallways will report
immediately to the closest classroom. All students must be silent during this
time until the office calls the "all clear".

recess. The radio will be used to communicate with the office in the event of an
emergency. During a basic lockdown, teachers are to bring their students back
into the building and return to their classrooms. During a crisis lockdown,
teachers will direct their students to the field behind Patriot Federal Credit Union or
Frantzs, if necessary, to proceed to Food Lion or Keystone Family Diner.

9.xx.8: Building Recovery Procedures


To be developed in the future.

Bomb Threat Procedures:


In the event a bomb threat is received, either verbally or in writing, the
following procedures should be adhered to:
1. Follow procedures listed in your First 30 Minutes Handbook when receiving
a bomb threat via telephone.
2. If a written threat is discovered/received, notify building principal(s)
immediately. (Do this in person and avoid electronic communications.)
3. If written threat is discovered after school hours, contact Superintendent at
717-816-1569.
4. Principal/designee will notify day/evening custodian and emergency
team members to respond to a specified location to establish a
command center.
5. Floor plans of the building are to be ready for inspection by police and/or
fire personnel.
6. Confer with district administration to hold classes or to begin evacuation.

Students to Remain in School:


1. Students are to gather in the area(s) of the building designated safe by
the Washington Township Police. Teaching assistants will assist the
grades with whom they work with the most. If classes are to remain in
the classroom and parents come to pick up their child/children, teaching
assistants will be used to escort child/children to the designated pick up
area.
2. The building emergency team should report to the office.

For safety purposes, no radios are to be used. All electronic


communications should be avoided.
Students are to report to their teacher before being signed out by a parent.
For example, if a bomb threat is made prior to school beginning and the
Washington Township Police determine a safe place in which to gather the
students, all students must enter the building and check in with their
teacher for attendance purposes before being signed out by a parent.

The Command Center (office) responsibilities will be as follows:


School Commander: Emily Goodine
Duties: Works with District Superintendent and local police to determine
safest approach to dealing with the alleged threat. Directs the procedures
needed to fulfill safety plan and communicates with Information Officer,
Safety Officer, and Liaison Officer.
Information Officer: Kristi Fignar
Duties: Communicates with staff the chosen approach to ensure the safety
of staff and students. Directs the duties of the Emergency Team.
Communicates with Planning Officer and Situation Analysis Officer. Reports
information as needed to School Commander.
Liaison Officer: Holley Reihner
Duties: Answers phone calls and transmits messages to appropriate personnel
via Planning Officer. Deals with non-parent inquiries as necessary, and refers
media calls to District Superintendent. Prints out classroom lists, two per
teacher, and distributes one set to Situation Analysis Officer, Sara Breed, and
another set to Information Officer, Kristi Fignar, to be given to teachers for
attendance purposes.
Safety Officer: Tracy Bonebrake-Miller
Duties: Secures the front door and only allows parents, Waynesboro police and
fire personnel, and designated staff to enter the building. Answers telephone
calls and relays messages regarding students being picked up by parents to
the Planning Officer. Reports directly to either School Commander or
Information Officer as needed.

Planning Officer: Laura Rooney/Lauren Horne


Duties: Communicates information received by the Safety Officer, or the Liaison
Officer, Holley Reihner, to the Emergency Team members who are responsible for
releasing students to their parents. Directs parents who enter the building to
their correct grade level sign out station.

Duties: Oversees the needs and questions from the Emergency Team. Secures
class lists, emergency cards, pens, and clipboards to be distributed to
Emergency Team. Reports concerns/questions to Information Officer or
Planning Officer as needed.

Duties: Assists Building Commander in securing the building. Sets up
tables/carts in hallway closest to office for Emergency Team. Directs other
custodians in the building to direct traffic as needed.
Students to Evacuate School:
1. In the event that the District Superintendent and Waynesboro police
have decreed it unsafe for staff and students to remain on school
campus, an evacuation of the building will take place. All students and
staff will evacuate to the Waynesboro Area Senior High School, 550 East
Second Street.
2. If students are in their classrooms when the evacuation takes place,
they will exit the building following their designated fire evacuation
routes.
3. If evacuating from the classrooms, teachers must take their "Go" buckets
with them, including class lists and personal information. Do not tum off
lights or electrical equipment. Before leaving room, teachers should take
a count, scan the room for anything out of the ordinary and, if possible,
open the windows but do NOT lock classrooms. If evacuating from the
gym/cafeteria area and teachers are not able to return to their
classrooms to obtain their "Go" buckets, class lists will be provided to
them by the Information Officer, Mrs. Goodine. Leave doors open.
4. Upon arrival at the Waynesboro Area Senior High School, a command
center will be set up for the purpose of assisting parents in signing
out their student(s). Responsibilities for these procedures will be the
same as listed above.
5. Once students and staff reach the assembly area, attendance should
be taken again. Missing student(s), and anything noted during the
scan of the room, should be reported to either Planning Officer or
Information Officer.
6. Students and staff will not return to the building until it has been
declared safe by local law enforcement.
7. If an evacuation is necessary during lunchtime and you do not have a
class of students to evacuate, report to the cafeteria to assist.

8. If an evacuation is necessary during an assembly, follow the
directions of the School Commander on how students will be
dismissed. Once in the assembly area, take roll and report any
missing students.
Please be patient. Necessary information regarding the threat will be shared
when appropriate. If media personnel approach anyone, please refer them to
the District Superintendent.
