In a letter dated 27 January 2016, PPP Center Executive Director (ED) Cosette
V. Canilao tendered her irrevocable resignation from her position, effective 8
March 2016^ (ANNEX A).

ED Canilao resigned due to pressing family concerns.

3.

National Economic and Development Authority (NEDA) Director-General

Arsenio M. Balisacan favorably endorsed the acceptance of the resignation of
ED Canilao.

4.

If the President approves, I will sign the attached draft letter accepting the
resignation of ED Canilao effective 8 March 2016, acknowledging her
dedication and service to the government.

Dear Mr. President:

I hereby tender my resignation effective March 8, 2016. Serving the country as the Executive
Director of the Public Private Partnership (PPP) Center under the stewardship of His Excellency's
office and cabinet has been the greatest privilege entrusted to me. I am eternally grateful for the
trust and support not only of His Excellency but also of the cabinet secretaries I have worked
closely with. It Is with a heavy heart that I am resigning from my post due to pressing family
concerns.
I am glad to report that I am leaving a strong institution - the PPP Center. It is manned by
dedicated public servants who are invigorated and inspired by His Excellency's Daang Matuwid. I
am likewise proud to report that the Philippine's PPP Program, whose framework was created
under His Excellency's EG 8, is now considered as one of the best PPP frameworks in the world.
Having said that, there is a need for continuous adaptation and evolution as we roll-out and
implement more infrastructure projects. The leaderships and staff in PPP Centre are equipped and
prepared to undertake the next steps.
Attached to this letter is the curriculum vitae of the person I am recommending to succeed me, for
His Excellency's perusal. Atty. Andre 'Raj' Palacios has been with the PPP Center for over a year
as a consultant. He is highly reliable with unquestionable integrity and equipped to take on the
gargantuan task of leading the Center. He has also established a very good relationship with the
officers and staff of the Center.
Again, my sincerest gratitude for allowing me to serve.
